A Statistical Analysis of Priority Factors for Local e-Government in a Developing Country

This chapter presents findings of a study devoted to investigating the factors that influence successful implementation of e-Government at a local level in a developing country context. The study is based on the case study of Yogyakarta Local Government, Indonesia. Using qualitative methods of data gathering, the study developes a conceptual model with 27 items that were used for developing the questionnaire distributed into conducting in-depth interviews with 200 government officials in Yogyakarta, who adopted Information and Communication Technologies (ICTs) as a platform for their daily work activities. The study also conducted desk research that explored many documents on ICT implementation in the public sector. The results reveal that the most significant factors that influence success in e-Government projects are corporate culture and e-Governance competency. The other factors, in order of importance were users’ willingness and competency in using ICTs, Information quality and human resources competency, and system quality, which was moderated by information quality and human resources competency.

Challenged to multiple pressures, the administration developed many initiatives aimed at modernizing its practices and offering the citizen customer (Thomas, 1999) a faster and better-quality service (OECD, 1996). From this perspective, the use of information and communication technologies (ICTs) is presented as an essential means of modernization (Poullet & Van Bastelaer, 1999). However, the declarations of intent sometime seem to be difficult to translate into efficient projects integrated in civil servants’ daily work practices. A lot of case studies focus on best practices or analyze the reasons of failure of several e-government projects. There are fewer studies that position upstream and try to identify the key success factors of the introduction of ICTs into public services regarding their acceptance and appropriation by internal users.

Na atualidade a utilização dos recursos tecnológicos é um fato estabelecido, constata-se o uso das tecnologias em ambientes de trabalho, domiciliar e educacional. Contudo compreender como se deu a formação de recursos humanos para trabalhar com as tecnologias da informação e da comunicação (TIC) na educação é algo que nos remete a trajetória de implantação de Programas e Projetos em nível nacional e local que contribuíram para formação de profissionais para trabalhar na área das TIC. Entender o movimento da formação de recursos humanos para trabalhar com as TIC nas escolas sergipanas foi fruto de pesquisa realizada no curso de Pós-graduação do doutorado em educação da Universidade Federal de Sergipe. Atentar para o fato de como aconteceu à formação dos profissionais para a implantação e difusão das TIC na educação no Estado de Sergipe, foi condição sine qua non para a construção de um perfil das ideias que pairavam no ambiente educacional e da condução que era dada na operacionalização dessas ideias. Para o acompanhamento das ações de implantação e desenvolvimento dos programas nacionais com o uso das TIC no contexto educacional, cada Estado brasileiro passou a assumir novas responsabilidades, as quais ensejaram a formação de equipes de especialistas e a criação de setores específicos na Secretaria de Estado da Educação que seriam responsáveis pela capacitação, assessoria e acompanhamento desses programas e projetos em nível local, e foi assim que Sergipe criou a DITE no ano de 1994. Como então foi desenvolvida a capacitação dos recursos humanos para atuar com as TIC em Sergipe? Para escrever essa trajetória foi utilizada documentação do acervo da DITE e produções acadêmicas que versavam sobre o trabalho com as TIC no Estado sergipano e depoimentos. But to understand how was the training of human resources to work with information technology and communication ( ICT ) in education is something that reminds us of the implantation of Programs and Projects in national and local level that have contributed to training professionals to working in ICT . Understand the movement of human resources training to work with ICT in schools Sergipe was the result of research conducted in the course of post -graduate doctorate in education from the Federal University of Sergipe . Pay attention to the fact that as happened to the training of professionals for the deployment and diffusion of ICT in education in the state of Sergipe , was a sine qua non for building a profile of the ideas floated in the educational environment and the conduct that was given in operationalization of these ideas . In monitoring the actions of deployment and development of national programs with the use of ICT in educational settings, each Brazilian state has assumed new responsibilities, which gave rise to the formation of teams of specialists and the creation of specific sectors in the State Department of Education that would be responsible for training , advice and monitoring of programs and projects at the local level , and that's how Sergipe DITE created in 1994 . How then was developed the training of human resources to work with ICT in Sergipe ? To write this trajectory was used documentation of the collection of DITE and academic productions that focused on working with ICT in SergipeState and testimonials . The article is devoted to the problem of successful implementation of different cutting-edge techniques in teaching in the context of the current significant modifications and profound transformations of the educational system in Ukraine. This work focuses on the forming a foreign medical student linguistic personality, in particular it’s grammar, speech, communication as well as socio-cultural competencies, including by utilizing Advanced Information and Communication technology tools. This research focuses on the introduction of Advanced Information and Communication Technologies into the Ukrainian educational process. It was pointed out, that the effective teaching methodology could be based on the newest methods and techniques. The advantages of pedagogical innovation in comparison with traditional methods of presenting educational information was pointed out. The researchers have interpreted the term Mind map. They have also presented and analyzed its important features, common ways of implementation into current teaching process.

In Knowledge Continuity Management (KCM), knowledge from highly experienced employees leaving the organization is particularly challenging to document, classify and organize so that it can be accessed, understood and used by the successor to that employee. Horizontal knowledge sharing (in the context of peer-to-peer networks) and vertical knowledge transfer (in the context of KCM) are distinguished in order to address some of the conceptual confusion in this field. Both Human Resources (HR) and Knowledge Management (KM) units contribute to KCM but they need to do so in a more integrated fashion. The complementary roles played by the KM and HR teams are analyzed in a case study to show how they can work in tandem to ensure knowledge continuity in an organization. Key recommendations are made on how to implement a comprehensive KCM strategy for tacit knowledge, including the role that can be played by information and communication technologies.

Improving information management practices is a key focus for many organisations across both the public and private sectors. An information society begins with a connected government and ICTs are the bedrock and founding pillars of such societies. To assist public administrators think beyond traditional e-government, this study describes a concept of connected government, whose philosophy rests on the integration story that happens behind the scenes of the visible web interface as well as the collaboration among government agencies. Diffusion of Innovations theory is the conceptual framework underpinning this study. The connected government phenomenon is also put into perspective by the systems theory that is explained in this study. This article describes a case study of an organisation in a developing country environment where even the basic e-government services are barely extant. This study was done to determine the connectedness within and across government agencies, with the idea of stimulating some thinking within and among public administrators, around the possibility that a connected government can indeed be established in a developing country setting. The study exposes shortcomings to e-government diffusion not only of the organisation under investigation, but also of other similar enterprises in developing countries within the same context. The paper concludes by proposing a set of recommendations toward diffusing connected government applications as an antidote to identified problems.

The availability of publicly accessible Internet networks and services are the first prerequisite in ensuring that all citizens and nations can benefit from information on the World Wide Web (UNESCO, 2003). Information and communication technologies (ICT) are playing an increasingly important role in the daily lives of citizens, revolutionising work and leisure and changing the rules of doing business. ICT encompass all technologies that facilitate the processing and transfer of information and communication services (United Nations, 2002). In the realm of government, ICT applications are promising to enhance the delivery of public goods and services to citizens not only by improving the process and management of government but also by redefining the traditional concepts of citizenship and democracy (Pascual, 2003). The spread of ICT brings hope that governments can transform (Pacific Council on International Policy, 2002). Through the use of information and communication technologies, Public Administrations make its relevant information related to issues of public interest available for citizens. In the specific field of urban planning, Spanish administrations are making a huge effort to improve the urban information and make it available online for citizens developing Urban Information Systems, tools based on Geographic Information Systems which offer visualization and interaction options and increase transparency. More recently, digital channels have started to be used to enhance participation and promote democratic processes at regional, municipal, and local level. The chapter analyses different digital tools and services implemented to improve transparency in urban planning and web-based participation processes developed in Spain to check the result of these developments concluding that there is still a long considerable way to go since information and communications technologies offers a lot of options and tools to improve these processes, particularly through the application of PPGIS.
