Transformative Potential of Agricultural Mobile Market Information System in Tamilnadu, India

The agricultural sector is the largest and most critical economic sector and a developing country like India, with its economic backbone as agriculture, is highly dependent to sustain its population. To compete with other agricultural economies, a need exists to create effective linkage between the seat of agricultural production and market forces involved in the provision of goods to the consumers within India. A strong network communication must be established between the various stakeholders of agricultural trade to facilitate a balance between demand and supply. With the advent of mobile phones, internet, and other Information and Communication Technologies, new possibilities and multi-dimensional factors that create instant communication between the target groups have emerged and these ICT tools could be used as a source of agricultural information dissemination to the farmers. This paper analyses mobile based agricultural Market Information Services (MIS) that deliver critical market price information to farmers in Tamilnadu, India. The study also provides an overview of the ICT based mobile market linkage systems and analyses the operability of such projects. The study also assesses the benefits of such projects in providing relevant information to the farmers and the emerging opportunities for rural farmers to make constructive use of the e-agriculture projects.

The article develops and substantiates the theoretical and methodological and applied principles of innovative development of agricultural production in the context of digitalization of the economy. In modern conditions, the key to sustainable development and efficiency of the agricultural sector is the use of advanced technologies and developments, including digital, which is especially important for our state, which aims to form an information society. It is determined that informatization and globalization of the economy, as well as reducing the share of traditional ways and industries, expanding the service sector, knowledge-intensive and high-tech industries are prerequisites for structural transformations of the economy, which are necessary for innovative development and digitalization. It is noted that by overcoming information barriers, increasing production capacity and changing the nature of production processes, digital technologies can make economic development more inclusive, efficient and innovative. The current level of digitalization of the economy allows to organize mechanisms for collecting, processing and delivery to the place of use of basic and effective information with minimal use of labor, material and financial resources to perform these functions. Having relevant information is a unique competitive advantage of businesses, which allows them to increase the accuracy of forecasting their activities and, thus, to ensure economic stability. By simplifying tasks and increasing the productivity of existing factors of production, digital information and communication technologies can significantly increase the economic efficiency of agricultural production. It is established that for a harmonious combination of all possible directions of innovative development it is necessary to create certain conditions, the main of which is a single digital platform, the formation of which will promote innovative development of agro-industrial enterprises, which is a necessary and sufficient condition for structural and sectoral transformations.

Multiple factors constrain smallholder agriculture and farmers’ adaptive capacities under changing climates, including access to information to support context appropriate farm decision-making. Current approaches to geographic information dissemination to smallholders, such as the rural extension model, are limited, yet advancements in internet and communication technologies (ICTs) could help augment these processes through the provision of agricultural geographic information (AGI) directly to farmers. We analysed recent ICT initiatives for communicating climate and agriculture-related information to smallholders for improved livelihoods and climate change adaptation. Through the critical analysis of initiatives, we identified opportunities for the success of future AGI developments. We systematically examined 27 AGI initiatives reported in academic and grey literature (e.g., organisational databases). Important factors identified for the success of initiatives include affordability, language(s), community partnerships, user collaboration, high quality and locally-relevant information through low-tech platforms, organisational trust, clear business models, and adaptability. We propose initiatives should be better-targeted to deliver AGI to regions in most need of climate adaptation assistance, including SE Asia, the Pacific, and the Caribbean. Further assessment of the most effective technological approaches is needed. Initiatives should be independently assessed for evaluation of their uptake and success, and local communities should be better-incorporated into the development of AGI initiatives.

Recent growth in mobile telephone and mobile-based information services in many developing countries provides opportunities to reduce costly and incomplete information dissemination in the agricultural sector and ensure efficient functioning of markets. But in order to successfully use mobile phones for the optimal development of agricultural markets, understanding the impact of social structure on mobile phone adoption, its uses and perceived impacts are invaluable. Although global assessments of capacity in the use of information communication technology (ICT) devices have been considered, such assessments mask significant geo-spatial variations among local farmers—male and female—with respect to their capacity to effectively use basic mobile phone functions. Documenting and recognizing this is important for the development of national agricultural ICT policies, as well as programmes aimed at increasing farmers’ knowledge and use of ICT for agricultural marketing. This article’s contribution to agricultural marketing and the use of ICT in developing countries (such as Ghana) is anchored in the assessment of the technical capacity and mobile telephone-based market information access to farmers in selected rural districts of Ghana. The selected districts are where most households are poor and heavily dependent on farming as their mainstay, and furthermore, where market information which mobile phones facilitate is crucial to maximizing their incomes.

Beside the fact that the Internet was not primarily educational network (it didn’t emerge from the intention to be systematically used in the field of education), shortly after it emerged, possibilities of its application in education were recognised. This paper is dedicated to analysis of the most important chronological moments (technological and social in the first place) that were crucial in sense of comprehensive application of the Internet in service of education in general, but also in service of adult education. Having all mentioned in focus, in more details, we analysed emergence and development of the Internet observed as educational computer network in frame of general development of information and communication technologies. While realising mentioned analysis, our focus was on four historical periods of educational computer technologies. We also intended to emphasize the activities of international institutions that followed, encouraged and supported the development of the Internet use and the use of other information and communication technologies in the field of education. According to that, we distinguished the main moments referring activities of these organisations which describe in the best manner their contributions to growing application of the Internet in education in general, but also in adult education.

The arrival of information and communication technologies is nothing new. The number of people using these technologies and moving in cyberspace is growing, and therefore it is an important role of the state to respond sufficiently to such developments. A fundamental role of the state is to create a stable security system consisting of complex legislation as well as creation of a legislative environment capable of responding flexibly to the growing number of diverse incidents in cyberspace. Sufficient legal regulation consisting of unambiguous determination of competencies and tasks of individual subjects represents the basic pillar for the creation of a stable security system. The role of the state is also to maintain existing and create new partnerships with organizations that are able to provide relevant information and knowledge in the field of cyber security.

The presentation of Islamic Financial Statements has been regulated in PSAK 101 and every bank needs to refer to it. As we know, PT Bank Syariah Mandiri is the number 1 largest Islamic bank in Indonesia and other information obtained by researchers, PT Bank Syariah Mandiri will merge with 2 other Islamic state-owned banks, namely PT Bank BNI Syariah and PT Bank BRI Syariah. Therefore, researchers are interested in examining whether the financial statements of PT Bank Syariah Mandiri are appropriate in applying the application of Financial Accounting Standards 101. The types of data used are qualitative and quantitative data, the data used are general company information and company financial statement information in 2019. Sources the data used is secondary data. The data collection method is literature study. In the financial statements of PT Bank Syariah Mandiri, the bank has reported all components of the financial statements in PSAK 101. In the Statement of Financial Position PT Bank Syariah Mandiri does not include the Istishna Assets in Settlement and Salam Receivable accounts in the Statement of Financial Position, but in PSAK 101 Paragraph 61 explains Statement of Financial Accounting Standards 101 does not regulate the composition or format of presentation of statement of financial position items. PT Bank Syariah Mandiri continues to present relevant information on the Statement of Financial Position. The school library is challenged to remain relevant in the 21st century learning environment. With young learners always consulting Google and other free search engines for subject assignment and other information needs and with the underwhelming quality of much web-based information, the school library must find an interesting and effective way to deliver authoritative and relevant information services through online tools. However, effective information services online are most often hosted from subscribed or paid Web 2.0 sites. These online services are capable of interactivity among learners and flexibility for individual schools’ administrative concerns. However, the ability to afford these services is frequently beyond the financial capability of schools from developing countries. The researcher explored the possibility of creating a school library website that serves as a pathfinder to online resources and electronically delivers other library-based school services using free Web 2.0 tools.

To harness the potential of Information and Communication Technologies (ICTs), developing countries need to develop national ICT policies that will serve as a framework for integrating ICTs at all levels of society. In the absence of that, different actors often engage in various actions for the same beneficiaries and in pursuit of the same objectives. That raises the need to define a national framework for the promotion and application of ICTs in the various production areas, particularly agricultural ones. It is for that reason that this study examined through qualitative methods (policy documents and semi-structured interviews) the national policy of Mali on the use of ICTs in agriculture. Data was analysed using the Qualitative Content Analysis (QCA) method with the aid of NVIVO 12 software. The results showed that the country has two policy documents that articulate the country’s strategy towards the use of ICTs in the agricultural sector, that is, the Agricultural Orientation Law and the National Strategy for the Development of the Digital Economy. Further examination revealed that that these two policy documents are neither appropriate nor coherent in today's Malian landscape. This has resulted in an underutilisation of digital tools by agricultural extension officers which led to the low agricultural productivity in the country. This study recommended therefore the recasting of both documents to take into account the reported observations

Abstract BackgroundIn an era of the global pandemic and social media dominance, trying to control the narrative on COVID-19 has been a challenging task for most governments particularly with news about the disease on various social media platforms. There have even been instances where people have sent false information about the number of confirmed cases, precautionary measures, drugs that boost the immune system which can threaten the lives of some users who are accessing this false information and misconceptions.Method This study analyzed spatial differences in Twitter misinformation on COVID-19 across 16 regions of Ghana by scraping 1,167 tweets from Twitter using API access. A total of 514 tweets were analyzed. The data were categorized into three namely; accurate information, misinformation, and other information. ResultsThe study results show that 72% of the tweets were accurate, 14% were misinformation and 14% represented other information. Among the regions, Greater Accra had the highest number of accurate information (45 tweets), and the Upper West Region recording the highest number of misinformation (12 tweets).ConclusionSpatial monitoring and management of information dissemination are useful for target setting and achievement of direct results in terms of diffusing misinformation and propagating accurate information. We, therefore, recommend official usage of Twitter for COVID-19 information dissemination as this usage will help offset possible misinformation from unformed individuals.

In recent years, the Turkish agricultural sector has had serious problems, such as lower yields, higher input prices, higher production costs and loss of competitiveness in foreign markets, all leading to reductions in both crop and animal production. At the same time, measures such as curtailment of state financial support to farmers and farming businesses, coupled with the increasing costs of production inputs including seeds, fertilizers, sprays, machinery and decreasing crop prices have negatively affected the sector and primarily the farmers. But, besides taking measures affecting structural change, it is also necessary to establish ways of ensuring accurate information exchange between farmers, agri-food industries and institutions for research and development if productivity and improvements in the competitive power of Turkish farmers within foreign and domestic markets are to be assured. The paper outlines the current situation concerning information and communication technologies (ICT) and agriculture in Turkey and the challenges facing the rural sector in striving towards a knowledge society.
