Smart Cities and Internet Technology Research for Sustainable and Inclusive Development

The concept of smart cities has recently emerged to highlight the significance of innovation and information technologies in urban planning. In this chapter, after a discussion of different conceptions and important dimensions of smart cities, a wealth of information technologies that have been used in cities for a variety of services is presented. The authors advocate that smart urban solutions should be designed within a smart cities vision and strategic plan, defined by people's needs. They propose an integrated strategic policy making model for smart, sustainable and inclusive cities and they make recommendations for policies and education for smart cities. The special character of public and private spaces, the significance of everyday life, the pivotal role of open governance and meaningful citizen participation, as well as the balance between the desired surveillance for efficient resource management and freedom and creativity have been highlighted as challenges that should inform the design of smart urban solutions and future research on smart cities.

The concept of Sustainable development underlines the long lasting development of an economy by an efficient resource use fulfilling the economic, social and environmental aspects together. The SDGs by the UNDP focus  on 17 goals for all countries to end poverty, protect the planet and ensure that all people enjoy peace and prosperity.The mission of Smart Cities in India is to promote cities that provide core infrastructure and give a decent quality of life to its citizens, a clean and sustainable environment and application of ‘Smart’ Solutions. The focus is on sustainable and inclusive development of the Mega cities, an indispensable outcome of the development process and urbanization implied in it. During the course of economic development over last 70 years in India, many cities have emerged as unsustainable and highly vulnerable to manmade calamities.This paper would elaborate on the details of Smart city project in India in the light of Sustainable development. The Smart cities mission though aims at sustainable development, this path is full of challenges along with some opportunities in disguise. The paper would suggest some policy implications such as developing smart villages along with these smart cities to bridge the gap between the rural and urban India.   Keywords: Smart city mission, Sustainable development, Smart villages, Sustainable Development Goals (SDGs)


Given the interdependence of the public and private sectors and simultaneous and massive impact of widespread disasters on the entire community, this paper investigates the use of information technologies, specifically geospatial information systems, within the multi-organizational community to effectively co-create value during disaster response and recovery efforts. We present and examine in depth a participatory action research project in a disaster-experienced coastal community conducted during the 2006-2014 time period. The results of the action research project and analysis of a survey completed by stakeholders leads to a list of findings, in particular those related to developing a model of next generation learning design where students are co-creators of value to the smart cities.

The purpose of this chapter is to describe the technological adoption by state governments, based on a longitudinal study of technology in Mexico for which the authors analyzed data from all the local governments from 2010 to 2018. With this data, they proposed a ranking to classify adoption technology, using the diffusion of the innovation theory. They included in the analysis other variables such as the percentage of households with a computer, internet, and other communication technology equipment. The results show that Mexico City is the innovator; Baja California, Sonora, and Nuevo Leon are early adopters, while Oaxaca, Chiapas, and Guerrero are laggards. The most influential variable in the adoption of information technologies is illiteracy, and there is an inverse relationship between technology and illiteracy. Future research will open several paths to understand different adoption behaviors between specific technologies in each state, such as big data, artificial intelligence, internet of things, and smart cities.

The digitally-enhanced environment is susceptible to massive data, such as information security data, internet technology data, cellular internet, patient records, media data, corporate data, and so on, in the current era of Industry 4.0. Understanding of Machine Learning (ML) is essential for intelligently evaluating these sets of data and developing related "intelligent" and "automated" solutions. Different forms of ML algorithms e.g. reinforcement learning, semi-supervised, unsupervised and supervised learning exist in this segment. In addition, deep learning, which is a wider segment of ML techniques, can smartly evaluate datasets on a massive scale. In this research, a comprehensive analysis of ML techniques and classification analysis algorithms that are applicable to develop capabilities and intelligence of applications are analyzed. Therefore, this research’s contribution is illustrating the key principles of various ML techniques and their application in different real-life application realms e.g. e-commerce, healthcare, agriculture, smart cities, cyber-security systems etc. Lastly, this paper presents a discussion of the challenges and future research based on this research.

The concept of smart cities addresses how information technology can improve a city’s processes and suggests greater participation among the population in these processes. The purpose of this article was to use this concept as a support to rethink the communication processes of municipal councils, seeking ways to improve them through the use of information technologies, which would allow improving the structure for the dissemination of actions taken by the councils and increasing social control over public policy planning and implementation. For this, the communication processes of the municipal councils of a small city were analyzed. These processes were then evaluated and discussed in light of the concept of smart cities. As a result, it was found that the communication processes analyzed are flawed and need improvement, especially regarding their scope, which should include the possibility of manifestation by society. Initiatives related to the concept of smart cities that could solve the identified problems are also discussed. Based on the collected data, the requirements and functionalities for the development of a technology-based communication tool that could enable faster and more effective communication between the counselors, between the councils and society and between the councils and their government departments are suggested. Finally, it is suggested that future research assesses within the population the reasons why social participation in municipal councils is low.

Deplorable living conditions among persons with disabilities and the need to improve their living conditions cannot be overemphasized. This has triggered international discussion on the need for deliberate social policies to bridge the poverty gap between persons with and without disabilities. In Malawi, expansion of financial services has been identified as an essential tool to accelerate economic and inclusive development. However, empirical studies are yet to explore the preparedness of financial institutions to extend their services to persons with disabilities. In this qualitative study, semi-structured interviews were conducted with managers from commercial banks in Malawi to understand their perspectives on extending financial services to persons with disabilities. Interviews were transcribed verbatim and a descriptive thematic analysis was performed. Although participants reiterated the need to provide persons with disabilities with financial services to improve their well-being, few initiatives have been undertaken to improve their participation. Particularly, participants stated that barriers, such as a lack of financial literacy and adaptive technologies, communication barriers, and high rates of unemployment, explained the reluctance of commercial banks to extend financial services to persons with disabilities. The limitations, recommendations for future research, and implications of the study for policymaking have been highlighted.

The development of robotic systems to operate in forest environments is of great relevance for the public and private sectors. In this sense, this article reviews several scientific papers, research projects and commercial products related to robotic applications for environmental preservation, monitoring, wildfire firefighting, inventory operations, planting, pruning and harvesting. After conducting critical analysis, the main characteristics observed were: (a) the locomotion system is directly affected by the type of environmental monitoring to be performed; (b) different reasons for pruning result in different locomotion and cutting systems; (c) each type of forest, in each season and each type of soil can directly interfere with the navigation technique used; and (d) the integration of the concept of swarm of robots with robots of different types of locomotion systems (land, air or sea) can compensate for the time of executing tasks in unstructured environments. Two major areas are proposed for future research works: Internet of Things (IoT)-based smart forest and navigation systems. It is expected that, with the various characteristics exposed in this paper, the current robotic forest systems will be improved, so that forest exploitation becomes more efficient and sustainable.
