This chapter explores the preparedness and initial responses to the COVID-19 crisis of two higher education institutions, Tampere University in Finland and the University of São Paulo in Brazil, using a crisis management framework. The crisis has disrupted teaching and research operations and caused unforeseen challenges to universities. While the crisis is still ongoing, and the long-term impact of the crisis cannot be assessed, this chapter focuses on the initial phase of the crisis, crisis preparedness, and response. The findings suggest that the Finnish case university applies a very systematic and centralized crisis management strategy, while the Brazilian case university has a more decentralized approach coming from its collegial mode of governance. Cross-case analysis shed light on similarities and differences in their capacity to respond to crises such as COVID-19.

The COVID-19 pandemic brought visibility and intensified the discussions on the European Union’s (EU) health mandate. The proposals of the European Commission (EC) to move towards a European Health Union (EHU) can be seen as a starting point towards more integration in health. However, the definition of what the EHU will look like is not clear. This paper searches to find a common definition, and/or features for this EHU through a systematic literature review performed in May 2021. “European Union’s concern about health for all” is suggested as a definition. The main drivers identified to develop an EHU are: surveillance and monitoring, crisis preparedness, funding, political will, vision of public health expenditures, population’s awareness and interest, and global health. Based on these findings, five scenarios were developed: making a full move towards supranational action; improving efficiency in the actual framework; more coordination but no real change; in a full intergovernmentalism direction; and fragmentation of the EU. The scenarios show that the development of a EHU is possible inside the current legal framework. However, it will rely on increased coordination and has a focus on cross-border health threats. Any development will be strongly linked to political choices from Member States.

The article deals with the issue of identifying required material reserves, also referred to as strategic or emergency reserves. These reserves are managed by state authority as part of national crisis preparedness. The article explores how scenarios can be used as a method for planning, i.e. determining adequate, realistic, and affordable material reserves. A scenario-based analysis, well proven in the defence planning domain, is identified as a method offering a high degree of analytical rigor and traceability of resulting requirements. Selected planning scenarios clearly must reflect national threat/hazard and risk assessments. They also have to reflect other important national policies, such as those governing economy, industry, health care, or environment. The illustrative conduct of the initial steps of the proposed method is demonstrated using Latvia’s security policy circumstances.

This paper examines the role of regional airports in regional and municipal crisis preparedness based on evidence from a case study in Sweden. During the summer of 2018, Sweden experienced some of the most extensive wildfires in modern time. Aerial suppression, for which airports provided the essential preconditions, played an important role in extinguishing these fires. This study includes analyses of public policies that shape the Swedish airport system as well as evidence from interviews and a workshop with stakeholders. The results show that an efficiently operated network of regional airports is critical not only for crisis management but also to ensure important societal services such as health care in sparsely inhabited regions. Moreover, access to quick transportation by air is necessary for the Swedish Prison and Probation Service, tourism industry, public institutions and private businesses. Additionally intensified by effects of both the public debate on flight shame and the COVID-19 pandemic on air-based transportation, the insights arising from this study emphasise that the currently one-sided focus on the number of passengers is an insufficient foundation for the Swedish airport system to construct a resilient base for regional development, crisis management and civil defense.

<p>A crisis is a specific, unanticipated, and non-routine event that generates high levels of uncertainty and jeopardizes high value priorities such as life, economic well-being, or physical infrastructures. Some scholars observe that our computing environment has dramatically changed and is now defined by greater use and dependence on technology, while simultaneously it is hampered by technological failures and security vulnerability, which have perhaps led to an increase in the incidence of organisational crises. Because of the high occurrence of crises and the increased dependence on information systems (IS) in organisations, one would assume that most firms would have established measures to counteract these events, however the literature indicated otherwise. The purpose of this research was to explore and understand the factors that contribute to crisis preparedness of the information systems.  A comprehensive review of the literature indicated that the IS field has a large volume of publications on information systems disaster recovery, business continuity, information systems risk management and information systems security but little on crisis preparedness of the information systems. This study comprehensively reviewed relevant literature on the nature of crises, crisis preparedness and information systems. The literature review established groundwork necessary for the development of the research hypotheses which were tested during this investigation.  A quantitative positivist research approach was proposed. The study utilized a web-based survey to collect quantifiable information on the subject matter from study participants. The survey instrument was developed based on seven research dimensions. From these dimensions descriptive questions were created which formed part of the survey instrument. The collected data was analysed using three different approaches: descriptive statistics, correlation and percentage responses. From the data, facts about crisis preparedness of the information systems in New Zealand organisations were revealed.   In total 90 responses were received, 72 of which were eligible for data analyses. The study findings indicate some degree of end-user awareness of and adherence to crisis preparedness of the information systems in New Zealand organisations. However, more emphasis is needed in the understanding of the processes that bring about successful CPIS strategies across varying organisation structures.  The academic value of this research is the review of discourse in the fields of crisis preparedness and Information Systems, and the application of some of the theoretical concepts from those fields. These were necessary to test the research hypotheses and their findings can be used to explain the crisis-preparedness phenomenon in future studies. The practical value of this research is the development of a tool that can be used by managers and senior executives to undertake informed decisions with regard to the status or progress of the crisis preparedness of the information systems initiatives in their respective organisations from the end-user perspective.</p>

In this paper, we explore preparedness strategies for the initial response to crisis-driven innovation, in the context of the Coronavirus Disease 2019 (COVID-19) pandemic. Using insights from semi-structured interviews with public health strategists, we apply analytic induction to investigate preparedness to innovate, and the main forms of crisis-driven innovation applied in the initial COVID-19 response. We thematically analyze measures of preparedness for the initial COVID-19 response and propose a framing aimed at boosting readiness for crisis-driven innovation. Our study finds themes on COVID-19 preparedness strategies involving combat-inspired public policies from assessed security, cyclic-oriented public projections of actionable safeguards, and continuity-driven public provisions for anticipated situations. The study also captures themes on crisis response as crisis-driven innovation in relation to digitalized, integrated, and tailored public services, initiatives, and systems. Our paper concludes with discussions on the implications of innovation intelligence for crisis preparedness, “ripple-inspired inside-out” view of crisis-driven innovation, “response as innovation” framings, and suggestions for further studies.
