The originality and practical significance is confirmed by our proposed goals, objectives of the Concept, directions and tools for its implementation. The formation of the concept of the Belarusian model of sustainable human development predetermines the need to reform the system of state regulation of employment, which leads to a change in the system of sources of formation of employment and mechanisms of state regulation of employment through a superstructure in these systems: sources of formation of innovative forms of full employment of the population, ensuring the reproduction of the labor force and human labor; algorithms of scientific and innovative policy for the implementation of mechanisms of state regulation of employment of the population in the system of decisions made at all levels; consolidated mechanisms in the system of state regulation of employment of the population aimed at increasing welfare; social mechanisms and guarantees for their implementation in the national economy on the principles of social equality. The practical significance and scientific novelty of the proposals lies in the fact that the conceptual foundations of the management of innovative employment of the population in the sustainable development of the national economy are built taking into account the forms of social protection of all age and gender strata of the population and professional strata as the determining role of state policy, contribute to the achievement of the criterion of the effectiveness of youth policy, implying a reduction the share of young people aged 15-24 who do not study and work, do not acquire professional skills, and also contributes to the inter-sectoral mobility of the labor force in social production. Conclusions and prospects for further research. In the future, practical recommendations for a more complete use of the resources of the national economy will allow the national economy to achieve not only the goal - GDP growth, but no less important goal - the satisfaction of the needs of a person of labor of social production.

AbstractConcretizing the input of Morocco’s advanced regionalization project, which aims to reduce territorial disparities for sustainable human development, is a cornerstone for achieving the Sustainable Development Goals (SDGs). Alongside the implementation of this project, we carried out a multiscale study of the scope of human development disparities in Morocco based on the new engineering of the territorial division across twelve regions, seventy-five provinces, and fifteen hundred communes. The study aimed to test the effect of scale modification to identify spatial concentrations through the communal human development index. The level of human development of a country is assessed through the convergence of its local HDI. We tested the scaling effect in 2004 and 2017 to determine the state of convergence of human development indicators. The spatial autocorrelation results showed that the distribution of capabilities at the communal scale remained concentrated in Morocco. Areas near developed communes follow the same pattern, at the expense of more distant areas. After the spatial configuration of advanced regionalization was undertaken, there was a decrease in regional and provincial disparities. This outcome is less notable at the communal level. Focusing on the microscale consequently becomes a preferable way to reduce inequalities in sustainable human development. Therefore, for the success and effectiveness of the advanced regionalization project in particular and for the achievement of the SDGs in general, spatial equity remains a necessary condition for the convergence of sustainable human development actions at the microscale.

This paper explores the role that the social economy, and the social business within it, have in terms of the strategies deployed to tackle Sustainable Development challenges. This paper proposes a New Sustainable Recovery Approach (NSRA) leveraging the strengths of the social economy and social business to guide policymakers to rethink socio-economic actions for a post-COVID-19 world aimed at sustainable human development. The NSRA is based on three, self-reinforcing, components: the promotion of Sustainable Human Development (SHD) for everyone; a transformative approach to Education and Research for individual and collective learning processes; and a strong emphasis on a recovery driven by an “enhanced social and environmental consciousness and behavior”. The paper analyzes the role of the social economy and social business in the implementation of the NSRA. At the end of the paper, policy implications and final remarks are provided to policy makers.
