Community supported agriculture (CSA) programs are emerging as popular consumer options for pro­duce acquisition. While many researchers have dis­cussed the impacts of CSA on economies, commu­nities, and the environment, others are interested in documenting how produce-based CSA shapes health. In this paper, we evaluate whether and to what extent CSA incentive programs, funded by diverse employer groups in central Kentucky 2015–2018, impact shareholder wellness. To evaluate impact, we use two distinct types of data: we com­pare shareholders’ perceived frequency of food lifestyle behaviors from pre- and post-season sur­veys, and we examine anonymized medical claims from a subset of these participants to determine if CSA participation impacts short-run usage of medical services. From survey data, we observed statistically significant changes in some shareholder behaviors. For instance, CSA shareholders per­ceived that they consumed vegetable salads more often while decreasing their intake of processed foods and snacks. From medical claims data, share­holders are billed less in diet-related medical claims following CSA participation compared to a control group from the same employer organization. In short, we find that CSA is generally beneficial and participants view their experience as providing motivation to reshape their relationship to food. We conclude by offering strategies for institutions and organizations to effectively develop and support CSA incentive programs.

The Housing Choice Voucher (HCV) program represents the largest subsidized housing program in the United States. While families with vouchers can, in theory, lease any housing of reasonable quality renting below a rent ceiling, the empirical evidence suggests that they rarely use their vouchers to move to lower poverty neighborhoods. This paper examines the question of how spatial boundaries impact the residential possibilities of HCV subsidized families, both the visible boundaries of Public Housing Authority (PHA) catchment areas and the invisible boundaries of racial and economic segregation. I use administrative data supplied by the Department of Housing and Urban Development, which includes all moves by HCV families between 2005 and 2015 in the Baltimore, MD, Cleveland, OH, and Dallas, TX, metropolitan areas. Using a Louvain method of network cluster detection, I subdivide each metro into distinct mobility clusters—sets of census tracts within which voucher holders move but between which they rarely do. I find that the empirical mobility clusters at the metropolitan level are highly defined by PHA’s catchment areas. Even though families are technically allowed to “port” their voucher from one PHA catchment area to another, such behavior is rare. Within the PHA catchment areas, HCV mobility clusters are defined by patterns of race, income, and history. These findings suggest that patterns of racial and economic segregation seem to partially define the mobility clusters within PHA catchment areas, but not across them.

The purpose of this communication is to describe the Brighter Bites produce voucher program, and its implementation and utilization across Brighter Bites families in four cities in the U.S., during the COVID-19 pandemic. The voucher program was implemented over nine weeks starting April 2020, with up to four USD 25 store-specific produce coupons sent bi-weekly to the homes of each participating Brighter Bites family (USD 100 total/family). Measures included type of produce purchased, amount of voucher that was used, number of vouchers distributed and redeemed by families, and a post-program participant satisfaction survey. Descriptive statistics, including count, frequency, and percent, were computed, both overall and stratified by city. During this time, Brighter Bites distributed a total of over 43,982 vouchers to 12,482 low-income families, with a redemption rate of 60% (at least one voucher redeemed) across all cities. During times of crisis, non-profit–for-profit partnerships, such as the one between Brighter Bites and the grocery retail industry, are feasible, and successful in providing produce to families in need.

Abstract Background There is an urgent need for scaled-up effective interventions which overcome barriers to health-enhancing physical activity for children and adolescents. In New South Wales (NSW), Australia, the state government implemented a universal voucher program, ‘Active Kids’ to support the cost of structured physical activity registration for school-enrolled children aged 4.5–18 years old. The objective of this study was to understand the effects a financial incentive intervention delivered in a real-world setting has on children and adolescent’s physical activity participation. Method In 2018, all children and adolescents registered for an Active Kids voucher provided sociodemographic characteristics, physical activity and research consent. This prospective cohort study used an online survey with validated items to measure physical activity and other personal and social factors in children and adolescents who used an Active Kids voucher. Generalized linear mixed models were used to examine changes from registration to after voucher use at ≤8 weeks, 9–26 weeks and ≥ 6 months. Results Study participants reported increasing their days achieving physical activity guidelines from 4.0 days per week (95%CI 3.8, 4.2) at registration (n = 37,626 children) to 4.9 days per week (95%CI 4.7, 5.1) after 6 months (n = 14,118 children). Increased physical activity was observed for all sociodemographic population groups. The voucher-specific activity contributed 42.4% (95%CI 39.3, 45.5) to the total time children participated in structured physical activities outside of school. Children and adolescents who increased to, or maintained, high levels of activity were socially supported to be active, had active parent/caregivers, had better concentration and were overall happier than their low-active counterparts. Conclusion The Active Kids program significantly increased children’s physical activity levels and these increases continued over a six-month period. The Active Kids voucher program shows promise as a scaled-up intervention to increase children and adolescents’ physical activity participation. AbstractThe Growth Enhancement Scheme and e-voucher program, rolled out across Nigeria in 2011 by the federal government, provided the institutional basis for private agro-dealers to engage in the distribution of subsidized fertilizer, improved seeds and extension services to farmers. However, the impact of this policy on different modes of extension service delivery is still missing in literature. We apply an Ordinary Least Squared and Difference-in-Difference methodology on the (2010 and 2012) Living Standard Measurement Study of the World Bank. The results suggest that extension visitations as well as public extension services positively influence farm revenue. Furthermore, a substantial increase in fertilizer expenditure by farmers was observed, due to the e-voucher program, which could have contributed to the improved agricultural output witnessed in Nigeria post-Growth Enhancement Scheme era. Governments across Sub-Saharan Africa should implement policies that harness the economy of scale and scope of the private sector as well as information and communication technologies in delivering on time and adequate agricultural inputs to farmers.

Abstract Seattle, Washington instituted a new “democracy voucher” program in 2017 providing each registered voter with four $25 campaign finance vouchers to contribute to municipal candidates. Prior research shows that without efforts to mobilize voters, electoral reforms like the voucher program are often insufficient to increase participation among underrepresented groups. We examine how mobilization affects the voucher program’s redistributive goals – does it increase participation among infrequent voters, or does it engage regular participants in politics? In the 2017 election cycle, we partnered with a coalition of advocacy organizations on a field experiment to estimate the effects of providing voters with information about democracy vouchers through door-to-door canvassing, texting, digital advertisements, and e-mails. While mobilization increased voucher use and voter turnout, responsiveness was greatest among frequent voters. As our findings suggest that transactional mobilizing is insufficient to engage infrequent participants, we posit that deeper organizing is necessary to fulfill the program’s redistributive goals.
