В ходе исследования разработана интеллект-карта государственно-частного партнерства по обеспечению экономической безопасности предпринимательской деятельности, элементы которой отражают не только логику самого процесса, но и последовательно раскрывают его особенности в положениях соответствующего предложенного проекта. Реализация цели статьи достигнута посредством последовательного решения цепочки задач: от разработки моделей государственно-частного партнерства в исследуемой проблематике до оценки эффективности разработанной интеллект-карты. In the course of the study, an intellect map of a public-private partnership for ensuring the economic security of entrepreneurial activity was developed, the elements of which reflect not only the logic of the process itself, but also consistently reveal its features in the provisions of the corresponding proposed project. Realization of the goal of the article was achieved through a sequential solution of the chain of tasks: from the development of models of public-private partnership in the studied problems to the assessment of the effectiveness of the developed intelligence card.

The 2004 South-East Asia earthquake and tsunami as well as the 2011 Great East Japan Earthquakes and tsunamis caused the greatest economic losses and challenged the continuity of business operations across the continents. Thereafter, regions most at risk when the 2016 Kaohsiung earthquake shook an electronics hub in Southern Taiwan, where lies at the heart of Apple’s supply chain. The large-scale disasters demonstrate the fragility of supply chains and the importance of enhancing disaster resilience through innovative technology and keen collaboration on information sharing/dissemination, resources allocations and risks communication/awareness across borders. With review of the global and regional lessons learn from the large-scale disasters, the increasing threats from devastating earthquakes and extreme weather call for the actions to enhance economic security. Base on the practical experience of DRR project implementations in decades, APEC identifies several key factors to promote disaster resilience in business sectors while the Sendai Framework for Disaster Risk Reduction (SFDRR) declared to promote the disaster risk governance and encourages innovation, science and technology DRR approaches on raising the risk awareness and level of preparedness. At regional level of disaster risk management, empowering the cross-cutting collaborations on science and technology as well as enabling the inter-disciplinary information intelligence platform for communications are keys to resilient society and human well-being. This paper aims to identify conceptual model for enhancing regional resilience and connectivity through public-private partnership. The country-level case studies and comprehensive regional reviews for promoting inclusive and disaster resilient development will be cover.

The course taken by the Government of the Russian Federation to modernize the economy has the goal of bringing the national economy to the path of stable growth and development. For this purpose, various regulatory acts aimed at stimulating the innovative development of the agricultural sector were adopted and are being adopted. Within these measures, a key place is given to the development of the institution of public-private partnership (hereinafter - PPP), which is an important tool for ensuring economic security of the country. We assume, that the need for PPP instruments stems from the very specifics of the agro-industrial sector, which needs the state support to function successfully. The effective development of the agro-industrial sector requires scientifically sound accounting of natural, technical, socio-historical and organizationaleconomic factors. In this regard, there is a need to identify the peculiarities of the organizational and economic mechanisms for the development of the agro-industrial sector and to work out new approaches to its formation, considering that one of these approaches isPPP.

The current state of inventive activity in Russia is considered. It is shown that Russia isn't included even into ten world leaders by the number of received pa-tents for inventions whereas until recently it was among the top three. It significantly reduces the poten-tial of innovative development of the Russian Federa-tion. Measures which can help to stimulate inventive activity are given. The main of them are: stimulation of intellectual potential (IP) increase of the organization staff capable to be engaged in inventive activity and preparation of specialists in higher education institutions with high IP and having basic knowledge for inventive activity; use of modern economic institute of the public-private partnership (PPP) for detailed study of inventions and introducing them in production. It is most appropriate to use tools of PPP in the form of regional or regional venture funds. The considered measures can help, at the first stage, to intensify inventive activity in Russia, and, therefore, to improve its innovative potential that will lead, as a result, to strengthening of economic security in Russia.

Крім того,застосування моделей ДПП у сфері охорони здоров’я матимеекономічний ефект для суспільства у вигляді більш якісніших медичнихпослуг при зменшенні бюджетного навантаження. The article clarifies the peculiarities of institutional support for theimplementation of public-private partnership in the field of health care. The structure of the acting public-private partnership in the sphere of healthprotection is presented. It has been proved that cooperation between powerstructures, business and the public sector in the implementation of PPPmechanisms will be the basis for the development of innovative forms ofproject management, stimulation of entrepreneurial activity, and willcontribute to solving medical and social problems in the country. In addition,the use of PPP models in the healthcare sector will have an economic effect forthe society in the form of better quality medical services while reducing thebudgetary burden.

According to the latest World Bank estimates, today the Russian economic system is in the tenth place in the global economic space [1].A successful solution to the problem of ensuring economic security of the state in the context of the growing role of economic factors that determine the need for more efficient spending of the state budget is determined, first of all, by the presence of an appropriate regulatory legislation and scientific and methodological support. The formation of a new applied methodology for ensuring the economic security of the country during the implementation of public-private partnership projects is a priority in the study. A distinctive feature of the approach to ensuring economic security in the implementation of public-private partnership projects is that they maximize the possibility of obtaining a generalized assessment of the implementation of promising public-private partnership projects, taking into account the adopted restrictions on the level of economic security [2]. To date, the Russian Federation has a certain production potential, which must be developed and effectively promoted. All this necessitates the development of theoretical, legal and organizational foundations, as well as managerial mechanisms aimed at improving the economic security of the state. The purpose of this study is to study the economic interaction of the state and business to ensure the economic security of the Russian state using financial and economic indicators.

Topicality. Vouching is an integral part of the economy in the whole world, but in Ukraine this form of business organization is staying at the initial stage of its development. There are many international companies that are interested in eco-vouching their services in Ukraine. The eco-start-up "vouching" serves as a corporate strategy of small and medium enterprises. Aim and tasks. The aim of the article is represented vouching, as public private partnership, which can attribute economic privileges to the results of innovation activities. Our research is devoted to the problems of the formation and use the vouching tool in the field of conservation work, advantages and disadvantages of implementing the mechanism of vouching contracts are considered both for the NRF institutions, and for representatives of the private sector of the economics. Research results. The vouching tool can also become a form environmentally oriented business activities, a development vector of cooperation of naturally reserved fund institutions and representatives of the private sector, who want to carry out their activities taking into account environmental imperatives and produce truly ecologically pure products, but first of all corresponding contractual mechanism must be formalized into a legal structure and an independent object of normative-legal regulation. Conclusion. The formation of vouching agreements as legal construct, an independent object of normative and legal regulations in Ukraine and forms of public-private partnership in the reserve area requires detailed and complex analysis not only from the point of view of theoretical and methodological aspects, but the development of effective instruments and mechanisms for implementing such agreements in a practical field as well. Investigation of the vouching, as economic and social method for regulating environmentally directed entrepreneurial activity in the field of conservation, will enable to develop the level and infrastructure of the paid services system, which may be provided by institutions of Naturally Reserved Fund of Ukraine.
