Education research that omits or insufficiently defines geographic locale can impair policy formulation, enactment, and evaluation. Such impairments might be especially detrimental for communities in rural and/or remote areas, particularly when they pertain to gifted education programs that struggle to operate at large scale (e.g., Advanced Placement). To enhance researchers’ precision when analyzing school-level data, we developed five statistical approaches to operationalize rurality and remoteness using the Urban-Centric codes from the National Center of Education Statistics. With national data, we found important variations across these statistical approaches in (a) percentage of schools identified as rural and/or remote, (b) effect sizes, and (c) characterizations of schools’ relative disadvantage in the breadth of opportunity to learn Advanced Placement content that they provide. These findings challenge prevailing practices of classifying communities dichotomously as nonrural or rural. The authors demonstrate several ways to address policy makers’ and practitioners’ needs by incorporating geographic locale into analyses of school data, operationalizing geographic locale precisely in theoretically sound ways, and avoiding dichotomies that can obscure meaningful variation.

Debate over the design of state and federal accountability systems is an important ongoing issue for policy makers. As we move toward next-generation accountability through No Child Left Behind's (NCLB) waivers and reauthorization drafts, it is important to understand the implementation and effects of key elements of prior accountability systems. In this policy brief, we investigate an under-researched feature of NCLB accountability—the use of safe harbor to meet proficiency rate objectives. We use school-level data on California schools between 2005 and 2011 to investigate the prevalence of safe harbor over time. We find dramatic increases in recent years, primarily for the objectives for historically disadvantaged groups. Furthermore, we find no evidence that schools using safe harbor meaningfully outperform schools failing Adequate Yearly Progress in the short or long run, casting doubt on the utility of the measure. We conclude with recommendations to policy makers, including state assessment and accountability coordinators, regarding accountability policy design in future laws.

Background Previous research has demonstrated that children growing up in poor communities have limited access to high-performing schools, while more affluent neighborhoods tend to have higher-ranking schools and more opportunities for after-school programs and activities. Therefore, many researchers and policy makers expected not only that the families moving to low-poverty neighborhoods with the Moving to Opportunity (MTO) program would gain access to zone schools with more resources but also that mothers would be more likely to meet middle-class parents who could provide information about academic programs and teachers, leading them to choose some of these new higher-quality-zone schools. However, research evaluating the effects of the MTO program on child outcomes 4-7 years after program moves found that while the schools attended by the MTO children were less poor and had higher average test scores than their original neighborhood schools, the differences were small: Before moving with the program, MTO children attended schools ranked at the 15th percentile statewide on average; 4-7 years after the move, they were attending schools that ranked at the 24th percentile on average. Purpose The fact that the residential changes brought about by the MTO experiment did not translate into much larger gains in school academic quality provides the impetus for our study. In other words, we explore why the experiment did not lead to the school changes that researchers and policy makers expected. With survey, census, and school-level data, we examine where families moved with the MTO program and how these moves related to changes in school characteristics, and how parents considered schooling options. Setting Although the MTO experiment took place in five cities (New York, Boston, Los Angeles, Chicago, and Baltimore), we use data from the Baltimore site only. Population The sample in our study includes the low-income mothers and children who participated in the Baltimore site of the MTO housing voucher experiment. Ninety-seven percent of the families were headed by single black women. The median number of children was two, and average household income was extremely low, at $6,750. Over 60% received Aid to Families with Dependent Children (AFDC) as their primary source of income (at program entry in 1994), over 77% of household heads were unemployed, and 40% of the women had no high school degree or GED. Program The Moving to Opportunity program gave public housing residents in extremely poor neighborhoods in Baltimore, New York, Chicago, Los Angeles, and Boston a chance to apply for the program and move between 1994 and 1998. Families were randomly assigned into one of three groups: an experimental group that received housing counseling and a special voucher that could only be used in census tracts with 1990 poverty rates of less than 10%; a second treatment group, the Section 8 group, that received a regular voucher with no geographic restrictions on where they could move; and a control group that received no voucher through MTO, although they could continue to reside in their public housing units or apply for other housing subsidies (usually a regular Section 8 voucher). The program did not provide assistance with transportation costs, job searches, or local school information after the family relocated. Research Design We use survey data, census data, school-level data, and interviews from the Baltimore site of a randomized field trial of a housing voucher program. We present a mixed-methods case study of one site of the experiment to understand why the children of families who participated in the Baltimore MTO program did not experience larger gains in schooling opportunity. Conclusions Our article demonstrates that in order to discover whether social programs will be effective, we need to understand how the conditions of life for poor families facilitate or constrain their ability to engage new structural opportunities. The described case examples demonstrate why we need to integrate policies and interventions that target schooling in conjunction with housing, mental health services, and employment assistance. Future programs should train mobility counselors to inform parents about the new schooling choices in the area, help them weigh the pros and cons of changing their children's schools, and explain some of the important elements of academic programs and how they could help their children's educational achievement. Counselors could also assuage parents’ fears about transferring their children to new schools by making sure that receiving schools have information about the children and that little instruction time is lost in the transition between schools.

Advanced placement (AP) and concurrent enrollment (CE) provide high school students with rigorous coursework and possible college credit. Theoretical modeling predicted students would substitute CE for AP courses conditional on their probability of earning university credit, passing AP tests, and college selectivity despite CE costing more than AP. In the current study, CE costs to families drop to zero and students should be expected to maximize substitution. This study uses multiple years of school-level data from Colorado, a state with a growing CE sector to test substitution effects. Using a school fixed-effect Poisson regression of the most commonly taken AP exams, results indicate limited evidence of widespread substitution. The continued preference for AP may increase costs to families and reduce potential college credits.

Prof. Syed Nawab Haider Naqvi, Dr M. Ghaffar Chaudhry, Distinguished Guests, Ladies and Gentlemen: It is a privilege for me to inaugurate the Fourth Annual General Meeting of the Pakistan Society of Development Economists. I am pleased to note that within only five years of its existence the Society has evolved into a prestigious forum for a free and precious exchange of ideas among economists and policy-makers. I am told that through these annual general meetings 74 papers on various topics have been prepared and published, and that, in its Lecture Series on Development Economics, eminent international economists and demographers have read papers on leading issues in economics and demography. The literature created under the aegis of the Society furnishes useful insights into the functioning of the economy and has contributed to the comprehension of the problems of almost all areas of Pakistan's economy - agriculture, industry, trade, resource mobilization, etc. I am happy to note that the Society has helped to promote a scientific and pragmatic approach in policy-formulation and economic decision-making, and has enabled us to think systematically about the nature of the challenges posed and faced by Pakistan's economic development and about the response to this challenge.

Public policy is a decision to deal with a particular problem situation, that identifies the objectives, principles, ways, and means to achieve them. The ability and understanding of policy makers in the policy-making process is very important for the realization of public policy of rapid, accurate and adequate. The product to suit the needs of the public policy, public participation in the policy process is needed in the policy cycle, from policy formulation to policy evaluation. This paper attempts to review the importance of community participation and other forms of public participation in the policy process, in particular, policy areas.

Integrative data analysis (IDA) is a promising new approach in psychological research and has been well received in the field of alcohol research. This chapter provides a larger unifying research synthesis framework for IDA. Major advantages of IDA of individual participant-level data include better and more flexible ways to examine subgroups, model complex relationships, deal with methodological and clinical heterogeneity, and examine infrequently occurring behaviors. However, between-study heterogeneity in measures, designs, and samples and systematic study-level missing data are significant barriers to IDA and, more broadly, to large-scale research synthesis. Based on the authors’ experience working on the Project INTEGRATE data set, which combined individual participant-level data from 24 independent college brief alcohol intervention studies, it is also recognized that IDA investigations require a wide range of expertise and considerable resources and that some minimum standards for reporting IDA studies may be needed to improve transparency and quality of evidence.

Purpose The use of data for instructional improvement is prevalent in today’s educational landscape, yet policies calling for data use may result in significant variation at the school level. The purpose of this paper is to focus on tools and routines as mechanisms of principal influence on data-use professional learning communities (PLCs). Design/methodology/approach Data were collected through a comparative case study of two low-income, low-performing schools in one district. The data set included interview and focus group transcripts, observation field notes and documents, and was iteratively coded. Findings The two principals in the study employed tools and routines differently to influence ways that teachers interacted with data in their PLCs. Teachers who were given leeway to co-construct data-use tools found them to be more beneficial to their work. Findings also suggest that teachers’ data use may benefit from more flexibility in their day-to-day PLC routines. Research limitations/implications Closer examination of how tools are designed and time is spent in data-use PLCs may help the authors further understand the influence of the principal’s role. Originality/value Previous research has demonstrated that data use can improve teacher instruction, yet the varied implementation of data-use PLCs in this district illustrates that not all students have an equal opportunity to learn from teachers who meaningfully engage with data.

Abstract Background and study aims Storage of full-length endoscopic procedures is becoming increasingly popular. To facilitate large-scale machine learning (ML) focused on clinical outcomes, these videos must be merged with the patient-level data in the electronic health record (EHR). Our aim was to present a method of accurately linking patient-level EHR data with cloud stored colonoscopy videos. Methods This study was conducted at a single academic medical center. Most procedure videos are automatically uploaded to the cloud server but are identified only by procedure time and procedure room. We developed and then tested an algorithm to match recorded videos with corresponding exams in the EHR based upon procedure time and room and subsequently extract frames of interest. Results Among 28,611 total colonoscopies performed over the study period, 21,170 colonoscopy videos in 20,420 unique patients (54.2 % male, median age 58) were matched to EHR data. Of 100 randomly sampled videos, appropriate matching was manually confirmed in all. In total, these videos represented 489,721 minutes of colonoscopy performed by 50 endoscopists (median 214 colonoscopies per endoscopist). The most common procedure indications were polyp screening (47.3 %), surveillance (28.9 %) and inflammatory bowel disease (9.4 %). From these videos, we extracted procedure highlights (identified by image capture; mean 8.5 per colonoscopy) and surrounding frames. Conclusions We report the successful merging of a large database of endoscopy videos stored with limited identifiers to rich patient-level data in a highly accurate manner. This technique facilitates the development of ML algorithms based upon relevant patient outcomes.

Abstract This article examines young people’s experiences of open access youth work in settings in the UK, Finland, Estonia, Italy and France. It analyses 844 individual narratives from young people, which communicate the impact of youthwork on their lives. These accounts are then analysed in the light of the European youth work policy goals. It concludes that it is encouraging that what young people identify as the positive impact of youth work are broadly consistent with many of these goals. There are however some disparities which require attention. These include the importance young people place on the social context of youth work, such as friendship, which is largely absent in EU youth work policy; as well as the importance placed on experiential learning. The paper also highlights a tension between ‘top down’ policy formulation and the ‘youth centric’ practices of youth work. It concludes with a reminder to policy makers that for youth work to remain successful the spaces and places for young people must remain meaningful to them ‘on their terms’.

AbstractOpioid overdose related deaths have increased dramatically in recent years. Combating the opioid epidemic requires better understanding of the epidemiology of opioid poisoning (OP). To discover trends and patterns of opioid poisoning and the demographic and regional disparities, we analyzed large scale patient visits data in New York State (NYS). Demographic, spatial, temporal and correlation analyses were performed for all OP patients extracted from the claims data in the New York Statewide Planning and Research Cooperative System (SPARCS) from 2010 to 2016, along with Decennial US Census and American Community Survey zip code level data. 58,481 patients with at least one OP diagnosis and a valid NYS zip code address were included. Main outcome and measures include OP patient counts and rates per 100,000 population, patient level factors (gender, age, race and ethnicity, residential zip code), and zip code level social demographic factors. The results showed that the OP rate increased by 364.6%, and by 741.5% for the age group > 65 years. There were wide disparities among groups by race and ethnicity on rates and age distributions of OP. Heroin and non-heroin based OP rates demonstrated distinct temporal trends as well as major geospatial variation. The findings highlighted strong demographic disparity of OP patients, evolving patterns and substantial geospatial variation.
