Selecting, Acquiring, and Renewing Electronic Resources

The purpose of this chapter is to provide in-depth and comprehensive coverage of the workflow for electronic resources (e-resources) from selection to acquisition. Along the way, it addresses major steps, processes, procedures, and issues in selecting and acquiring e-resources and acts as a teaching tool for librarians who would like to learn best practices for managing the life cycle of e-resources. This chapter covers various facets of the selection process, including tools, challenges, and criteria, and provides a checklist for collection development librarians for evaluating the resources. It also addresses acquisitions workflow from verification of a resource to ordering and acquiring the product and provides an additional checklist for acquisitions librarians for reviewing license agreements.

The electronic revolution, which began over fifty years ago, has changed not only the way libraries operate but the way people conduct research and business, interact with each other, socialize, communicate, and even commit crimes. Originally, the phrase “library electronics” referred to an ILS (integrated library system) or an OPAC (online public access catalog). Today, this same phrase refers to not only the ILS, OPAC, and public access computer but to print management and computer reservation software, e-books, CD-ROMs, databases, and CALR vendors. As technology has changed libraries, it has also changed users’ behaviors, research techniques, public services, and the librarian’s role. Intended to be an extension of the collection development and public services chapters, this chapter explores the effect of the digital revolution on the public law library, ways public law libraries can utilize the technology, and how and why these libraries are being driven to increase their use of digital technology. Because contracts are commonly thought of as being associated with electronic resources, the authors have chosen to discuss contract issues in this chapter rather than in the Collection Development chapter. Other related topics include transitioning from the card catalog to the OPAC and ILS, electronic formats, vendor selection, miscellaneous electronic technologies, and pricing issues.

This article examines the impact of electronic technology on libraries and scholarship. It focuses on some of the challenges of using electronic resources in research libraries, which include the cost of acquiring electronic formats and the effect that such expenditures have on other library services and collection development practices. The article also explores how electronic resources have changed the way students and scholars conduct research. The goal of this essay is not to criticize or condemn electronic formats but, rather, to illustrate that electronic technology is simply one tool, among others, for the dissemination of information. As such, electronic resources should complement rather than replace other formats.

Many companies are forming data analytics teams to put data to work. To enhance procurement practices, chief procurement officers (CPOs) must work effectively with data analytics teams, from hiring and training to managing and utilizing team members. This chapter presents the findings of a study on how CPOs use data analytics teams to support the procurement process. Surveys and interviews indicate companies are exhibiting different levels of maturity in using data analytics, but both the goal of CPOs (i.e., improving performance to support the business strategy) and the way to interact with data analytics teams for achieving that goal are common across companies. However, as data become more reliably available and technologies become more intelligently embedded, the best practices of organizing and managing data analytics teams for procurement will need to be constantly updated.

PurposeThis paper discusses the importance of incorporating licensing issues in access policies for electronic resources in research libraries. The implications for patron understanding of basic legal issues and the role of the library in managing and acquiring these resources are investigated and discussed.Design/methodology/approachA survey of various research libraries was undertaken to examine what is provided to patrons in terms of conditions of use for electronic resources. Literature relating to the management and provision of electronic resources was examined.FindingsIt was found that few libraries provide key licensing information to their patrons. This has important consequences in terms of the patron's lack of awareness of restrictions on use, as well as the costs, complexity, and consortial involvement in acquiring these resources.Research limitations/implicationsA comprehensive international review of the trends and practices of research libraries regarding access policies and licensing issues would build upon this paper's findings.Practical implicationsLibrary patrons are not receiving adequate information about the resources they are using. If more research libraries would consider what licensing information is made available to patrons, there could be changes in patron understanding and perception of the library. This will impact the profile of the library in academia, and the changing role of librarians in collection development in the digital environment.Originality/valueThe paper will be of value to research libraries involved in the acquisition, management and delivery of electronic resources to its patrons, and to librarians involved in collection development and management.

<p>Parents are obliged to take care of their children’s future, especially by rendering sufficient education. Children are believed to bring about happiness every now and then, who generate family’s pride up to the almighty judication. Some people are save and some are not in that court, where children will give sigificant contribution in it. That’s why the children’s well being has become the parents obligation. To bring about children’s well being, parents should also render the good treatments during the life cycle of their children. The main duties of parents for their children are giving them the good names, sending them to the good schools where they can learn religion, and marry them to their good spouses. Psychologically, when children are sent to school for the first time, they will feel that they are put apart from parents’ care, so that may of them have to go difficult phase of adjustment. The adjustment includes that of education so as to run as naturally as possible. To get the naturality of the education delegation, teachers and educators are obliged to be able to nurture any value to students as naturally as possible. Parenting model of teaching serves the requirements of teaching children just the way the parrents do, so that it is assumptively effective in teaching elementary students by taking consideration on the psychologial aspect of children.</p><p> </p><p>Key words:   Parenting Model of teaching, children education optimalization</p>

The purpose of this article is to present the process of risk management in project management. The analysis was based on a comparison of two best practices of IPMA and PRINCE. Risk management differs significantly between the two approaches, but it is up to the organization to choose its own management, monitoring and methodology tailored to the specific industry or sector. Risk management is an important aspect of the entire project life cycle and must be monitored throughout the project life cycle to protect not only the budget but all areas of the so-called "golden triangle". A very important aspect is the organization's awareness that risk management is everyone's responsibility, not just the project manager. This paper presents two different approaches to project risk management in two different methodologies.

Abstract. We propose a new paradigm to describe the temporal evolution of continental fog layers. This paradigm defines fog as a layer saturated from the surface to a known upper boundary, and whose liquid water path (LWP) exceeds a critical value, the critical liquid water path (CLWP). When the LWP is less than the CLWP the fog water cannot extend all the way to the surface, leading to a surface horizontal visibility greater than 1 km. On the opposite, when the LWP is larger than the CLWP, the fog water extends all the way to the surface, inducing a horizontal visibility less than 1 km. The excess water with respect to the critical value is then defined as the reservoir liquid water path (RLWP). The new fog paradigm is formulated as a conceptual model that relates the liquid water path of adiabatic fog with its thickness and surface liquid water content, and allows the critical and reservoir liquid water paths to be computed. Both variables can be tracked in real time using vertical profiling measurements, enabling a real time diagnostic of fog status. The conceptual model is tested using data from seven years of measurements performed at the SIRTA observatory, combining cloud radar, microwave radiometer, ceilometer, scatterometer and weather station measurements. In this time period we found 80 fog events with reliable measurements, with 56 of these lasting more than three hours. The paper presents the conceptual model and its capability to derive the LWP from the fog CTH and surface horizontal visibility with an RMS uncertainty of 10.5 g m−2. The impact of fog liquid water path and fog top height variations on fog life cycle (formation to dissipation) is presented based on four case studies, and statistics derived from 56 fog events. Our results show in particular that the reservoir liquid water path is consistently positive during the mature phase of the fog and that it starts to decrease quasi monotonously about one hour before dissipation, reaching a near-zero value at the time of dissipation. The reservoir liquid water path and its time derivative could hence be used as an indicator for life cycle stage and support short range forecasting of fog dissipation.
