Using ICT to Resolve the Modernization Paradox for Rural Communities in Africa

Rural communities are being heavily influenced by the ongoing modernization process taking place in all African economies and nations. Theoretically the modernization process is intended to help lead to an increase in the economic well being of the citizenry. However, one of the unanticipated outcomes of continuing urbanization and modernization, particularly for rural communities would be the loss of local social relations within such communities. This is similar to what happened in the Western context, where modernization, in the form of industrialization resulted in the loss of social relationships and increasing sense of alienation as cities formed. There is therefore a very real fear that in the African context, the ensuing modernization will result in a paradox where modernization may lead to an increase in economic well-being, but have the unintended consequence of increasing alienation and reducing the sense of community that exists in rural villages. The purpose of this chapter is two-fold. First, the authors theoretically explore the possibility of using Information and Communication Technologies (ICT) to develop a sense of community in rural villages and thus offset and mitigate the more negative aspects of the modernization process. Second, they propose a way to conceptualize this potential paradox by integrating the well established sociological concepts of Gemeinschaft (community) and Gesellschaft (individualism) with current paradox models of diversity and similarity curves. Such an approach has pedagogical utility in helping to describe and explain the modern paradox confronted by most of the African countries.

AbstractSeveral decades of research have addressed the role of information and communication technologies (ICTs) in industrial-organizational (I-O) psychology. However, segmented research streams with myriad terminologies run the risk of construct proliferation and lack an integrated theoretical justification of the contributions of ICT concepts. Therefore, by identifying important trends and reflecting on key constructs, findings, and theories, our review seeks to determine whether a compelling case can be made for the uniqueness of ICT-related concepts in studying employee and performance in I-O psychology. Two major themes emerge from our review of the ICT literature: (a) a technology behavior perspective and (b) a technology experience perspective. The technology behavior perspective with three subcategories (the “where” of work design, the “when” of work extension, and the “what” of work inattention) explores how individual technology use can be informative for predicting employee well-being and performance. The technology experience perspective theme with two subcategories (the “how” of ICT appraisals and “why” of motives) emphasizes unique psychological (as opposed to behavioral) experiences arising from the technological work context. Based on this review, we outline key challenges of current ICT research perspectives and opportunities for further enhancing our understanding of technological implications for individual workers and organizations.

Sustainability goals are seeking to jointly improve environmental conditions and the well-being of society. Yet achieving both environmental and human well-being goals remains challenging because improving the material well-being of people can often mean increasing the risk of environmental and ecosystem degradation. An alternative method that may help meet both goals is to target non-monetary determinants of subjective well-being. However. few studies have examined the determinants of subjective well-being in industrializing countries. Here, we report on an analysis examining the determinants of subjective well-being among health, working adults in rural villages in and around forests in the Berau Regency, East Kalimantan, Indonesia. We find there is no significant relationship between subjective well-being and measures of monetary well-being, such as income and assets. Instead, we find age, sex, self-assessed health status, and occupation are significantly associated with subjective well-being. Our results have implications for policies seeking to improve subjective well-being among these populations.

Introduction. Modern education of children is one of the most rapidly changing systems, actively using modern capabilities of information and communication technologies and e-learning tools. Information and communication technologies increase the load on the visual, auditory analyzers, the nervous system and contribute to the development of overwork in children. The use of digital media is becoming increasingly widespread, not only in school, before and in preschool education. To substantiate the concept and integrated system of the hygienic safety of electronic educational content and children’s life in conditions of hyper-informatization, physiological and hygienic studies are required. Materials and methods. In order to develop the scientific foundations and technologies for ensuring the hygienic safety of children in the “Digital School”, an expert-analytical study was carried out based on the results of representative hygienic observations and non-randomized controlled studies with Contribution of volunteers. Results. Studies of childhood hygiene allowed justifying the modern system of hygiene and health care of children and adolescents in a hyper-informational society, including criteria of the hygienic safety, including in the editorial, intended for children and adolescents; sanitary rules and norms of ensuring the hygienic safety of the new generation; federal recommendations of medical support of students in the conditions of using information and communication technologies; federal guidelines for students ’mental health and well-being; recommendations to the family in the field of ensuring the safety of children’s life in a digital environment; recommendations to producers and distributors of content in the field of ensuring the medical, psychological and pedagogical safety of children’s life, including the age marking of information products; gaming educational and educational programs on the rules for the safe use of children on the Internet; a system for monitoring the effectiveness of hygienic safety policies and protecting children from negative information in a hyper-information society. Conclusion. The developed system and technologies for ensuring the hygienic safety of the “Digital School” are significant for the medical and preventive basis of the health saving of students in the Decade of Childhood in Russia (2018-2027).

Collective actions, particularly organization, promotion, encouragement, and incitement to civil disturbances, are hard to imagine without use of information and communication technologies (ICTs). Recent events such as the Arab Spring, the colour revolutions (e.g. in former Eastern Bloc and the Balkan countries), the unrest in Minneapolis in 2020 which subsequently spread to other US cities, and the US Capitol riots 2021 present significant evidence in this regard. The dissemination of information online inciting to riots involves internet service providers (ISPs) alongside the author. The aim of the paper is to specify the actors in accordance with their functions and determine their eligibility to be prosecuted in cases of incitement to riots using ICTs. Formulated a conclusion about the onset of intermediary liability of ISPs, holding the organizational and technical capacity to influence the information social relations of their users at any time.

Agriculture is facing new challenges in rural and urban areas, and Information and Communication Technologies (ICT) may play a significant role. In this chapter, there is a background description of the ICT sector in the interface of urban and rural communities within the framework of agriculture. It describes some case analyses focused in agronomy and social sciences. In agronomy, the focuses are environment, food production, and pollution. In socioeconomics, there is a brief identification of ICT applications such as the collaboration between the university and firms. Considering the heterogeneousness of the analysis, the future research directions include different methods of studies for ICT programs (house of quality, structural organization, and others).

This study examines the influence of national IT policies, socio-economic and cultural factors on the network readiness of African countries. The capability and level of preparation of a nation to participate in and benefit from information and communication technologies (ICT) for socio-development is assessed by the network readiness index. Prior studies have shown that such factors have a significant influence on how a country benefits from its use of ICT products for development. Research on this topic with data from the African continent is rare. This study serves to fill this gap. It is based on data from a cross-section of twenty diverse African countries. The data suggested variability in the use of ICT for developmental purposes among the sampled countries. To that end, Africa should not be viewed as monolithic in such respects. The study showed that all the measures used to operationalize national IT policies, socio-economic and some cultural factors are positively related to the network readiness of the sampled African countries. Importantly, the quality of each country’s educational systems, its transparency (corruption) levels, its ICT regulatory framework, and its cross-cultural dimension of power distance (PDI) were found to have significant relevance to its network readiness. The implications of the study’s findings for research and policy making are discussed.

During the last years, due to the wide spread of World Wide Web (WWW), the Internet has become one of the most valuable and effective communications media and the most inclusive source of information. However, in many cases the difficulties of establishing universal effective access could serve to reinforce current patterns of social exclusion and produce barriers to balanced development instead of supporting it. World widely there is a rising concern over the so-called “digital divide”–a term that refers to the gap existing in the opportunities to access advanced information and communication technologies between geographic areas or by individuals at different socioeconomic levels. The experience shows that specialized initiatives are needed for disadvantaged areas in order to anticipate expansion of current digital divide. This chapter is focusing on the specific instance of digital divide occurring in rural territories, and examines the ways to foster digital culture among citizens, utilizing a specific initiative (the so called “Telecentres”).

Requirements engineering is an important stage in any software development. It is more so in the case of software development for social development projects in rural areas of the developing countries. ICT4D which stands for “Information and Communication Technologies for Development” is gaining more and more attention as computing is more widely affordable. This article is concerned with requirements engineering in the ICT4D domain. In many developing counties, a significant effort is being put into providing people in rural areas with access to digital content and services by using Information and Communication Technologies. Unfortunately most ICT4D projects pursue a top-down development model which is driven by the technology available and not by the very needs and social problems of the people living in rural communities (Frohlich et al., 2009). Existing technologies are often applied in a non-inclusive manner with respect to the local population, without sufficient adaptation or re-invention, and often without regard for user’s needs and their social contexts.

The Malaysian government, through many initiatives, has seriously looked into reducing and if possible eliminating, the digital divide that exists between the developed urban and the technologically impoverished rural communities. The e-Bario Project, a successful research showcase of Universiti Malaysia Sarawak, is one of the leading examples in Malaysia of such an attempt to bridge the digital gap and to achieve sustainable human development through the introduction of information and communication technologies (ICT). According to Harris, Bala, Songan, Khoo and Trang (2001), the World Bank had introduced a systematic approach to the application of ICT to meet the needs and bridge the digital divide of the rural community.

AbstractObjectiveTelemedicine uses information and communication technologies to provide services in the field where the distance is a critical factor. The aim of the present study is to describe the experience of a synchronous telemedicine between two hospitals in Spain and Angola.MethodsThis is a retrospective observational study of all synchronous telemedicine sessions conducted between the Hospital Nossa Senhora da Paz in Angola and the Vall d'Hebron University Hospital in Spain from January 2011 to December 2014.ResultsSeventy-two cases were discussed in the telemedicine sessions. The average age of patients was 18.02 (SD 13.75) years and mostly women (54.38 percent). Reasons to discuss the cases were 46.47 percent doubts in the diagnosis and therapeutic management, 15.47 percent were purely formative cases, and only 8.45 percent treatment doubt. At the time of presentation, 29 percent of the patients were already diagnosed, 95 percent of whom with infectious disease diagnostic, and from the undiagnosed patients 36 percent presented a febrile syndrome.ConclusionThis study shows the viability of synchronous telemedicine between European and African countries without an excessively sophisticated technology.
