Investigating the Landscape in National Interoperability Frameworks

Openness, accountability, and transparency have attracted researchers’ and practitioners’ interest as open data and citizen engagement initiatives try to capitalize the wisdom of crowds for better governance, policy making, or even service provision. In this context, interoperability between public organizations, citizens, and enterprises seems to remain the center of interest in the public sector and national interoperability frameworks are continually revised and expanded across the globe in an effort to support the increasing need for seamless exchange of information. This paper outlines the current landscape in eGovernment interoperability, analyzing and comparing frameworks that have reached a certain degree of maturity. Their strengths and weaknesses at conceptual and implementation level are discussed together with directions for reaching consensus and aligning interoperability guidelines at a country and cross-country level.

Across the globe, public administrations are employing communication to develop programs to respond to the challenges of bringing society to the core of policy making and of searching for innovative ways to generate growth. But how much do these programs achieve, and to what extent are their consequences positive? Building on theorizing about intangible assets in the public sector and based on economic indicators as well as on survey data from 17 countries, this paper explores whether specific intangible assets that are citizens’ perceptions-based can operate as sources of growth. More specifically, the article looks at citizen engagement and trust, intangible resources that are built upon organizational behaviors as well as activated through communication. Results allow us to compare the relation of these resources with growth with the relation of tangible capital with growth in 17 countries. Based on findings, the article discusses implications for public sector communication.

This chapter examines the use of big data in the public sector. The public sector pertains to government-related activities. The specific context in this chapter looks at the use of big data at the country level, also described as the federal level. Conceptually, data is processed through a “knowledge pyramid” where data is used to generate information, information generates knowledge, and knowledge begets wisdom. Using this theoretical backdrop, this chapter presents an extension of this model and proposes that the next stage in the pyramid is vision. Vision describes a future plan for the government agency or business, based on the current survey of the organization's environment. To develop these concepts, the use of big data is examined in three different countries. Both opportunities and challenges are outlined, with recommendations for the future. The concepts examined in this chapter are within the constraints of the public sector, but may also be applied to private sector initiatives pertaining to big data.

The concept of public information in the form of open data and its main features are studied. It is determined that due to the possible wide application of open data, the definition of the main grounds for the classification of open data is an insufficiently covered issue. The purpose of this study is to determine the types and criteria for the classification of public information in the form of open data. This is necessary for their widespread use in order to solve socially important tasks and to use their full potential in unusual directions. The author has analyzed international reports on open data and identified the problems of the quality of such data and the possibility of using them to solve socially important tasks. The classification of open data is formed on the following grounds: 1. by data type; 2. by data format; 3. by subject. The article determines the value of open data to society and the possibility of its wide use in the example of other countries. The problems that complicate the implementation of the government data discovery initiative in Ukraine include the underdeveloped culture of open government; insufficient level of training of public authorities to work with open data; insufficient funding for the public data discovery initiative; low level of public awareness and interest in public data and the benefits of using it. Unfortunately, most citizens are still satisfying their curiosity by using open data. The author notes that using data that describes the patterns we live in can help us solve problems in ways we may not have anticipated. As a rule, public sector systems do not respond too quickly on changes. With open data, they could track, predict and respond to real-time changes. This would allow the public sector to streamline its processes and services and it would be possible to clearly identify areas for improving and increasing productivity, to develop specialized solutions based on various demographic indicators and other factors. This would be a huge transformational leap in attracting open data to the public sector, as it opens up a number of areas for innovation. The author substantiates the importance of open data for public sector transformation, economic benefits and their use as an instrument for creating an information society.

The EU Directive on Re-use of Public Sector Information of 2013 (the PSI Directive) is a key instrument for open data policies at all levels of government in Member States. It sets out a general framework for the conditions governing the right to re-use information resources held by public sector bodies. It includes provisions on non-discrimination, transparent licensing and the like. However, what the PSI Directive does not do is give businesses, civil society or citizens an actual claim to access. Access is of course a prerequisite to (re)use. It is largely a matter for individual Member States to regulate what information is in the public record. This article explores what the options for the EC are to promote alignment of rights to information and re-use policy. It also flags a number of important data protection problems that have not been given serious enough consideration, but have the potential to paralyze open data policies.

This chapter discusses the results of exploratory research conducted by the Institute for Prospective Technological Studies (IPTS) of the European Commission’s Joint Research Centre, which aims to collect and analyse evidence and to assess the significance of the impact of social computing (also known as Web2.0) on public services in order to better understand its implications for governance. After introducing the rise of the social computing phenomenon and its trends in the public sector, which are of crucial importance to both government-citizen relations and organizational and institutional aspects of government (what is referred to as governance), the chapter argues that the emerging wave of openness—that is implicit in social computing-enabled applications—could lead to a new phase for eGovernance. The chapter also explains that social computing has multiple areas of potential impact on governance which need further systematization, in both conceptual and methodological terms. Social computing has a potentially disruptive impact on government-citizens relations, on public sector organizational and institutional design, and the way public services are created and delivered. There are also signs that there will be fundamental shifts in the relation between government and citizens that could result in new ways of “public value creation,” which are worth further investigation. Social computing can play an important role in the innovation process in the public sector by supporting profound transformations which would allow citizens to take an active part in policy-making processes. Social computing applications can promote the modernisation of existing governmental functions by supporting the optimization of back office procedures, by streamlining and consolidating information flows, and by exploiting knowledge sharing mechanisms for administrative purposes. Finally, the chapter discusses the key findings and provides conclusions and future policy and research indications. Social computing’s multiple impacts on governance need to be further documented in order to fully understand in which areas of the policy cycle it can play a role and in which not. To make it an effective part of governance systems and society at large the best way to embed it in public sector strategies and policy making mechanisms needs to be determined.

In the last decade, the activity of organizing and conducting internal audit in the public sector is a major concern and studied at state and global level. The form of organization and functioning depends on the complexity and size of the public entity. Lately, more and more often, both globally and in the country level, the studies of management specialists on the role and leadership styles of a manager and how to form a consolidated and motivated team are approached. This article will address the general and essential aspects of a manager of the public sector internal audit subdivision, who is meant to be the manager and team leader in the audit missions performed.

With advances in the Internet and its associated technologies, more and more governments and their public service agencies are embracing social media as a key channel of communication and service provision. These easy-to-use applications encourage the public to actively participate and share constructive ideas in various government initiatives. At the same time, social media helps governments to actively engage with the public and monitor their existing services for continuous improvements. In this chapter, the authors explore the application of social media in the public sector and review how it has evolved over time and what lies ahead for the future. To this end, the authors explore existing and emerging platforms and tools that can be used in various public sector settings. The chapter also reviews social media best practices and initiatives in similar settings. Finally, it examines the critical challenges the public sector faces in integrating social media in its processes and services.
