Open Access as a Platform for Sustainable Development

Open access publishing is a cross-cutting issue that has the potential to contribute to most Sustainable Development Goals (SDGs), which are reliant on improved access to information and knowledge. Open access publishing makes scientific results available for everyone, and thus facilitates new discoveries and empowers researchers through rapid and efficient access to knowledge. Open access is a platform of knowledge management. There is a clear link between open access and access to information, and therefore between open access and sustainable development. International organizations such as WIPO and UNESCO have already recognized this connection and have changed their own internal policies and officially recognize open access as a driver for achievement of the SDGs and sustainable social, political, and economic development. In the above context, this chapter discusses how sustainable development can be realized through open access platforms. The chapter is based on in-depth literature review. The chapter commences with a brief review of the literature on the major concepts, which is followed by a description of the role of open access in attaining sustainable development. Thereafter, the status, prospects, and challenges of open access publishing in Africa are discussed. Finally, the chapter provides recommendations for attaining sustainable developments goals through open access publishing in Africa.

Abstract The Sustainable Development Goals (SDG’s) developed by the United Nations in 2015 are global benchmarks for all countries to meet by 2030 to ensure well-being and prosperity while protecting and promoting human rights and freedoms. The underlying pledge is that no one will be left behind Globally, older adults are one of the most vulnerable populations, suffering from poverty and poor health and little social protection. Social workers can play key roles in assuring that the concerns and interests and rights of older adults are recognized in the SDGs and in the policies developed to meet them. This paper focuses on 6 of the SDG’s that are most pertinent to the status and inclusion of older people and the implications they have for specific social work involvement.

Access to information and knowledge is a fundamental element in an informed and democratic society. Open access (OA) allows users to freely access information and knowledge if they have access to internet. This chapter presents barriers to enhancing OA to information and knowledge with a reference to Africa. The said barriers are akin to the Biblical Walls of Jericho which prevented Israelites from capturing their Promised Land of Canaan. It starts by defining what OA entails, highlights the characteristics of OA and its types. Furthermore, the chapter highlights opportunities brought about by OA to information and knowledge which supports the attainment of sustainable development goals (SDGs). Lastly, the chapter suggest strategies that can be adopted to enhance OA in Africa and thus make it a precursor for the achievement of SDGs. This study is qualitative and used content analysis from available literature to address the research problem.

Nowadays, great attention is paid to the role of libraries in sustainability. Their role is especially given in promoting not only sustainable development goals (SDGs) but their achievements, too. The reason for this is in their part in necessary promotion of literacy and offering free access to information about environment, environmental protection, sustainability, and SDGs. This is easily understandable bearing in mind that libraries must have their task in providing indispensably knowledge for current and future generation about these crucial issues for survival of mankind. In addition, it is generally known that current and future generation represent the foundation of sustainable development and all of the SDGs. On the other hand, higher education is a crucial mean for creating globally competent students for a more sustainable future. Bearing this in mind, we have conducted a survey on the students’ opinion about the role of libraries in providing environmental sustainability and SDGs goals knowledge. Results of the survey were analyzed using SPSS 24 software for statistical analysis and they are presented in final parts of this paper.

Modern approaches of understanding the concepts of accessible tourism for everyone are analyzed in this paper. Accessible tourism for everyone means that anytourism product should be designed irrespective of age, gender and ability, and with no additional costs for customers with disabilities and specific access requirements. The role of the principles of universal design for accessible tourism for everyone is described. In contrast to the concept of accessibility, which only applies to low-mobility categories of the population and focuses on physical access to transport and premises, as well as access to information, the concept of universal design emphasizes creating the same conditions convenient for all users, without impersonating any of them. The connection between accessible tourism for everyone and the goal of sustainable development is revealed. Accessible tourism for everyone significantly contributes to the achievement most of sustainable development goals. Three main prerequisites for the development of accessible tourism for everyone in the European Union are determined and characterized by: existing accessibilitylegislation and standards at the global, European and national levels, population ageing and increase in the number of people with disabilities. In Ukraine there is a lack of accessibility standards for tourism facilities and services. It is important to transfer experiences and knowledge that exists in the European Union to Ukraine and ensure an adapted implementation to local requirements. A map of the most accessible cities of the European Union is created and the quantitative distribution of these cities by country of ownership is presented. Accessible to all tourism chain is analyzed on the example of Ljubljana city in Slovenia, which was twice noted by the European Commission as one of the most accessible.

The study of law focuses, among other aspects, on important issues relating to equality, fairness and justice in as far as free access to information and knowledgeis concerned. The launching of the Open Access to Law Movement in 1992, the promulgation of the Durham Statement on Open Access to Legal Scholarshipin 2009, and the formation of national and regional Legal Information Institutes (LIIs) should serve as an indication of how well the legal world is committed to freely publishing and distributing legal information and knowledge through the Internet to legal practitioners, legal scholars and the public at large aroundthe world. In order to establish the amount of legal scholarly content which is accessible through open access publishing innovations and initiatives, this studyanalysed the contents of websites for selected open access resources on the Internet internationally and in South Africa. The results of the study showed that there has been a steady developing trend towards the adoption of open access for legal scholarly literature internationally, while in South Africa legal scholarly literature is under the control of commercial publishers. This should be an issue for the legal scholarship which, among its focus, is to impart knowledge about the right of access to information and knowledge.

Public sector organizations, primarily higher education institutions (HEIs), are facing greater levels of responsibility since adopting and committing to the Agenda 2030 for Sustainable Development (SD) and its 17 Sustainable Development Goals (SDGs). HEIs are expected to provide guidance for various stakeholders on this matter, but also to implement this agenda and the SDGs in their institutions. Although the role of these organizations has been recognized, the fields and issues that HEIs should address on their path towards sustainability and SD are still unclear. To provide further clarity, a semi-systematic literature review on sustainability and SD in HEIs was conducted to identify both the key concepts and main research themes that represent sustainability and SD in HEIs and to identify research gaps. This review increases our knowledge of this topic and enhances our understanding of sustainability and SD in the context of HEIs.
