A Conceptual Framework for Implementing a Multipurpose Cadastral System in Morocco

For a decade, many countries have re-engineered their cadastral systems focusing closely on organizational and technological aspects in order to meet requirements of the new digital era. Appropriate configurations of the cadastral systems have been designed. The cadastral system, as a public institution, has a large relationship with all kinds of customers and includes a number of structural, operational, and functional processes that must be improved. This chapter has the aim to illustrate a new conceptual framework by describing the requirements and the technical perspectives of the Moroccan multipurpose cadastre. Basic concepts are discussed in accordance with various assumptions to provide a deeper understanding of the vision and the new structure. The development of an integrated system for administering land and the establishment of the cadastral information systems are carried out to highlight the fundamental aspects of the multipurpose cadastre.

Land is the most vital resource on earth from which people derive their basic needs. In order to administer and manage this vital resource in a sustainable way, there are several mechanisms, of which the cadastral system is the prime one. Literature documents that the performance measurement methods of cadastral systems are not appropriate. In most developing countries, systematic performance evaluation mechanisms for cadastral systems are very inadequate. For example, Ethiopia has no systematic evaluation framework to measure and evaluate the state of cadastral systems. This article aims to develop an evaluation framework to measure and evaluate the performance of urban cadastral systems in Ethiopia based on the methods that have proven successful in developed countries. The goal is furthermore to present a set of good practices and a set of indicators that can provide an objective basis to support a systematic evaluation of urban cadastral systems in Ethiopia. The study employs a desk review research strategy and a qualitative analytical approach.

AbstractEnvironmental health indicators are helpful for tracking and communicating complex health trends, informing science and policy decisions, and evaluating public health actions. When provided on a national scale, they can help inform the general public, policymakers, and public health professionals about important trends in exposures and how well public health systems are preventing those exposures from causing adverse health outcomes. There is a growing need to understand national trends in exposures and health outcomes associated with climate change and the effectiveness of climate adaptation strategies for health. To date, most indicators for health implications of climate change have been designed as independent, individual metrics. This approach fails to take into account how exposure-outcome pathways for climate-attributable health outcomes involve multiple, interconnected components. We propose reframing climate change and health indicators as a linked system of indicators, which can be described as follows: upstream climate drivers affect environmental states, which then determine human exposures, which ultimately lead to health outcomes; these climate-related risks are modified by population vulnerabilities and adaptation strategies. We apply this new conceptual framework to three illustrative climate-sensitive health outcomes and associated exposure-outcome pathways: pollen allergies and asthma, West Nile virus infection, and vibriosis.

Adopting the design science paradigm, we address this challenge by delimiting the line that separates theory building from theory testing by conceptually characterizing its essential aspects: the relationships between humans, organizations and technology, which led to the development of a conceptual framework for theory testing. Practically, the methods, processes, instruments, and tools needed to acquire and analyze data for theory testing is considered, leading to the development of a pattern system. Card sorting was used as an evaluation strategy for the conceptual framework and the pattern model.

The dynamic growth of contemporary cadastral systems depends on multiple factors, which include, e.g. economic policy of a given country and possibilities of implementing activities supporting innovation and transfer of new technologies. A modern cadastre should satisfy not only its leading functions, which include, e.g. fiscal, information, legal or record functions. It should also be oriented towards new challenges, including 3D geovisualisation, which will enable multidimensional visualisation of cadastral objects. New data visualisation methods will contribute to extending the existing functions of cadastral systems and to emergence of new functions, e.g. related to ensuring public safety as a basic aim of crisis management, being an important element of sustainable development. This paper presents a concept of a database of multidimensional cadastral system enabling, for instance, 3D visualisation of system objects, incorporating its known functions (e.g. fiscal, information or legal functions), and also a new purpose –support for crisis management. Additionally, the study indicates sources of data that should be used for this type of undertaking (e.g. flood hazard maps, maps of areas at risk of mass land movements, orthophotomaps).


Chapter 8 continues the path through the ISSP framework described in Chapter 5 by considering the information systems (IS) application needs of government entities to support the identified information requirements. The basic principle is that the organisation needs to identify the information that it requires to run its business and then to determine the application systems that support the information needs. Hence, this approach provides a business-driven model rather than a technology-driven method. The chapter discusses various concepts related to the information resource management, information engineering, database management systems, data warehousing concepts, data mining concepts, business process reengineering, management information systems, decision support systems, executive information systems, and value chain analysis. These concepts link information management with application systems management, thus providing an integrated holistic view of the IS process.

Knowledge management is a fundamental capability in today’s evolving markets. Management needs to understand which organizational processes are necessary to trigger each of the stages in knowledge development. The objective of this study is to outline the main concepts and stages in the process of knowledge development in organizations and the organizational activities that have a positive influence on those stages. A conceptual framework is proposed which combines the model of knowledge development proposed by Nonaka (1994) with the concepts of exploration and exploitation initially described by March (1991). Information systems are seen to play a fundamental role in supporting this process, especially in activities related to exploitation capability.

The development of information systems (IS) has for many years been regarded as the domain of the technical expert. In what appears to be a growing number of instances systems appear to be having negative effects on the organization. A regular spate of system failures may have identified serious flaws in the system development process. Organizations may often be significantly affected by the implementation of IS. Future IS development may increasingly be trans-organizational and therefore increase the potential for dysfunctionality. Even changing one line of code may have repercussions within a department/organization. To implement a totally integrated system within an organization without adequate preparation could have serious consequences for the financial well-being of the company. The development of information systems is a complex process, one with many opportunities for things to go wrong. To try and control this complex process a methodology was required that would bring more discipline to the IS development process. There is a need to make more efficient use of the resources that are available. Historically, IS has been developed using the system.development.life.cycle. (SDLC). This has been the prevailing methodology for medium and large system projects. However, the use of accepted methodologies for IS development have not guaranteed the successful implementation of information systems.

This paper aims to attend the under-theorisation of gender within the Information Systems (IS) literature by adopting a critical and feminist approach to the organisational context of IS development and use. The IS are conceived of as innovations with theoretical concepts and observations for comprehending the innovation process advanced within Social Studies of Technology being described and applied to IS. Consequently, a conceptual framework for studying gender and IS is constructed by combining insights derived from: (1) gender and computing, concerning the differences and inequalities of development and use of IS; (2) gender and society concerning the existence of gendered spheres; (3) studies of gender and organisations concerning the social division of labour; and (4) gender and technology, concerning the masculinity of technology culture. The developed framework is tabulated, areas for future research suggested and potential research questions outlined. The latter employ examples from the field of nursing to illustrate their tangible application. The framework constitutes a contribution to IS research by providing access to additional explanations for organisational phenomena (such as user rejection); by deepening our understanding of the innovation process; by improving IS practice through increased awareness of social issues (especially gender); and by promoting further potential topics for IS researchers.
