Logistikzentrum in Grodno, Belarus – ein Projekt und seine ökonomische Bewertung

Für Belarus wird das Logistiksystem ein Schlüsselelement bei der Erschließung des Transitpotentials des Landes. Logistikkosten, Effizienz der vorhandenen Logistikkonzepte und Logistikrisiko bestimmen die Investitionsattraktivität des Landes in hohem Maße. Daher verfolgt das Nationale Programm zur Entwicklung des Logistiksystems das Ziel des Aufbaus hocheffizienter Logistikzentren – um dies zu erreichen, wird auch eine veränderte räumliche Strukturierung der Logistik angestrebt, bei der die Grenzregionen des Landes zu attraktiven Logistikstandorten entwickelt und damit Anziehungspunkte für ausländische Unternehmen geschaffen und Impulse für den wirtschaftlichen Fortschritt in der Region gegeben werden. Im Rahmen dieser Bemühungen ist ein (Public Private Partnership-) Projekt zur Errichtung eines Logistikzentrums in der Region Grodno initiiert worden. Im Beitrag werden zunächst die dem Projekt zugrunde liegenden Aspekte – die Relevanz und Ausgangslage des belarussischen Logistiksystems, das nationale Förderprogramm und der Logistikstandort Grodno – charakterisiert, um dann das Projekt selbst und dessen wirtschaftliche Beurteilung mittels SWOTAnalyse und dynamischer Investitionsrechnung zu beschreiben. In Belarus a key element for the growth of transit trade will be the potentials of logistics. The attractiveness for investments in this country depends largely on costs, efficiency and risks of the logistical activities. Therefore the local politic aims at developing highly efficient logistic centers. In this article a (public private partnership-) project to build a logistic center in Grodno is described. For this purpose, the prevailing circumstances are characterized such as the relevance and current situation of the logistic system in Belarus, the national support programme and the location factors of Grodno. Kinerja sektor pariwisata Wilayah Kedungsepur mengalami peningkatan pada indikator jumlah objek wisata, tenaga kerja, wisatawan, pendapatan, dan PDRB sektor pariwisata, namun kontribusi sektor pariwisata terhadap PDRB dan rata-rata lama tinggal wisatawan menunjukkan penurunan. Hal ini menunjukkan bahwa kinerja sektor pariwisata Wilayah Kedungsepur mengalami penurunan dan Public Private Partnership yang dilaksanakan belum optimal. Dengan Demikian, peneliti menggunakan analisis SWOT dan AHP untuk menemukan alternatif strategi peningkatan indikator-indikator kinerja sektor pariwisata. Hasil penelitian dari Analisis SWOT menunjukkan bahwa pengembangan Sektor Pariwisata Wilayah Kedungsepur berada pada kuadran III, yaitu mendukung strategi Turn Arround dengan mengaplikasikan strategi yang dirumuskan dalam matriks SWOT. Dan hasil penelitian dari analisis AHP menunjukkan prioritas berdasarkan kriteria aspek dan alternatif, Aspek Kelembagaan dan Alternatif mempererat hubungan internal kelembagaan menjadi prioritas dalam pengembangan Sektor Pariwisata Wilayah Kedungsepur. Performance of the tourism sector in Kedungsepur increases significantly in every number of tourism object, labor, tourists, income, and PDRB of tourism sector, but contribution of tourism to PDRB and the average remained tourists showed decrease. This indicates that performance tourism sector in Kedungsepur was decrease and Public Private Partnership haven’t been optimal. So, researchers conducted SWOT and AHP Analysis to find alternative strategy to increase performance indicators of tourism sector. Finnaly, SWOT analysis shows that development of tourism sector in Kedungsepur Area at quadrant III, it is should to apply Turn Arround Strategy with apply formulated strategy in the matrix SWOT. And AHP analysis show that priority based on criteria aspects and alternative, institutional aspects and bilateral relationship of internal institution alternative be a priority in the development of tourism sector in Kedungsepur.

The article discusses the creation of forest breeding and seed production centers in the country. The estimation of efficiency of investment involved in the construction. It was deter-mined that in the current situation accelerated to ensure the investment attractiveness of forestry in terms of infrastructure - LSSTS is not possible, the only way out of the situation can become a public-private partnership. In order to increase the investment attractiveness of the construction LSSTS need to organize the work at all levels of the executive branch.

The article analyzes public-private partnership (PPP) as a form of interaction between state and business in the context of optimizing the Ukrainian economy. According to the results of SWOT analysis of the implementation of PPP projects in the infrastructure of Ukraine (2017–2019), the main criteria that determine the necessary model of public-private partnership were substaintiated, namely the distribution of investments, risks, obligations between the state and the private sector, the term and object of the agreement.The study analyzed the impact of economic, political, legislative and criminal processes on public-private partnerships in Ukraine. It was proved that the formation of specific allocation relations based on the interaction between public and private property is the most important feature of public-private partnership, which distinguishes it from other forms of interaction between the state and business. Advantages of PPP are as follows: the increase of management efficiency of state and municipal property objects, the reduction of tax burden on the state budget and optimization of budget expenditures on public services provision, the maintenance of budget-funded institutions, etc. It has been established that the PPP is the best alternative to privatization in order to attract private investment in strategic infrastructure facilities.

The performance of the tourism sector in Kedungsepur region increases significantly viewed from the indicators of the number of tourism objects, labors, tourists, income, and the Gross Regional Domestic Product (GRDP) of the tourism sector, but the contribution of the tourism sector to the GRDP and the average of the tourists’ length of stay decreases. This shows that the performance of the tourism sector in Kedungsepur region decreases and the Public Private Partnership has not been optimallee implemented. Therefore, the researchers use the analysis of SWOT and AHP to find the strategy alternatives to increase the performance indicators of the tourism sector. The research result of the SWOT analysis shows that the development of tourism sector in Kedungsepur region is at the quadrant III, which supports the Turn Arround strategy by applyinga strategy formulated in the matrix of SWOT. And the research result based on the AHP analysis shows the priority based on the criteria of aspects and alternatives. The aspect of institutional and the Alternative strengthen the institutional internal relationship to be a priority in the development of tourism sector in Kedungsepur region.

The article is devoted to the study of the possibilities of attracting private business for financing stateowned infrastructural facilities. The purpose of the paper is to study the practice of attracting private business for the modernization of infrastructure, including railway and the development of an approach to the formation of a variety of infrastructural objects transferred to the public-private partnership, based on an assessment of the possible reduction of their potential. Methodology. The study is based on an empirical analysis of data on the practice of financing infrastructure modernization, as well as a SWOT analysis of the prospects for the development of European railways. Results of the research showed that the public-private partnership has significant advantages over the budgetary one due to not only reducing the financial burden on the state budget but also increasing the efficiency of using state-owned facilities. In the field of railway transport, the volume of public-private partnership and the number of projects being implemented is insignificant due to significant state interference in its activities. SWOT analysis showed that railways have significant development potential, and its further increase will be achieved not through expansion of the network, but its modernization and innovative development. The dangers of the development of railways are associated with possible ineffective state policy in the field of railway transport. However, the complete transfer of the rail infrastructure to private business is not expedient since it is of strategic importance. The determination of the list of facilities for transfer to public-private partnership should be based on an analysis of the degree of their interest in private business, the need for their modernization and the possibilities for its financing. These objects are sections of the railway network included in transport corridors, as well as providing access to seaports. At the same time, the criterion of the first priority of the transfer of objects for the public-private partnership should be based on an assessment of the change in their production and economic potential when postponing modernization. Value/originality. The implementation of the proposed approach to the selection of infrastructure facilities for public-private partnership will allow not only carrying out technical and technological renovation of the railway infrastructure, preserving the integrity of the strategic transport network, but also minimizing possible economic and social losses due to underfunding of its innovative development.

The paper reveals the etymology of the Public-Private Partnership (PPP) and features of legal regulation in Russia. The authors have carried out an analysis of the main modern models of legislative management in this sphere of legal relations in foreign countries. Moreover, they consider the main projects of construction and reconstruction of the JSC RZD railway infrastructure implemented or planned for implementation on the principles of PPP. The SWOT analysis identified not only the risks of using existing forms of PPP in Russia but also the high potential of using such projects on the railway network contributing to the rapid renewal and development of public infrastructure to meet the needs of customers and the population with budget savings. However, at the present stage, methodological aspects of the legislative calculation and assessment of project efficiency, complexity of regulatory and legal interaction of parties and a process of investment return hinder the rapid implementation of PPP system on the railway transport in the Russian Federation. The authors propose a modification of direction for strategic planning of operation of investment objects through relational interaction of parties to the agreement by creating a state system of instances of PPP. For this purpose, they introduce a concept of «relation potential of Public-Private Partnership instances» that characterizes a complex availability of reserves from parties to ensure the long-term functioning of the chosen strategy. The paper provides a method of integral performance assessment of PPP project that allows analysing the efficiency of using allocated resources and assessing the potential of investment object exploitation.
