The 2004 South-East Asia earthquake and tsunami as well as the 2011 Great East Japan Earthquakes and tsunamis caused the greatest economic losses and challenged the continuity of business operations across the continents. Thereafter, regions most at risk when the 2016 Kaohsiung earthquake shook an electronics hub in Southern Taiwan, where lies at the heart of Apple’s supply chain. The large-scale disasters demonstrate the fragility of supply chains and the importance of enhancing disaster resilience through innovative technology and keen collaboration on information sharing/dissemination, resources allocations and risks communication/awareness across borders. With review of the global and regional lessons learn from the large-scale disasters, the increasing threats from devastating earthquakes and extreme weather call for the actions to enhance economic security. Base on the practical experience of DRR project implementations in decades, APEC identifies several key factors to promote disaster resilience in business sectors while the Sendai Framework for Disaster Risk Reduction (SFDRR) declared to promote the disaster risk governance and encourages innovation, science and technology DRR approaches on raising the risk awareness and level of preparedness. At regional level of disaster risk management, empowering the cross-cutting collaborations on science and technology as well as enabling the inter-disciplinary information intelligence platform for communications are keys to resilient society and human well-being. This paper aims to identify conceptual model for enhancing regional resilience and connectivity through public-private partnership. The country-level case studies and comprehensive regional reviews for promoting inclusive and disaster resilient development will be cover.

The flooding of the Chao Phraya River in Thailand and the Great East Japan Earthquake and Tsunami, both of which occurred in 2011, reminded us of the risks of business disruption and further impacts on national, regional, and global economies through supply chains when disasters occur anywhere in the world. Considering the increasing economic losses attributable to disasters, the fourth session of the Global Platform for Disaster Risk Reduction (2013) aimed to promote resilience and foster new opportunities for public-private partnerships as part of an overall approach to improving risk governance. Furthermore, it highlighted that a growing world requires a new approach to development action, emphasizing the private sector&rquo;s role in managing disaster risks. One of the most significant private sector contributions to disaster risk management is the creation of the business continuity plan/planning (BCP) and business continuity management (BCM) systems, which were standardized as ISO22301 and disseminated in many business enterprises around the world. However, a BCP or BCM system has been neither formulated for nor implemented in most local enterprises in industry agglomerated areas, even though these are located in areas vulnerable to disasters. Moreover, in the case of large-scale disasters, a business enterprise’s capacity may be too limited to mitigate damages and maintain operations through its own efforts, even if BCPs are prepared. The main reason for this is the disruption of public infrastructure and services. In order to minimize the negative economic impacts or economic losses, particularly in the case of a large-scale disaster that disrupts the fundamental infrastructure in certain areas, it is important to conduct risk assessment on a proper scale and to prepare scenario-based disaster management plans for area-wide damage mitigation. In addition, it is essential to have integrated resource management and strategic recovery plans to support each enterprise&rquo;s BCM actions in coordination with public sector activities. Considering this backgrounds, the Japan International Cooperation Agency (JICA) and the ASEAN Coordination Center for Humanitarian Assistance on Disaster Management (AHA Center) launched the “Natural Disaster Risk Assessment and Area Business Continuity Plan Formulation for Industrial Agglomerated Areas in the ASEAN Region” project in February 2013. The project introduced the new concept of the Area BCP, which, based on a risk assessment of the area, designates a framework and direction for coordinated damage mitigation measures and recovery actions by stakeholders, including individual enterprises, industrial area managers, local authorities, and infrastructure administrators, to allow business continuation of the industrial area as a whole. The project also established Area BCM as a cyclic process of risk assessment, sharing risk and impact information, determining a common strategy of risk management, developing the Area BCP, implementing and monitoring the planned actions to continuously improve the Area BCM system, and coordinating among stakeholders, in order to improve the capability for effective business continuity of the area. This paper aims to evaluate the progress of the project and to explore lessons from the applied process of Area BCM and its benefits.

I would like to express my sincere appreciation for the honor of receiving this prestigious award. The award has been presented to me for the “Special Issue on NIED Frontier Researches on Science and Technology for Disaster Risk Reduction and Resilience 2017” of JDR Vol.12 No.5, for which I was the guest editor. I heard that this special issue has been the most downloaded over the past three years. NIED, to which I belong, is an institute that deals with natural disasters comprehensively. Since 2016, we have been working to become a “core organization for innovation in disaster resilience science and technology” as a new seven-year plan. Japan is a country prone to disasters, with many large-scale natural disasters occurring every year. Recent examples would be the 2016 Kumamoto Earthquake, 2017 Nasu Avalanche, Northern-Kyushu Heavy Rain, 2018 Eruption of Mt. Kusatsu-Shirane, Western-Japan Heavy Rain, Hokkaido Eastern Iburi Earthquake, and 2019 Typhoon #19. We should collect “intelligence” related to natural disasters in multiple fields to reduce our disaster risk and improve our resilience. The Special Issue is a compilation of research results from individual fields. I am elated that the first special issue of NIED has gained such attention. NIED will continue to conduct research across multiple fields. We hope that NIED’s activities will lead to collaboration with many people and that the integration of intelligence will improve disaster resilience in Japan and all over the world.

Public-private partnership (PPP) in the conditions of the set strategic tasks by the President of the Russian Federation until 2030 can become one of the sources of attracting financial resources for implementation of the large-scale projects. In this regard, it is relevant to systematize the forms of PPPs and the scope of their application. Based on a study of different views on the essence of PPP, as well as taking into account the development of public administration in Russia, the author proposed the use of public-public-private partnership as a form of development of cooperation between the state, private business and society. The polyformism of PPPs is reflected in the presented classification. Based on the analysis of PPP development in the regional context, hypothesis on the correlation between the level of PPP and the socio-economic development of the subject of the Russian Federation was confirmed.

In the environment of the continuous development of the Public–Private Partnership (PPP) model, China’s “dual circulation” development pattern orientation and “new normal” economic development reform provide the foundation for the development of the PPP model in the field of infrastructure. A good government investment structure and governance environment will help to improve the financial sustainability of infrastructure investment. This paper studies the mechanism of the relationship between fiscal expenditure on science and technology and the development of infrastructure PPP models based on the data of provincial PPP projects in the World Bank database and carries out an empirical analysis. The results show that the positive effect of government fiscal expenditure on science and technology and the development of the infrastructure PPP model in local regions is significant. In addition, intergovernmental competition within the political system of China will have a restraining effect on this relationship. This has certain theoretical and practical significance for the construction and implementation of the mechanism underlying intergovernmental behavior and the infrastructure PPP model.

Public‐private‐partnership projects are long term, complex and very challenging contractual arrangements and relationships. They bring new roles for public sector and also for private sector in terms of construction and services. This paper will go through some features of the Finnish PPPs. Proactive law focuses in practical views as regards contract law and contractual issues. The main target is to prevent problems instead of confronting them. This paper will clarify what proactive law is about in terms of contract law and contracting especially in PPPs. For instance, 20–40 years’ partnership relation with PPPs brings up also dozens of different risks into the picture. This paper will discuss the risks and risk management in terms of proactive law and after that, focus on PPPs in Finland. Santruka Viešojo ir privataus sektoriu partnerystes (VPP) projektai ‐ tai ilgalaikiai, sude tin gi ir itin daug pastangu reikalaujantys sutartiniai susitarimai ir santykiai. Ne tik viešajame, bet ir privačiajame sektoriuje jie sukuria naujus, su statyba ir paslaugomis susijusius, vaidmenis. Šiame darbe apžvelgiami kai kurie Suomijos VPP bruožai. Iniciatyvi teise glaudžiai susijusi su prak ti nemis pažiūromis, sutarčiu teise ir pan. Pagrindinis tikslas ‐ išvengti problemu užuot jas sprendus. Šiame darbe paaiškinama iniciatyvios teises esme sudarant sutartis, ypač VPP. Pavyzdžiui, kai VPP trunka 20–40 metu, susiduriama su daugybe ivairiu rizikos rūšiu. Todel straipsnyje pirmiausia aptariamos rizikos rūšys ir rizikos valdymo būdai taikant iniciatyvia teise, o po to ‐ Suomijos VPP.

Abstract Notwithstanding the high societal impact of disasters in Mexico, there is a lack of integrated efforts to establish a sound policy for reducing disaster risk to counterbalance the existing concentrated endeavors in disaster management. In the face of such segmentation, the science and technology community has advocated for a change of perspective, from civil protection to integrated disaster risk management. The first Multi-Sectoral Conference towards Integrated Disaster Risk Management in Mexico: Building a National Public Policy (MuSe-IDRiM Conference) was held in Mexico City at National Autonomous University of Mexico, 21–24 October 2019. In support of the implementation of the Sendai Framework for Disaster Risk Reduction 2015–2030, the conference aimed at enhancing the dialogue between the science and technology community, citizens, civil society organizations, private and public sectors, and the federal, state, and municipal governments to foster the process of transforming the current National Civil Protection System into a national public policy oriented towards integrated disaster risk management (DRM). Barriers and challenges to the implementation of integrated DRM were identified. Implementation of integrated DRM challenges current socioeconomic structures and encourages all relevant stakeholders to think, decide, and act from a different perspective and within and across spatial, temporal, jurisdictional, and institutional scales. Understanding disaster risk from an integrated approach, learning skills that authorities have not learned or used, and hence, strengthening disaster risk governance are prerequisites to effectively manage disaster risk.

Large-scale promotion of small scale decentralized renewable energy technologies to achieve a part of millennium development goal remained a great challenge until recently. However, a properly implementation of a public private partnership applied in biogas sector in Nepal has shown that scaling up of small scale renewable energy technologies is feasible if a multi-stakeholder sector development approach and favorable policy as well as modality is adopted. Nepal’s biogas program has been instrumental in helping to achieve some of the Millennium Development Goals (MDGs) by creating economic and social development opportunities in a sustainable way. Such model could also be widely replicated in any other renewable energy technologies and other continent of the world.
