This chapter explores the theory and practice of strategy that social entrepreneurs deploy to run their ventures in a sustainable way. A critical link between strategy and practice of social enterprise is discussed in detail in this chapter. The chapter focuses only on the strategic management framework and adapts it to include business analytical tools that social entrepreneurs use such as TOC, ABCD, Forms of Capital, SROI, etc. Social entrepreneurs run businesses to generate earned income and reinvest profits back into the business for a social purpose rather than for personal gain like an entrepreneur. Social enterprises include and mean different things to different people, they include a spectrum of trading organisations, such as cooperative societies; charities involved in a trading activity like charity shops; civic enterprises set up by local governments; credit unions and microcredit organisation run by social entrepreneurs. SE missions and characteristics enable them to be very attractive to the public and stakeholders.

The literature on financial sustainability is scattered in such a way that a synthesis is indispensable. The present study on an annotated bibliography of financial sustainability seeks to fill this particular gap by presenting a collation of published literature in the sphere. The sectorial analysis depicted that ability to cover the costs from its own resources and ability to pay debt were the key dimensions to measure financial sustainability. The majority of the studies were found in the public sector covering local governments and central governments particularly in such European countries as Spain, Italy and England. Earning enough resources, asset sustainability and the ability to repay obligations are the three dimensions to assess financial sustainability. The study also pointed out the key research areas, variables and analytical tools among other trends in the literature. The present study assists the future researchers in reviewing the literature on financial sustainability and developing research methodology.

PurposeThis paper aims to examine how government continuity planning contributes to strengthening the public sector's emergency preparedness, resulting in enhanced resilience of the public sector. Government continuity plans (GCPs) are a recently focused concept in disaster preparedness, compared to business continuity plans (BCPs) in the private sector. The need for BCPs was widely recognized after the 2011 Great East Japan Earthquake (GEJE) and the 2011 Thailand Floods. However, recent disasters, such as the 2016 Kumamoto Earthquake in Japan, have revealed that local governments without effective GCPs were severely affected by disasters, preventing them from quickly responding to or recovering from disasters. When the GEJE occurred in 2011, only 11% of municipal governments in Japan had GCPs.Design/methodology/approachThe paper analyzes basic principles of government continuity planning using complex adaptive systems (CAS) theory while summarizing recent developments in theory and practice of government continuity planning.FindingsThis research investigates the Japanese experience of GCPs using self-organization, one of the concepts of CAS. A GCP will complement regional disaster plans, which often focus on what governments should do to protect citizens during emergencies but fail to outline how governments should prepare for an emergency operation. The study concludes that GCPs contribute to increased resilience among the public sector in terms of robustness, redundancy, resourcefulness and rapidity.Practical implicationsThis paper includes implications for the development and improvement of a GCP's operational guideline.Originality/valueThis research fulfills an identified need to investigate the effectiveness of a GCP for resilience in the public sector and how to improve its operation using concepts of CAS.

This article furthers a sociomaterial framework to examine inter-organizational boundaries in government IT projects. It engages in a dialogue with the practice theory-based approach to boundary spanning and utilizes analytical tools and epistemologies drawn from the social studies of technology. It aims to contribute to a situated, material understanding of inter-organizational boundaries. We argue that boundaries in outsourcing relationships can be de facto enacted through definitions of what counts as relevant knowledge. Information systems have a key role in eliciting such definitions, thus establishing knowledge asymmetries and regimes of inclusion and exclusion. The article responds to the call to value the role of artefacts in IT research. Furthermore, it eventually shows that understanding knowledge asymmetries triggered at the micro-level of information systems can help to examine macro-scale transformations between the public and the private sectors. To illustrate the framework, two ethnographic case studies of governmental IT projects are discussed. The first case concerns a permit and licence submission service in Italy. The second case analyses a 20-year-long database integration carried on at the Dutch land registry. In the first case, information systems made relevant a form of knowledge developed by contractors; in the second case, the integration process valued knowledge developed in-house. Three sets of implications are drawn for the theory and practice of inter-organizational IT projects. To conclude, the article focuses on inter-organizational boundaries involving the public and the private sectors and foresees a novel interdisciplinary research direction at the confluence of information systems and political studies.

Purpose In many regions, the potential of social entrepreneurship and social innovation are not fully used. The purpose of this study is to explore issues and challenges in the business advisory support offered to social entrepreneurs and, from this background, give suggestions on how the advisory process to social entrepreneurs could be modified to better gain society. Design/methodology/approach Representatives from 15 business advisory organisations in Sweden were interviewed to examine how their support to social enterprises meets the needs of the companies, and to discover possible problems encountered regarding the business advice available to social enterprises. Using thematic analysis, six different overarching themes were identified that characterise issues and challenges in the business advisory support offered to social enterprises. Findings The results show that many advisers lack experience in social entrepreneurship, yet they consider that social enterprises are not “genuine” entrepreneurs, and that they, therefore, refer them to advisers focussing on co-operative enterprises. Furthermore, the absence of sustainable business models, the lack of financial resources and the existence of municipal monopoly are identified by the advisers as challenges. Practical implications This paper reveals an Achilles’ heel in the business advisory support offered to social enterprises, namely, the lack of experience and knowledge of social entrepreneurship amongst current business advisers, as well as a prioritisation of advice to more “commercial” entrepreneurs because of policy instruments and the expectations from the public funders of increased profitability and growth in the companies that receive advice. The mainstream business advisory service could play a key role by bringing together the various stakeholders in this shared value process. This would, however, require increased knowledge and new government policies and directives that ensure that social entrepreneurs are prioritised in the business advisory situation. Originality/value This paper demonstrates that the current advisory system is not adapted to fit the needs of social enterprises. It also proposes the need to include participation and proximity in the business model design.

Abstract Social enterprises have positive effect on sustainable development, and they have become an important instrument for solving social problems (especially in rural areas), as the national and local governments alone cannot solve all such problems. To foster the development of social entrepreneurship, Latvia has introduced several support instruments for social enterprises, which include tax relief, privileged procurement contracts, grants, as well as non-monetary kinds of support. However, social entrepreneurs often point out that support from the national and local governments is insufficient, while the support instruments stipulated in the Social Enterprise Law are not widely used. Therefore, the aim of the research is to analyse national and local government support instruments for social enterprises in Latvia. The research found that the most important financial instrument fostering the development of social entrepreneurship in Latvia is a grant scheme administered by the Ministry of Welfare and the JSC Development Finance Institution Altum, which is available in the range of EUR 5000 to 200000 for investment and working capital. In the period 2017-2020, 94 social entrepreneurship projects with a total budget of EUR 6 million were supported, which could be viewed as significant financial support. In contrast, immovable property tax relief, exemption from enterprise income tax (on profits) and relief from this tax for several categories of non-business expenses are considered by social entrepreneurs to be an insignificant kind of support. There is also lack of experience and practice regarding the inclusion of social criteria in public procurement in Latvia.

Current research tells little about how to assess the public incentive policies designed to persuade local governments to set up partnerships. This first paper of ongoing research illustrates an evaluation method based on the ‘realist approach’, the tenets of which assign a key role to the context in which the mechanisms of a public programme work (or not). The evaluation framework is intended to be a tool to assist and inform future policymaking and practice. The paper provides a picture of the current scientific debate by exploring the relevant literature; outlines a research path aimed at building an empirically-based model for assessing public policies to promote and support local partnerships in the Italian Region of Sardinia; and indicates a possible context of use for the theory through an illustrative example.

The emerging interest in social entrepreneurship is challenged in practice by the complexity of balancing economic and social aspects, and by the difficulties of getting the public to understand the very concept of social enterprising. How can we support social entrepreneurs in developing and growing their organizations? The cognitive advantages of thinking and working visually are well established in the literature, but not yet applied to guide the entire social enterprising process. Mapping and communicating ideas visually can provide several benefits, not only in the ideation phase, but also for managing, optimizing, and growing a social enterprise. We present a framework with visual formats that can be utilized by social entrepreneurs in each specific phase of the social enterprise development: (1) idea generation, (2) social enterprise model refinement, (3) idea promotion and resources acquisition, (4) planning, (5) sales and instructions, (6) scaling impact, and (7) measuring and monitoring. At a theoretical level, the framework aims to structure and summarize the benefits of visual representations of knowledge for the field of social entrepreneurship. This visual approach has practical applications for social entrepreneurs who can utilize it as an overarching tool, for an informed selection and use of visualizations to support the development of their social ventures.

Until 2018, there was no legal form in Latvia to regulate businesses that were not aimed at profit making. Therefore, non‐profit oriented organizations were forced to operate in a controversial legal status. The entrepreneur could choose to be a merchant, or to do entrepreneurship through a nongovernmental organization – which is not suitable for entrepreneurship. Local municipalities were also forced to act in a manner like entrepreneurs. In order to give their organizations autonomy, municipalities set up commercial companies that, according to Latvian legislation, were programmed to make profit. This led to a situation where the municipality, which ‘’a priori’’ operates for the benefit of citizens, when establishing a new municipal company must behave like pure merchant whose only aim is profit. In this study, the possibilities of local governments to engage in social entrepreneurship were studied by using triangulation of data obtained by different research methods. The work assesses the possibilities of local governments in Latvia to transform their existing organizations, establish new social enterprises, and entrust social entrepreneurship functions to social enterprises founded by the private sector.

A Review of: Corrall, Sheila. "Information Literacy Strategy Development in Higher Education: An Exploratory Study." International Journal of Information Management 28 (2008): 26-37. Objective – To examine the development of information literacy (IL) strategies in higher education by assessing content and presentation of IL strategy documentation, and to explore the application of corporate strategy concepts and techniques to IL strategy. Design – Comparative, multi-case study. Qualitative analysis. Setting – U.K. universities. Subjects – Twelve information literacy strategy documents from ten institutions. Methods – Google was searched for IL strategy documents (restricted to the ac.uk domain), the LISINFOLITERACY discussion list was queried, and the Web sites of all U.K. universities were searched for a total sample of 12 documents at 10 institutions. Results of the data capture were discussed in the context of the literature on strategic management. Main Results – Corporate strategy tools and techniques are extensive in the literature, trending toward an emphasis on holistic thinking and marketing concepts. Many themes identified in the documents were consistent with the literature. While the format and style varied, all documents emphasized the integration of IL into subject curricula. All stressed the need to build collaborative partnerships between library/information staff and academic staff. Significantly, many strategies aimed to reach the broader institution, although poor articulation undermined this ambitious goal. In three, IL intervention was intended for the whole university community. However, the target audience often was not well defined. Seven of the IL strategies identified additional partnerships to effect change at the policy level. Another key theme was the adoption of recognized IL standards; seven proposed the SCONUL (1999) model. All strategies recognized the importance of learning outcomes; six stated them explicitly. Prominent was the integration of e-learning resources, namely online tutorials. Many strategies recognized the need for marketing and advocacy activities. Half considered professional or staff development issues, as supported in the literature. All strategies explained in detail the context of their IL proposals, citing external challenges (growth of digital information, employer demand), external evidence (official reports, benchmarking statements, studies), and internal evidence (stakeholder concerns, institutional strategies) to support the need for IL. The documents specified a range of teaching modes from informal reference desk encounters to strategic positioning in relation to the broader community. Half defined or described IL. Seven documents were labelled strategies, but many did not comply with content elements defined in the literature. Other features of the literature poorly represented in the documents included: the need for well articulated objectives, mission and vision statements, attendance to broader strategic issues, stakeholder analysis, and the prioritizing of IL activities with portfolio development. Only two had action plans. Seven documents were in the public domain. Conclusion – Information literacy is recognized as an essential competence for participation in higher education, the workplace and society, and information professionals have long promoted IL. In response to the changing information environment they have sought to formalize policies and strategies to embed IL institutionally, working collaboratively with key stakeholders in the process. In this study of strategic documentation from 10 U.K. universities, IL objectives were consistent although the format and style of documentation varied. The author concludes that one or more strategic management models or tools available could improve IL strategy development, consistency, and coherency. Most importantly, an overarching strategic management framework should be used to resolve ambiguity and inconsistency, improve articulation, and maximize the effectiveness of strategy documents, thus avoiding weaknesses identified in the study. As noted by the author, the library literature has progressed to include strategic management concepts evidenced, in part, by the number of libraries using Kaplan and Norton’s scorecard system. But improvements can be made: conforming to strategic planning norms could strengthen IL strategy. Elements of models from the public or private sectors might be tailored to meet the specific needs of IL strategies. Further research could identify suitable strategy models for IL development. The process of implementing IL strategy should also be considered in future research. The author notes it would be interesting to explore the relationship between IL strategies and other organizational strategies and to compare IL strategies in other sectors.
