What Does It Take to Be a Social Entrepreneur?

Contemporary society is characterized by the prevalence of wicked problems to which the efforts and actions of some entrepreneurs have negatively contributed to social problems. Corporate social responsibility emerged as an early response to multi-factor problems that are difficult to conceptualize or structure, but it has had limited success in engendering significant structural societal change. Social entrepreneurship is a contested construct that typically includes the social entrepreneur. A definition of social entrepreneurs is provided drawing on the literature. Social entrepreneurs offer leadership for social innovation outcomes as an antidote to prevailing social issues. This contributes to the literature on social entrepreneurs by examining how social entrepreneurs lead in the digital era. Importantly, this chapter considers the role that authentic leader behaviors (awareness, sincerity, balanced processing, positive moral perspectives, and informal influence) has in enabling social entrepreneurs to create and innovate.

Despite their inherent complexity, social entrepreneurs seek to create social innovation to stem society's wicked problems. To do so requires a balanced consideration of varying social expectations, all while trying to lead a sustainable enterprise. Educators look to equip the social entrepreneur with the right skills and mindset; with program failure, sadly, more common than not. This chapter seeks to explore the commonalities of such failures, highlighting the importance of behavioral development and facilitating an effective learning environment. Following an investigation into the notion of social entrepreneurship, authentic leadership is identified as a response some of the shortcomings of contemporary entrepreneurship education. The incorporation of authentic leader behaviors in entrepreneurial education can offer an injection as the social entrepreneur seeks to address the various challenges of social enterprise.

Social Entrepreneurship is an all-encompassing nomenclature, used for depicting the process of, bringing about social change on a major and impactful scale compared to a traditional Non-Governmental Organization (NGO). It is an increasingly important concept in the study of voluntary, non-profit and not-for -profit organizations. Earlier, organizations addressing key social issues were assumed to be idealistic, philanthropic with entrepreneurial skills. Social Entrepreneurship in India is emerging primarily because the government is very keen on its promotion, not necessarily by funding it or by advising on it but by enabling it. The Corporate Social Responsibility (CSR) of the private sector with clearly earmarked funds and full-fledged action teams have played an important role in sprucing up the image of Social Entrepreneurship. The focus of the paper is to study the growing trends of Social Entrepreneurship in India and the new initiatives taken by various Social Entrepreneurs. It also gives a brief idea of different Theories of Social Entrepreneurship. Efforts are made to provide information and an exploratory study, related to the support activities of Social Entrepreneurship and Social Entrepreneurial ventures in India. The chapter aims to conceptualize social entrepreneurship, together with its contribution to social value creation and its relation to innovation and sustainability. The chapter begins by theorizing about social entrepreneurship and the desirable characteristics of a social entrepreneur. Comparisons between the different schools of taught, namely The Social Enterprise School and the Social Innovation School are made in order to understand trends and similarities that might affect the development of a social entrepreneurial ecosystem. Finally, the links between social entrepreneurship, sustainability and social innovation are explored, as well as issues and challenges that might occur in relation to funding strategies, tax and legal regulations, public investment, public awareness and impact measurement. The article concludes that social entrepreneurship contributes to tackling social problems in an innovative manner, bringing together different actors such as government, private companies and social entrepreneurs.

Some companies realized that they can develop their business successfully when the resources are applied to solve chronic questions of social aspects, which takes us to the Corporate Social Innovation concept. Considering the definition of CSR as a voluntary integration of business operations with social and environmental concerns in a unilateral way (since initiatives are made when and how the firm establishes clear definition about it) CSI goes further, developing initiatives to minimize social or environmental issues with the participation of the involved public, in a bilateral way. Analyzing the most quoted articles about CSR and CSI studies, it has become possible to consider that CSI is an evolution of CSR, since both search to bring up some social benefits; however, CSI offers more sustainable and long-term results.  CSI is a new, unexplored field, which brings effective results for private organizations, as well as for society and the environment.

Information and Communication Technology (ICT) is significant for developing human resources in various villages in the current digital era. However, the implementation of ICT has experienced disruption due to the increasing spread of the COVID-19 virus, resulting in a decline in market mechanisms, especially in the Village MSME sector. Therefore, social innovation is needed by social entrepreneurs so that MSMEs can survive and compete with others, as has been done by the Kampung Teknologi Foundation (KTF) through digital literacy to MSMEs in villages. The method in this study used qualitative research using the Social Innovation Model. As a result, in social entrepreneurship communication, KTF carried out three essential stages, 1) Formalization: KTF used Law Number 6 of 2014 concerning Villages as a basis for empowering MSMEs. KTF initiated the empowerment of MSMEs in villages by introducing digital sales using social media, market places, e-commerce, and other digital applications; 2) Change processes: KTF implemented digital sales by initiating the Digital Up program, which is an entrepreneur empowerment program and was implemented after five-year KTF contributes to digital literacy; 3) Social Outcomes: In the application of digital literacy, only 30% of MSMEs have successfully switched to using digital technology. Therefore, good cooperation between one division and another is still needed, such as implementing new programs. It can minimize program failures, and implementing digital literacy can succeed and on target.

Corporate Social Responsibility (CSR) earlier applied as corporate philanthropy and has been in practice in India since ages. However, philanthropy in globalised and modern India does not solve the purpose in quantity and quality. Clause 135 of Company Act 2013 created huge hue and cry among the business community in India. As per clause 135 of the Companies Act, 2013, Every company with an annual turnover of 1,000 crore INR ($161 million) and more, or a net worth of 500 crore INR ($80 million) and more, or a net profit as low as five crore INR ($800,000) and more have to spend at least 2% of their average net profit over the previous three years on CSR activities. With the introduction of new Company act 2013 India became the first country in the world to have legislation for compulsory CSR spending. The paper aims at analyzing the motive of making CSR spending mandatory and it also attempts to explain the concept of CSR in the present Indian scenario, the social issues addressed by the Indian corporations, and methodologies adopted by them to address those issues.

Purpose The formation of entrepreneurial ecosystems is recognized as an activity that can produce economic development and community revitalization. Social entrepreneurship is also an activity that is receiving growing attention because of its potential for addressing social and economic problems. However, while scholars have focused on how the participants in entrepreneurial ecosystems, such as investors and support organizations, influence ecosystem functioning, it is not clear what role social entrepreneurs can play in entrepreneurial ecosystems. Nor is it known how the entrepreneurial ecosystems in which social entrepreneurs are located can influence the founding and operation of their ventures. The paper aims to discuss these issues. Design/methodology/approach In this conceptual paper, theory is proposed to explain the interrelationship between entrepreneurial ecosystems and social entrepreneurship. Findings It is theorized that entrepreneurial ecosystems will influence the operations and effectiveness of social entrepreneurs through mechanisms such as the ecosystem’s diversity of resource providers, support infrastructure, entrepreneurial culture, and learning opportunities. In turn, social entrepreneurs can shape the entrepreneurial ecosystems in which they are situated by influencing the heterogeneity of ecosystem participants, garnering attention for the ecosystem, and increasing its attractiveness to stakeholders. Originality/value Scholars examining entrepreneurial ecosystems have not studied the role of an increasingly important market actor: the social entrepreneur. At the same time, work on social entrepreneurship has not emphasized the community of social relations and cultural milieu in which social entrepreneurs found their ventures. The theory developed addresses both of these omissions and has important implications for practitioners focused on spurring entrepreneurial ecosystems and social entrepreneurship.

RÉSUMÉL’article présente les résultats d’une recherche portant sur les notions d’entrepreneur social et d’entrepreneur collectif. Après avoir défini le concept d’entrepreneur, nous voyons comment les qualitatifs « social » et « collectif » transforment l’idée d’entreprendre en un projet plus intégré où les objectifs sociaux, politiques et économiques sont « harmonieusement » agencés. La recherche repose essentiellement sur la réalisation d’une revue de littérature de textes clés produits en langue française et anglaise en Amérique du Nord et en Europe. L’analyse des données recueillies nous permet de présenter des critères simples pour proposer une définition de ces notions qui devrait rendre compte de la réalité des pratiques rencontrées sur le terrain et des contributions théoriques et critiques faites par les auteurs et travaux consultés. Elle permet aussi de présenter une dizaine de constats qui illustrent tant les points de convergence que les divergences observées entre les types d’entreprenariat étudiés.ABSTRACTThis article presents the results of a study bearing on the notions of social entrepreneur and collectiveentrepreneur. After defining the concept of entrepreneur, I look at how the adjectives “social” and “collective” transform the project of being an entrepreneur into a more integrated one where the social, political and economic objectives are “harmoniously” organized. The study is essentially based on a literature review of key English- and French-language texts written in North America and in Europe. The analysis of the collected data allows me to present simple criteria for proposing a definition of these notions that should take into account both the reality of the practices encountered in the field and the theoretical and critical contributions made by the authors and the texts that I consulted. It also enables me to present ten observations that illustrate both the points of convergence and divergence between the types of entrepreneurship that I studied.

This article is dedicated to the analysis of the essential hallmarks of social services procurement. The attention is focused on the absence of the unity of the scientists’ thoughts as for the definition of the term “social procurement”. It has been determined that in the foreign scientific literature the scientists to denote the term “social procurement” use the notions “social contracting”, “social order” and “social commissioning”, and they use these notions with slightly different meanings. Therefore, the notion “social procurement” is defined as: 1) activity of a country; 2) form of the state support; 3) complex of measures; 4) legal mechanism. The article has grounded the expediency of the definition of social procurement in the legal relations of social care as a special legal way to influence the behavior of the parties of the social care legal relations. The publication advocates the idea that social procurement is one of the conditions for the rise of the state and private sectors partnership. The state-private partnership in the legal relations regarding the provision of social services is proposed to be defined as cooperation between Ukraine, AR of Crimea, territorial communities represented by the competent state bodies, self-government bodies (authorized bodies in the sphere of social services provision) and legal entities, but for the state and municipal enterprises and establishments, and organizations (providers of social services) regarding the provision of social services, which is carried out on the basis of an agreement and under the procedure set by the Law of Ukraine “On Social Services” and other legal acts that regulate the social care legal relations. The article substantiates the thesis that the subject of the social procurement is social services and resolution of social issues of the state/regional/local levels in the aspect of the satisfaction of the needs of people/families for social services (state/regional/local programs of social services). It has been determined that the main forms of realization of the social procurement in the social care legal relations are public procurements of social services and financing of the state/regional/local programs of social services. The public procurement of social services is carried out under the procedure set by the Law of Ukraine “On  Public Procurement” taking into account the special features determined by the Law of Ukraine “On Social Services”. The social procurement in the form of financing of the state/regional/local programs of social services is decided upon the results of the tender announced by a client according to the plan for realization of the corresponding target program.

The problems of measuring the efficiency of social entrepreneurship have been affected. The aim of the study is to identify the most relevant methods for measuring social value and evaluating the effects that arise as a result of the activities of social organizations. Various interpretations of the definition of the term “social entrepreneurship” have been given in the article. The main elements of the process of social entrepreneurship, features of the goal setting and risks of activities in the study area have been emphasized. The stages of planning activities in the field of social entrepreneurship have been described. The most common problems of measurements and evaluation of social effects that social entrepreneurs have to deal with in the process of carrying out activities related to the implementation of social projects: difficulty in achieving a quantitative evaluation, difficulty in predicting the long-term effect of activities, limitations on costs, time resources, indicators of accuracy and interpretation of results have been revealed. Problems in forecasting the effectiveness of social projects have been identified. The main methods that can be used by social entrepreneurs and organizations for measuring the social value and assessing impact of ongoing activities (method of cost-benefit analysis, method of social accounting, method of social return on investment, method of analysis of the main resources of efficiency) have been analysed. Recommendations for social entrepreneurs have been formulated.
