The chapter focuses on the historical aspect of economic development stages. It identifies agriculture-based, industrial, and post-industrial economies' characteristics. It is demonstrable that the problem of limited resources, the use of waste from consumption, and production has always existed. However, these problems were solved differently in different historical periods. The accumulated problems can be solved by the transition to a circular economy model. When studying the Russian experience in the transition to a circular economy model, the focus remains on Russian legislation. The example of Russian industrial enterprises shows the practical application of the circular economy principles. The research covers such enterprises as PJSC NK ROSNEFT (which includes PJSC ANK Bashneft, Bashneft-Ufaneftekhim, JSC Novokuibyshevsky Oil Refinery, and JSC Rospan International), PJSC TATNEFT, PJSC MMC Norilsk Nickel, PJSC Magnitogorsk Iron and Steel Works. The presentation is on strategies, policies, and programs aimed at ensuring industrial safety, labor protections, and the environment.

The article provides an overview of scientific research by scientists from around the world on the formation and implementation of the principles of a circular economy. Attention is also paid to the historical aspect of the formation of the stages of economic development. The characteristics of the agrarian, industrial and post-industrial economies are given. It is shown that the problem of limited resources and the use of consumption and production wastes has always existed. But these problems were solved in different ways in different historical periods. The solution to the accumulated problems is the transition to a circular economy model. Introduction of more advanced technologies allows not only to reduce the negative impact on the environment of current production activities, but also to reduce the volume of accumulated waste over the previous periods of production activities. When studying the Russian experience in the transition to a circular economy model, attention is paid to Russian legislation. The practical application of circular economy principles is shown on the example of a Russian industrial enterprise. The ecological program “Clean City”, which was developed at Magnitogorsk Iron and Steel Works, is considered. It should be implemented in stages until 2025. The ongoing programs require significant financial resources and cannot be implemented in the short term. The graphs show the result of the ongoing program: reduction of emissions of pollutants into the atmosphere, into water bodies, comparative data on specific emissions of sulfur dioxide (SO2) kg/ton of steel at the leading metallurgical plants in the world (2017). The environmental safety of the production processes of the Magnitogorsk Iron and Steel Works is ensured not only by advanced technologies, but also by modern methods of environmental management. The enterprise has implemented an environmental management system in accordance with the requirements of the international standard ISO 14001, which is confirmed by a certificate issued to the enterprise. The independent appraisal of the enterprise in 2018 was carried out by the Living Planet TV channel and the Modern Media Institute (MOMRI); energy rating agency Interfax-Era; World Wildlife Fund (WWF).

Modern methods of estimation of working conditions at the metallurgical enterprise are considered on the occupational safety due to European standards. The main approaches are identified in determination of hazards at work, assessing of technological risks and injuries as an example for one of the Iron and Steel Works,Mariupol,Ukraine. The purpose of this work is to analyze the effectiveness of the introduction of international methods in the field of health safety, assess the effectiveness of the safety management system at an industrial enterprise. The analysis of the process of implementing European standards in the field of the health safety at industrial enterprises is a prerequisite for their further successful application, reducing the level of injuries. The procedures for drawing up the matrix of risk assessment (HAZID method), assessment of working capacity of technological processes (HAZOP method), and safety assessment of works (ISA method) are considered. The analysis of the efficiency of measures to increase of health safety in the energy (gas) sector at the enterprise was carried out. A graph of the dynamics of the decline in industrial injuries in five years is shown. The main statistical indicators that are used to account for industrial injuries at an industrial enterprise are given.

Abstract The aim of the paper was to consider the extent of the impact of revitalization on the evolution of post-industrial sites, which manifests itself in morphological and functional changes of urban space. Research was performed on three former iron and steel works areas located in the Ruhr region in Germany: one of the Thyssen's ironworks in Duisburg - Meiderich, the area of steelworks complex Gute-Hoffnungs-Hütte in Oberhausen and the area of the iron and steel works Phönix in Dortmund - Hörde. Methods were applied specific to urban morphology. For each object of study a comparative analysis of the town plan was carried out. Town plans were compared before and after the revitalization process and special attention was paid to land use. This allowed us to observe morphological and functional changes which occurred as a result of the revitalization of the study areas. The research showed that the revitalization of post-industrial space may be conducted in many different directions but irrespective of that it has a huge impact on the evolution of urban space in both a morphological and a functional way. The extent to which revitalization affects morphological and functional structure of urban space depends on the future plan for the spatial development of the site and its attitude to its post-industrial heritage.

The article discusses the basic principles of the implementation of the transition from a linear economy to a circular economy model. The article summarizes the existing problems that require solutions to create new jobs, increase economic growth, and create a balance between the economy, environment and population. The authors present examples of building a circular economy model in foreign countries. The importance of the tasks of implementing and promoting the circular economy was revealed, thanks to the involvement of all participants in the society in this process and the motivation for companies and investors. Effective tools for moving society towards a resource-efficient closed-cycle economy, increasing energy efficiency, energy conservation and reducing the energy intensity of the gross domestic product, due to the entry into a competitive level of renewable energy sources are investigated. The introduction of digital technologies and artificial intelligence in automated accounting of resource consumption, as well as the improvement of accounting rules will create opportunities for the end user to manage resource consumption taking into account the principles of a circular economy. The authors' study emphasizes that circular economy products and services should minimize resource use and promote reuse, recovery and recycling of materials in the future, leveraging existing product policy instruments, further support for the repair sector, improved design for reuse, and high-quality packaging recycling. The authors in the article propose to legislate the subsidizing of enterprises participating in the circular chain and subsidizing innovative developments in the field of the circular economy in the Russian Federation.
