What's Happening Today

This chapter provides a detailed look at four recent examples of activism on American college campuses. The first of these case studies is the University of Missouri, where racial tensions following the Ferguson shooting heightened tensions among students who believed the campus was not racially accepting. The second case explores the City University of New York and their handling of faculty and graduate student contracts, salaries, and appointments. The third case presented is Seattle University, where students and administrators clashed over curricular content. The final case detailed here is the University of California's attempt to significantly raise student tuition, and how students, faculty, and the public joined forces to protest these increases.

The Court of Appeals of New York held, in Council of the City of New York u. Giuliani, slip op. 02634, 1999 WL 179257 (N.Y. Mar. 30, 1999), that New York City may not privatize a public city hospital without state statutory authorization. The court found invalid a sublease of a municipal hospital operated by a public benefit corporation to a private, for-profit entity. The court reasoned that the controlling statute prescribed the operation of a municipal hospital as a government function that must be fulfilled by the public benefit corporation as long as it exists, and nothing short of legislative action could put an end to the corporation's existence.In 1969, the New York State legislature enacted the Health and Hospitals Corporation Act (HHCA), establishing the New York City Health and Hospitals Corporation (HHC) as an attempt to improve the New York City public health system. Thirty years later, on a renewed perception that the public health system was once again lacking, the city administration approved a sublease of Coney Island Hospital from HHC to PHS New York, Inc. (PHS), a private, for-profit entity.

ABSTRACT This paper examines the administrative and accounting reforms coordinated by Herman A. Metz around the turn of the 20th century in New York City. Reform efforts were motivated by deficiencies in administering New York City's finances, including a lack of internal control over monetary resources and operational activities, and opaque financial reports. The activities of Comptroller Metz, who collaborated with institutions such as the New York Bureau of Municipal Research, were paramount in initiating and implementing the administrative and accounting reforms in the city, which contributed to reform efforts across the country. Metz promoted the adoption of functional cost classifications for city departments, developed flowcharts for improved transaction processing, strengthened internal controls, and published the 1909 Manual of Accounting and Business Procedure of the City of New York, which laid the groundwork for transparent financial reports capable of providing vital information about the city's activities and subsidiary units. Bodin arrived in Toulouse c.1550, a brief account of the economy, social composition, and governmental institutions of which opens the chapter. There follow comments on its cultural life and identification of its leading citizenry, with remarks on the treatment of alleged religious dissidents by the city itself, and especially on discordant intellectual influences at work in the University, most notably the Law Faculty and the modes of teaching there. The chapter’s second part reviews Bodin’s translation and edition of the Greek poem Cynegetica by Oppian ‘of Cilicia’, assessing the quality of his editorial work, the extent to which allegations of plagiarism levelled against him were valid, and the nature and merits of his translation. The third section recounts contemporary wrangling over educational provision in Toulouse and examines the Oratio in which Bodin argued the case for humanist-style educational provision by means of a reconstituted college there.

[ACCESS RESTRICTED TO THE UNIVERSITY OF MISSOURI AT AUTHOR'S REQUEST.] This study is an examination of the relationship between political connections and the undertaking of major firm events. In our first essay, presented in Chapter 3, we examine the impact politically connected appointments have on firm acquisition behavior. Using proxy statements, we create a unique database of politically connected bidders and merger targets. We find that bidders who hire connected individuals to the board or management team are more likely to avoid merger litigation. Connected bidders make more bids after the appointment. These firms also bid on larger targets. We determine there is a positive relation between the control premium and the relative of the target's connections. Connected acquirers have superior post-merger accounting performance, particularly when they acquire a connected target firm. In the second essay, presented in Chapter 4, we examine the relationship between political connections of private firms and the initial public offering process. Using registration statement information, we create a unique database of politically connected IPO firms. We find that political connections are substitutes to high-quality underwriters and big four auditors. Politically connected firms manage earnings more highly upward than non-connected firms prior to the public offering. Politically connected firms also exhibit less underpricing than non-connected firms. Politically connected IPO firms also have superior post-IPO returns relative to non-connected IPO firms.

The pop-up architecture (or landscape architecture) becomes popular nowadays. Some highlights include annual architecture program such as the Serpentine Gallery Pavilion at Hyde Park, London; MPavilion in Melbourne; MoMA PS1 and Heart Sculpture in New York. Many of these pop-up architectural works have been designed by world renowned architects, such as Zaha Hadid, Rem Koolhaas, Hezorg and de Meuron, Jean Nouvel, Toyo Ito, SANAA, Shigeru Ban, BIG, etc. And many of these designs reflect innovative thinking that changes the professional world of architectural design. But above all, these pop-up architectures were created in responsive manner to the urban community and the community controversially has good response to this type of architecture. In the other words, pop-up architecture is the way the architects touch the heartbeat of the cities, make them livable for all. Ho Chi Minh City has its own types of pop-up landscape architecture, whereas this paper intends to explore in two case studies: Nguyen Hue Floral Boulevard and Nguyen Van Binh Book Street. Nguyen Hue Floral Street is celebrating now its twelfth birthday in the city. Nguyen Van Binh Book Street has just passed its first anniversary in 2017. Both cases live its own story behind the scene about how livable a city could be through place-making by architecture and landscape design. Throughout these cases, we would like to find out how this type of pop-up landscape architecture being realized and become popular in Ho Chi Minh City, and how it is devoted to a livable city for all.
