The article analyzes public-private partnership (PPP) as a form of interaction between state and business in the context of optimizing the Ukrainian economy. According to the results of SWOT analysis of the implementation of PPP projects in the infrastructure of Ukraine (2017–2019), the main criteria that determine the necessary model of public-private partnership were substaintiated, namely the distribution of investments, risks, obligations between the state and the private sector, the term and object of the agreement. The study analyzed the impact of economic, political, legislative and criminal processes on public-private partnerships in Ukraine. It was proved that the formation of specific allocation relations based on the interaction between public and private property is the most important feature of public-private partnership, which distinguishes it from other forms of interaction between the state and business. Advantages of PPP are as follows: the increase of management efficiency of state and municipal property objects, the reduction of tax burden on the state budget and optimization of budget expenditures on public services provision, the maintenance of budget-funded institutions, etc. It has been established that the PPP is the best alternative to privatization in order to attract private investment in strategic infrastructure facilities.

The purpose of the article is to consider the issues and prospects for the development of public-private partnership in the context of the COVID-19 pandemic and limited investment resources. It is proved that a new and quite effective form of integration cooperation of public sector enterprises and private business is the mechanism of public-private partnership, which has not become widespread in Ukraine and in other countries due to the complex mechanism of its implementation. It is substantiated that the urgent task for the public and private sector is to develop an optimal mechanism of cooperation through the involvement of private investment funds in infrastructure projects, search for foreign investors and partners, development of public-private relations. It is established that the most popular areas for PPP projects are the social sphere (education, medicine), transport (road infrastructure, rail transport, sea and river ports, airports), energy (construction and reconstruction of power plants, management of energy facilities) and utilities. economy (water supply, sewerage systems). It is proved that the main reason for the popularity of PPP projects is the constant need for financial resources, which are always lacking in the public sector, minimizing risks for all stakeholders, which reduces the burden on the state budget of Ukraine. The most urgent problems that create obstacles for the development of PPP in Ukraine and the world are outlined. It is proposed to improve PPPs for synergetic interaction between the public and private sectors in the direction of creating a base and foundation to ensure the possibility of expanding financial resources to the budget sphere, through national and foreign investments, which will improve the quality of goods and services population.

The article deals with the redefinitions of the role of the state, which reorganize the boundaries between public and private that materialize in many different forms in basic public education, and their implications for the process of democratization of education. Modern international and cross-border relations in the sphere of public-private partnership (PPP) undergo transformations caused by globalization processes, which leads to the amendments in their legal regulation. The impact of non-state actors increases. Although the toolset for influencing cross-border relations in the sphere of PPP retains its legal core, it is being extended by the rules established by non-state actors outside the international and national legal systems, and carry no legal weight. For PPP as a form of interaction between the state and private investment and business structures, such transformations are particularly noticeable and require precise legal qualification. The scientific novelty of this research consists in providing definition in the international legal doctrine to Lex PPPs as the regulator of cross-border relations in the sphere of public-private partnership. Based on the dialectical, logical, and formal-legal methods, assessment is given to the role of international organizations in the formation of Lex PPPs. In conclusion, the author clarifies the role of Lex PPPs within the system of regulators of public-private partnership, namely that it should not expel the legal regulation of cross-border relations in the sphere of public-private partnership; as well as offers to seek for the new forms of correlation between international law and Lex PPPs and their consolidation through the international legal regulation of public-private partnership.

Modern economic conditions and the integration of the national economy into the global economy require structural changes and a search for a new model of relationship between the public and private sectors. The relevance of this article is determined by the fact that the existing scientific concepts have not formed a general understanding of the theoretical aspects for the implementation of public-private partnership at the railway transport, have not established development priorities and tasks of the state in the implementation of the mechanism of public-private partnership at the railway transport. Realization of the projects capable of maintaining implementation of the development priorities of the railway industry requires significant investments of private business and financial, organizational and legal support of the state. The authors substantiate the necessity of using public-private partnership at the railway transport of Ukraine for solving the most urgent current problem – renewal of the material and technical resources and bringing them in line with the requirements of the leading European countries. The proposed priority-partnership approach and the obtained results open up new opportunities for further research into the solution of the problem regarding the implementation of public-private partnership at the railway transport.

The article is devoted to the development of such a form of state property management as a public-private partnership. Public-private partnership is one of the most widespread format of interaction between the state and business. The article analyzes the legal foundations and trends in the development of this form of interaction. Modern methods for assessing risks, benefits and effects for different stakeholders of projects implemented in the form of PPPs are considered. The authors propose their approach to building a financial model and assessing the effects of PPP projects. Taking into account risks, the fair price of participation in the PPP project for both parties is estimated. The proposed financial model can be used to calculate the concession fee in tariff-regulated projects where the state is supposed to participate, usually with the subsequent transfer of the ownership for the created object to the state. The results of the work can be used by departmental and regional centers of public-private partnerships, by specialists of private investor companies and tariff regulation bodies when formulating the financial and economic justification for public-private partnership projects, justifying its preference in comparison with other forms of state budget investments.

The studied indicators of the Vinnytsia region prove that the socio-economic development of the community is aimed at ensuring the statutory guarantees of social protection of citizens, as well as streamlining the existing system of municipal assistance, benefits and compensation. One of the most successful system technologies that allows you to assess the impact of external and internal factors is a SWOT-analysis. The results of the SWOT analysis make it possible to assess the ability to withstand threats, as well as to overcome internal shortcomings. Thus, the internal factors of socio-economic development of the Vinnytsia region are dominated by strengths. With regard to agriculture and industry, the situation in the region is currently exacerbated by a shortage of skilled labor, namely, specialists in engineering and manufacturing. External labor migration increases the risk of further development of the labor industry. The article reveals the problems and prospects of interaction between public and private structures in education, among which the main problems that hinder the effective development of public-private partnership in the educational sphere are highlighted. The effectiveness of the development of this form of partnership cooperation greatly expands the possibilities of educational institutions in training higher-level specialists, and for business structures opens up the possibility of personnel renewal of production in accordance with the needs of innovative economic development, in this connection, the article shows that the development of public-private partnership in Ukraine has great prospects. It is noted that the essence of interaction between the state and business in the framework of projects is the formation of partnerships, which are not a simple addition of resources, but the need to coordinate interests. It is determined that the effectiveness of the state in the implementation of projects mainly depends, on the one hand, on the need for business resources, and, on the other hand, on awareness of the need to involve non-state structures in the development of educational institutions. So, the interaction between the state and business is based on the conscious need for both the state and business to cooperate effectively in the educational sphere. It is proved that the main directions of stimulating this process should focus on direct state participation in educational projects that have a national priority in the implementation of state support for innovative activities of business structures through lending, preferential taxation and other preferences that facilitate the conditions of enterprises activities. Partnership in the field of higher education encourages the unification of the state, the business community and educational organizations for the implementation of socially oriented projects and the provision of public services.

This study used a quantitative method to assess the impact of public investment on private investment and economic growth based on data from 18 developing countries over a 21-year period (1995-2015) by applying PVAR model combined with GMM. The findings show that all public investment and public-private partnership investments affect private investment as well as affect economic growth but the effects vary cyclically, by time period, and by group of countries.

For the ASEAN developing countries, public investment crowds out private investment in short term and crowds in private investment in the medium and long term, but it crowds out public-private partnership investment. For the developing countries in Asia, public investment has a positive impact on economic growth with the inverted U-shaped pattern which stimulates growth in the short and medium term, but in the long-term effects of stimulation growth tend to decrease.
