China is challenging the hegemony of the United States through its economic power, creating the so-called New Cold War. The consequent conflict between the US and China can cause selective coercion in South Korea. South Korea is highly dependent on the United States militarily and on China economically. In a conflict, if Korea is asked for selective support, there will be a dilemma in policymaking. Accordingly, I studied the geopolitical dilemma in South Korea resulting from the US–China competition and six security issues . I was able to identify six conflict factors related to Korean security: the North Korean nuclear problem, the role of US forces in South Korea, friction due to protectionism, the battle for the semiconductor market, the formation of the Pacific Coast Council, and the discharge of contaminated water from nuclear power plants in Japan. I examined the flexible survival strategies that Korea could choose for each security issue. I expected policy utility by dividing it into military, economic, and diplomatic fields.

A shadow evacuation is the voluntary evacuation of people from areas outside a declared evacuation area. Shadow evacuees can congest roadways and inhibit the egress of those evacuating from an area at risk. Federal regulations stipulate that nuclear power plant (NPP) licensees in the United States must conduct an Evacuation Time Estimate (ETE) study after each decennial census. The US Nuclear Regulatory Commission (NRC) published federal guidance for conducting ETE studies in November 2011. This guidance document recommends the consideration of a Shadow Region which extends 5 miles radially beyond the existing 10-mile Emergency Planning Zone (EPZ) for NPPs. The federal guidance also suggests the consideration of the evacuation of 20 percent of the permanent resident population in the Shadow Region in addition to 100 percent of the declared evacuation region within the EPZ when conducting ETE studies. The 20 percent recommendation was questioned in a March 2013 report prepared by the US Government Accountability Office. This article discusses the effects on ETE of increasing the shadow evacuation from 20 to 60 percent for 48 NPPs in the United States. Only five (10 percent) of the 48 sites show a significant increase (30 minutes or greater) in 90th percentile ETE (time to evacuate 90 percent of the population in the EPZ), while seven (15 percent) of the 48 sites show a significant increase in 100th percentile ETE (time to evacuate all population in the EPZ). Study areas that are prone to a significant increase in ETE due to shadow evacuation are classified as one of four types; case studies are presented for one plant of each type to explain why the shadow evacuation significantly affects ETE. A matrix of the four case types can be used by emergency management personnel to predict during planning stages whether the evacuated area is prone to a significant increase in ETE due to shadow evacuation. Potential mitigation tactics that reduce demand (public information) or increase capacity (contraflow, traffic control points, specialized intersection treatments) to offset the impact of shadow evacuation are discussed.

The development of the PRC’s armed forces included three phases when their modernization was carried out through an active introduction of foreign weapons and technologies. The first and the last of these phases (from 1949 to 1961, and from 1992 till present) received wide attention in both Chinese and Western academic literature, whereas the second one — from 1978 to 1989 —when the PRC actively purchased weapons and technologies from the Western countries remains somewhat understudied. This paper is intended to partially fill this gap. The author examines the logic of the military-technical cooperation between the PRC and the United States in the context of complex interactions within the United States — the USSR — China strategic triangle in the last years of the Cold War. The first section covers early contacts between the PRC and the United States in the security field — from the visit of R. Nixon to China till the inauguration of R. Reagan. The author shows that during this period Washington clearly subordinated the US-Chinese cooperation to the development of the US-Soviet relations out of fear to damage the fragile process of detente. The second section focuses on the evolution of the R. Reagan administration’s approaches regarding arms sales to China in the context of a new round of the Cold War. The Soviet factor significantly influenced the development of the US-Chinese military-technical cooperation during that period, which for both parties acquired not only practical, but, most importantly, political importance. It was their mutual desire to undermine strategic positions of the USSR that allowed these two countries to overcome successfully tensions over the US arms sales to Taiwan. However, this dependence of the US-China military-technical cooperation on the Soviet factor had its downside. As the third section shows, with the Soviet threat fading away, the main incentives for the military-technical cooperation between the PRC and the United States also disappeared. As a result, after the Tiananmen Square protests, this cooperation completely ceased. Thus, the author concludes that the US arms sales to China from the very beginning were conditioned by the dynamics of the Soviet-American relations and Beijing’s willingness to play an active role in the policy of containment. In that regard, the very fact of the US arms sales to China was more important than its practical effect, i.e. this cooperation was of political nature, rather than military one.

Abstract Protestant music in South Korea has received little attention in ethnomusicology despite the fact that Protestant Christianity was one of the most popular religions in twentieth-century Korea. This has meant a missed opportunity to consider the musical impact of a religious institution that mediated translocal experiences between South Korea and the United States during the Cold War period (1950s–1980s). This article explores the politics of music style in South Korean diasporic churches through an ethnography of a church choir in California. I document these singers’ preference for European-style choral music over neotraditional pieces that incorporate the aesthetics of suffering from certain Korean traditional genres. I argue that their musical judgement must be understood in the context of their lived and remembered experience of power inequalities between the United States and South Korea. Based on my interviews with the singers, I show that they understand hymns and related Euro-American genres as healing practices that helped them overcome a difficult past and hear traditional vocal music as sonic icons of Korea's sad past. The article outlines a pervasive South Korean/Korean diasporic historical consciousness that challenges easy conceptions of identity and agency in music studies.

This article evaluates the emergence of the new Cold War using the Syrian and Ukraine conflicts, among others. Incompatible interests between the United States (US) and Russia, short of open conflict, increased after the collapse of the former Soviet Union. This article argues that the struggle for dominance between the two superpowers, both in speeches and deed, to a greater degree resembles what the world once witnessed before the collapse of the Union of Soviet Socialist Republics (USSR) in 1991. It asserts that despite the US’ unfettered power, after the fall of the Soviet Union, it is now being checked by Russia in a Cold War fashion.

This article examines the ebb and flow of the Quebec government’s economic and commercial relations with the United States in the period 1994–2017. The topic demonstrates the impact of three major forces on Quebec’s economic and commercial ties with the US: (1) the North American Free Trade Agreement (NAFTA) which became operational in 1994 and was fully implemented over a 15-year period; (2) the onerous security policies put in place by the US government in the decade following the horrific events of 11 September 2001; and (3) changing economic circumstances in the United States ranging from robust growth to the worst recession since the Great Depression of the 1930s. Canada is known for its close relations with the United States in the domains of economic affairs, defence and international diplomacy. This arrangement, however, was a product of the great changes brought about by the Second World War. The combination of British decline, Ottawa’s desire to achieve full independence from London, and the looming Soviet threat during the Cold War created a political environment in which Canada had to become closely integrated with the United States both militarily and economically. Canada did so to ensure its survival in the international system. With the exception of a few controversial issues like US involvement in Vietnam (1955) and Iraq (2003) as well as Ballistic Missile Defence (BMD), Ottawa has been Washington’s closest ally since 1945. On numerous occasions like the Korean War, the Cuban Missile Crisis, and as recently as the War in Afghanistan and the War Against IS (Islamic State), Canada had provided staunch military and diplomatic support to Washington in its engagements around the globe. In an era of relative peace, stability, and certainty, particularly during the Post-Cold War period and the height of American power from 1991 to 2008, this geopolitical arrangement of continental integration had greatly benefited Canada. This era of benefits, however, is arguably drawing to a close. The Great Recession of 2007-09, the situations in Iraq and Afghanistan, and the insistence on pursuing a foreign policy of global primacy despite its significant economic cost, are sending the US down an uncertain path. Due to its close relations and geographical proximity with the US, Canada now faces a hostile international environment that is filled with uncertainty as a result of superpower decline, great power rivalries, environmental degradation, and failed US interventions.

The research is devoted to the study of the origin of the historiography of the topic of the genesis of the US foreign policy. The key thesis of the work challenges the established position in the scientific literature about the fundamental role of the work of T. Lyman, Jr. «The diplomacy of the United States: being an account of the foreign relations of the country, from the first treaty with France, in 1778, to the Treaty of Ghent in 1814, with Great Britain», published in 1826. The article puts forward an alternative hypothesis: the emergence of the historiography of the genesis of the foreign policy of the United States occurred before the beginning of the second quarter of the XIX century – during the colonial period and the first fifty years of the North American state. A study of the works of thirty-five authors who worked during the 1610s and 1820s showed that amater historians expressed a common opinion about North America’s belonging to the Eurocentric system of international relations; they were sure that both the colonists and the founding fathers perceived international processes on the basis of raison d’être. The conceptualization of the intellectual heritage of non-professional historians allowed us to distinguish three interpretations of the origin of the United States foreign policy: «Autochthonous» – focused on purely North American reasons; «Atlantic» – postulated the borrowing of European practice of international relations by means of the system of relations that developed in the Atlantic in the XVII–XVIII centuries; «Imperial» – stated the adaptation of the British experience. The obtained data refute the provisions of scientific thought of the XX–XXI centuries and create new guidelines for further study of the topic.

This article uses realism to explain past US grand strategy and prescribe what it should be today. Throughout its history, the United States has generally acted as realism depicts. The end of the Cold War reduced the structural constraints that states normally face in anarchy, and a bipartisan coalition of foreign policy elites attempted to use this favorable position to expand the US-led ‘liberal world order’. Their efforts mostly failed, however, and the United States should now return to a more realistic strategy – offshore balancing – that served it well in the past. Washington should rely on local allies to uphold the balance of power in Europe and the Middle East and focus on leading a balancing coalition in Asia. Unfortunately, President Donald Trump lacks the knowledge, competence, and character to pursue this sensible course, and his cavalier approach to foreign policy is likely to damage America’s international position significantly.
