Role of ICT in Establishing E-Government System for Disadvantaged Communities

Information and communications technologies (ICTs) are playing an increasingly vital role in the daily lives of all communities by revolutionizing their working procedures and rules of governance. ICTs offer a unique opportunity for governing elite to overcome the crisis of representative democracy, as ICT and the Internet empower civil society to play its role more effectively and facilitate the performance of governments’ main function-serving the people who elect them (Misnikov, 2003). In the realm of government, ICT applications are promising to enhance the delivery of public goods and services to common people not only by improving the process and management of government, but also by redefining the age-old traditional concepts. Community networking groups and local government authorities are well placed to campaign for greater inclusion for all members of the community in the information society. Possible areas to target include the provision of technology at low or no cost to groups through community technology centres or out of hours school access. There are many possibilities and local government must take a significant role in these activities (Young, 2000). Information society is based on the effective use and easy access of information and knowledge, while ICT for development (or ICTD) is not restricted to technology itself but focusing on manifold development and diverse manifestations for the people to improve their well-being. ICTD has deep roots in governance, is part of governance and has effects on governance patters and practices at both central and local level. By recognizing these facts, UNDP focuses on technologies to end poverty at WSIS Cyber Summit 2003, and emphasizes on ways that new technologies can help lift more than one billion people out of extreme poverty (UNDP, 2003). Apart from the four Asian IT giants (Korea, Rep., Hong Kong, China, Taiwan, China, and Japan), most of the Asian countries have fallen under the “low access” category of the Digital Access Index. This has also been referred in the WSIS Cyber Summit 2003, until now, limited infrastructure has often been regarded as the main barrier to bridging the digital divide (ITU, 2003). Among the countries with ICT spending as share of their GDP, Sweden, UK, The Netherlands, Denmark, and France (8.63, 7.97, 7.39, 7.19, and 6.57% respectively during 1992-2001) remain at the top (Daveri, 2002, p. 9), while countries like Bangladesh, Greece, Mexico, Niger, and many more remain at the bottom (EC, 2001; ITU, 2003b; Miller, 2001; Piatkowski, 2002). In a similar research it has been found that in terms of average share of ICT spending GDP, New Zealand, Sweden, Australia, USA, and UK (9.3, 8.4, 8.1, 8.1, and 7.8% respectively during 1992-1999) were among the highest (Pohjola, 2002, p. 7), though most of the countries in the Asian and African regions remain below the average of 5%. The disadvantaged communities in the countries staying below average in ICT spending seem to be lagging in forming appropriate information-based economy and eventually fall behind in achieving proper e-government system. The e-government system in those countries need to enhance access to and delivery of government services to benefit people, help strengthen government’s drive toward effective governance and increased transparency, and better management of the country’s social and economic resources for development. The key to e-government is the establishment of a long-term dynamic strategy to fulfill the citizen needs by transforming internal operations. E-government should result in the efficiency and swift delivery and services to citizens, business, government employees and agencies. For citizens and businesses, e-government seems the simplification of procedures and streamlining of different approval processes, while for government employees and agencies, it means the facilitation of cross-agency coordination and collaboration to ensure appropriate and timely decision-making. Thus, e-government demands transformation of government procedures and redefining the process of working with people and activities relating to people. The outcome would be a societal, organizational, and technological change for the government and to its people, with IT as an enabling factor. E-government should concentrate on more efficient delivery of public services, better management of financial, human and public resources and goods at all levels of government, in particular at local level, under conditions of sustainability, participation, interoperability, increased effectiveness and transparency (EU, 2002). ICT brings pertinent sides more closely by prioritizing partnerships between the state, business and civil society. A few East European countries have became economically liberal with the high level of foreign direct investment per capita and at the same time became ICT-advanced regional leaders in terms of economic reform. These countries also present the region’s most vivid examples of partnerships and collaboration. They have clearly manifested the importance of the public-private partnerships, transparent bottom-up strategies, involvement of all stakeholders, total governmental support, capturing economic opportunities, and enabling electronic mediated businesses, responding to the challenges of globalization.

Citizen participation on any level of government is timeless. The dynamics and the relationships of citizen participation on all levels are unique, due to the fact that many problems and solutions have their roots in the activities of local government and its administration. Furthermore the extension of democracy to all spheres of society and to all tiers of the administrative hierarchy, have been a central theme of the democratisation process in South Africa. The notion of "bringing the government to the people" is important, not only in strengthening civil society, but also in mobilising the population to implement the programmes of reconstruction and development necessary to transform the civil society.

ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. This article analyses two cases of populist mobilisation – namely, one against a primary school entry-age reform and another against WHO sexuality education and the concept of gender – that took place in Poland between 2008 and 2019. Both campaigns had a populist character and were oriented towards restoring social justice taken away from ‘the people’ by a morally corrupted ‘elite’. There are differences between the cases that can be analytically delineated by assessing whether a religious mobilisation has an overt or a covert character. While the series of protests against the school-age reform represents a case of mobilisation with covert religious symbolism, the campaigns against sexuality education and the use of the concept of gender are characterised by overt religious populism. To characterise the dynamics of the two campaigns, the study uses the concept of a moral panic, emphasising the importance of moral entrepreneurs waging ideological war against the government and/or liberal experts conceived of as ‘folk devils’.

Lampung indigenous people have valuable local wisdom that has the values of character education. The purpose of this research is to form a form of support to the government that continues to campaign for character education as an effort to restore the original character of the moral Indonesian nation and this study also aims to discover how the values of character education in the local wisdom of Lampung indigenous people namely Nengah Nyappur. This research uses descriptive-qualitative method to explore various data with library research. Nengah Nyappur as one of the elements of the philosophy of life of the people of Lampung has a character value in the form of tolerance, courtesy, and cooperation. These three character values are rooted in the daily lives of the indigenous people of Lampung. Referring to the presidential regulation of the Republic of Indonesia Number 87 of 2017 concerning Strengthening Character Education, Education Units and School/Madrasah Committees consider the adequacy of educators and education personnel, availability of facilities and infrastructure, local wisdom and opinions of community leaders and or religious leaders outside the School/Madrasah Committee. The third point about local wisdom feels the need for writers to review as one of the bases of character education, the writer offers local wisdom of Lampung. The findings of this study are that the values contained in Nengah Nyappur are still very relevant until now and can be applied in the family environment, community environment, and school environment.

This chapter argues that democratic local government embeds the culture of democracy at grassroots: as the government closest to the people, it establishes a culture of responsiveness, transparency, and accountability more readily and effectively than by holding national leaders to account. Local democracy can also be used strategically when a country seeks to move from an authoritarian or military regime to democracy. Furthermore, it provides space for political inclusivity—an argument with particular relevance in ethnically diverse societies, where a winner-takes-all paradigm of competition at the national level typically results in the marginalization of geographically concentrated losers. Finally, local government allows for experimentation in different forms of inclusive politics, be they representative or participatory. However, although most African countries have adopted decentralization policies, the dividends are meagre. Local government is but feebly equipped to play a democracy-constituting role: operating in a constrained constitutional environment, central governments have generally not allowed local governments the opportunity to hold regular free and fair elections and thereby play a role in democratization. Despite these findings, there is also some evidence that on occasion local democracy has indeed played such a role and thus enhanced democratic participation.

With significant development in Internet technology contributing to daily lives in nearly every aspect, it is important that government websites and e-government services offered through them are used effectively, efficiently, and satisfactorily. Achieving accessible, usable, qualified, and readable e-government services that enable citizens to fulfill different users' requirements by everyone involved in the target group, implying a lack of equality between disabled and non-disabled people in benefiting from online governmental services regardless of time and location constraints, has become a global aim. This study investigated whether the websites of the state and local level e-government in the Turkish Republic comply with prevailing standards of accessibility, heuristic usability, mobile readiness, performance and, the readability of website content with six different indices and whether these qualities depend on the type of the government websites. After examining 77 state and 247 local e-government sites, the results indicate that the Turkish government websites have made many of the accessibility, usability, quality, and readability mistakes as predicted. In light of the study findings, this paper will present some recommendations for improving Turkish government websites, as well as discuss future implications.

Abstract Populist radical right (PRR) parties have increasingly occupied positions of power in recent years, inspiring much scholarly interest in the mainstreaming consequences of government responsibility. This article analyses the extent and manner of mainstreaming of the Rassemblement National (RN) while in power at the local level of government in France. A municipal-level focus enables the novel inclusion of the party into the debate about the consequences of government participation for the PRR. We conduct a paired case study analysis of RN-led Hénin-Beaumont, the political base of Marine Le Pen and her ‘de-demonization’ strategy, alongside nearby Lens, which is led by a mainstream party. We analyse the policy and discourse of the administration through a qualitative content analysis of mayoral statements and data from semi-structured interviews with local politicians. The results show a partial mainstreaming due to the strategic exercise of local government power to present a more moderate and capable image, as well as the use of populist discourse to frame mainstream opposition forces and the local press as working against the interests of ‘the people’.

Purpose – As the government extension services are less effective in reaching the remote areas and mid-hills of Nepal, the purpose of this paper is to examine the effectiveness of community-based management in technology transfer. Design/methodology/approach – The Farmer-to-Farmer (FtF) extension approach as a better alternative to government extension services will be adopted in the research. Findings – The FtF approach is a cost effective and sustainable service delivery mechanism for extending basic and innovative technologies to rural farmers, especially in remote areas. Even marginalized, poor and disadvantaged groups, often excluded from mainstream assistance, have better access to extension services disseminated through the FtF approach. The agriculture committees established at the Village Development Committee (VDC) level are much entrusted by the people as they facilitates their participation in the planning-to-implementation processes related to local agriculture development programmes. Consequently, there is much local support for the establishment of the local committees and the FtF approach. Several challenges remain however, one being the committee members’ management capacity. Originality/value – Decentralizing the FtF extension approach to the local level, the VDCs.
