The article is devoted to the implementation of a method for modeling processes in complex educational systems based on the proposed variety of neuro-fuzzy temporal Petri nets. The article considers educational systems of the level of higher educational institutions, which, of course, belong to the class of complex systems. The need for a method, models and modeling tools is dictated by the fact that modern educational processes require constant modernization, due to the constantly growing volumes of information, changes in legislation, stricter requirements for specialists, rapid development of technologies, constant discoveries in various fields, as well as the influence of external factors. Requirements for the tools for modeling processes in complex systems are formulated, the use of Petri nets as the basis of such models is substantiated. The existing educational processes are considered on the example of the cycle of training in the master's program of the Belarusian-Russian University. The model of educational and information-analytical learning processes in the master's program based on the neuro-fuzzy temporal Petri net is presented. The proposed method allows to increase the flexibility of the choice of individual trajectories of training in the master's program, the effectiveness of elective disciplines and to make the transition to an integrated approach in the preparation of undergraduates. The proposed method can also be used as a basis for monitoring the state and control of information and analytical processes in educational systems. An approach to the construction of software-instrumental environment for the design and modification of information-analytical processes is described, aimed, among other things, at bridging the semantic gap between experts, architects and developers of information-analytical processes. A subsystem for the formation of a neuro-fuzzy temporal model of processes within the framework of a software-instrumental environment is considered.

Abstract For effective functioning within a complex system, industrial and technological processes are supported by appropriate information-analytical processes that ensure the collection and analysis of information, as well as modeling and making control decisions for the industrial and technological process. A variety of neuro-fuzzy Petri nets with temporal fuzzy neurons is proposed. An example of con-structing a model of an industrial and technological process and the corresponding information-analytical processes is considered. The developed specialized software for modeling industrial and technological processes and the implementation of information-analytical processes is considered.

The present review discusses the problem of controlling mycoplasmas (class Mollicutes), the smallest of self-replicating prokaryotes, parasites of higher eukaryotes, and main contaminants of cell cultures and vaccines. Possible mechanisms for the rapid development of resistance to antimicrobial drugs in mycoplasmas have been analyzed. Omics technologies provide new opportunities for investigating the molecular basis of bacterial adaptation to stress factors and identifying resistomes, the total of all genes and their products contributing to antibiotic resistance in microbes. The data obtained using an integrated approach with post-genomics methods show that antibiotic resistance may be caused by more complex processes than has been believed heretofore. The development of antibiotic resistance in mycoplasmas is associated with essential changes in the genome, proteome, and secretome profiles, which involve many genes and proteins related to fundamental cellular processes and virulence.

Choral church music had different functions in Serbian society of the 19th century. It was a part of many processes or even initiated them itself broadly affecting the sphere of culture. One of its purposes had strong educational and national implications. In this paper I do not study these as musical and historical elements emphasizing existent social tendencies, but rather as processes that generated certain components through church music (both in the educational sense and in the sphere of broader social structures). The early beginnings of church polyphony among Serbs were marked by choirs comprising older members and pupils. For example, members of the Serbian parish in Pest, who started working together in 1835 and sang the complete Divine Liturgy for the first time in 1838, were both pupils and students. In 1841 and 1842 students of Alexandar Morfidis-Nisis in Novi Sad sang in church, while in the same school year Belgrade high school first introduced choral singing. The comparison of the development of educational systems in states inhabited by Serbs in the 19th century is used as the basis for seeing historical and cultural positioning as one role of choral church music. Certain elements of the national program, such as progress comprehension of the nation as a community of individuals, distention of the individual, or the process of socialization were shared by church polyphonic singing. These elements are studied in the context of the development of European and Serbian educational systems, mostly from a historical perspective.

Water resources in many urban areas are under enormous stress due to large-scale urban expansion and population explosion. The decision-makers are often faced with the dilemma of either maintaining high economic growth or protecting water resources and the environment. Simple criteria of water supply and drainage do not reflect the requirement of integrated urban water management. The Urban-Water Harmony (UWH) model is based on the concept of harmony and offers a more integrated approach to urban water management. This model calculates four dimensions, namely urban development, urban water services, water–society coordination, and water environment coordination. And the Analytic Hierarchy Process has been used to determine the indices weights. We applied the UWH model to Beijing, China for an 11-year assessment. Our findings show that, despite the severe stress inherent in rapid development and water shortage, the urban water relationship of Beijing is generally evolving in a positive way. The social–economic factors such as the water recycling technologies contribute a lot to this change. The UWH evaluation can provide a reasonable analysis approach to combine various urban and water indices to produce an integrated and comparable evaluation index. This, in turn, enables more effective water management in decision-making processes.

The article analyses the EU policies of promoting renewable energy sources (RES), including the role of state subsidizing and the change of EU policy in 2013. First EU actions in this area were implemented in late 1990s. In mid 2000s the European Commission developed integrated approach of the encouragement of renewables. Promotion of RES was integrated with other areas of the EU energy policies in the framework of the Climate and Energy Package in 2007. The paper evaluates EU achievements and development of particular types of RES in the EU in 2000s. A comprehensive comparative analysis of the cost of different types of RES and the use of incentive measures in the European Union and EU member states is carried out. The conclusion is made that despite the impressive technological progress the renewable energy, with rare exception, is still uncompetitive with the traditional sources of energy in terms of costs. A large-scale state support was the reason for the rapid development of renewables in the EU. Article investigates distorting effects of RES subsidies on the market price of electricity. Feed-in tariffs, investment grants, quotas and tax benefits were the most widespread forms of direct and indirect RES subsidies in the EU. During the economic crisis, these subsidies have become a heavy burden for the budgets of the EU countries and population. Now the EU is modifying its strategy on RES in order to reduce the volume of subsidies. In 2013 European Council substantially changed the priorities of the EU energy policies: instead of «sustainable energy» it accentuated the need to provide a “competitive energy”. Strategic decision to reform the existing methods of RES subsidizing and to develop an «economically reasonable» support scheme was made. The reduction of subsidies will inevitably lead to a sharp reduction in the rate of growth of renewables and the failure to achieve previously agreed EU targets.

It has been acknowledged that model-based approaches and domain-specific modeling (DSM) languages, methods and tools are beneficial for the engineering of increasingly complex systems and software. Instead of general-purpose one-size-fits-all modeling languages, DSM methods facilitate model-based analysis and design of complex systems by providing modeling concepts tailored to the specific problem domain. Furthermore, hybrid DSM methods combine single DSM methods into integrated modeling methods, to allow for multi-perspective modeling. Metamodeling platforms provide flexible means for design and implementation of such hybrid modeling methods and appropriate domain-specific modeling tools. In this paper, we report on the conceptualization of a hybrid DSM method in the domain of network physical devices management, and its implementation based on the ADOxx metamodeling platform. The method introduces a hybrid modeling approach. A dedicated DSM language (DSML) is used to model the structure of physical devices and their configurations, whereas the formal language for knowledge representation OWL2 is used to specify configuration-related constraints. The outcome of the work is a hybrid, semantic technology-enabled DSM tool that allows for efficient and consistency-preserving model-based configuration of network equipment.

Knowledge has always been, and still is, a crucial source of economy. However, during the past few years we have seen a growing interest in treating knowledge as a significant organizational resource for innovation. This trend coincides with the rapid development of ICT, indicating the strong influence that ICTs have on the processes of creating, disseminating, and using knowledge. At present, issues of innovation management and knowledge management are studied independently, which creates a certain gap in the systemic understanding of the innovation development processes. The paper proposes an integrated approach to the issues mentioned. The hierarchy and taxonomy of knowledge are considered from the point of view of their influence on decision-making at different stages of the innovation lifecycle. Our proposition complements and contributes to several recent models of decision-making developed in the frame of the innovation process.
