Knowledge of human potential and especially labor resources implies a system of indicators, a quantitative and qualitative analysis that is complex and truthful at all levels. Human resources are changing in size and features in an organization. We intend to represent the human resources of an organization and the changes they undergo by using mathematical modeling, differential equations and even default probabilities.

This article presents the original approach towards assessment of human potential of the territory from the perspective of economic security. Despite a wide variety of scientific publications that touch upon the issues of assessing the quantity and quality of human resources, there is no comprehensive research on them as a structural element of the system of ensuring economic security of the country and its administrative-territorial units. At the same time, the development of human capital significantly impacts the level of economic security of public legal entities, and the indicators that characterize its state may serve as the “markers” that allow tracing the instance of occurrence of the borderline states that threaten territorial economy. In light of this, the author aims to develop the indicators that on the one hand describe the provision of territorial-economic complex with labor resources, and on the other hand the fulfillment of socioeconomic needs of the population. Combined, they determine the degree of protection of the territorial economy from threats that arise due to the changes in quantitative and qualitative parameters of human capital. In the course of this research, the author develops the system of coefficients that reflect the parameters of human potential of the territory, constant monitoring and comparison with the “threshold” values, which are objectively required for assessing the level of economic security of meso-formations. It is suggested to include relative, tempo-based indicators in the list. Their application is oriented towards determination of changes in the quantity and quality of human resources and the predisposition of the territorial-economic complex to strengthening (weakening) the destructive socioeconomic processes.

The article reveals the issues of interdependence of the development of human capital in public administration on the level of its provision by the state in the context of COVID-19. In a democratic, civil, postmodern society, one of the main tasks is the development of systems for managing the efficiency of human capital in the context of public administration, as a means of obtaining higher levels of labor productivity. Today we have to state that the achievement of this efficiency in the use of human resources can be better achieved by orienting the performance management system to promote the attraction of new human potential in public administration at all levels. In this context, a new approach to the human capital management process is being actualized, which includes employee engagement and key factors of employee engagement at every stage. We are talking about a management model that includes the main ideas and offers a new perspective on how to develop and manage the involvement of human resources to achieve high levels of labor productivity in public administration in the context of COVID-19. The purpose of the article is to study the essence, characteristics and role of human capital in the context of public administration in the context of the existence of the epidemic danger of COVID-19

The article presents the meaning of human potential in philosophical and cultural anthropology. It shows that the understanding of human capital in management science should be based on the concept of human being and human activity as well as on ethics. The subjective treatment of a human being is important not only for human culture but also for the effectiveness of an organisation, human resources management and sustainable development.

This article has as goal to discuss the importance of Intellectual Capital’s management to obtain positive results from the investments of Human Capital from the sector of Human Resources of institutions of a private administrative nature and check what generates more positive results in Intellectual Capital: the investment in human resources for titration or new ways of management of Intellectual Capital. From the reach of these goals, the problem will be answered: How to obtain more results in terms of Intellectual Capital from the Human Capital? The hypothesis that guides this article are: the management of Intellectual Capital generates results so positive or more than the investments in human resources to obtaining the titration; Intellectual Capital’s management does not generate such positive results as the investments in human resources for titration. Inferences, deductions and inductions were built from a qualitative analysis of data in congruence to the theorized aspects and presented data. The results presented the need of having a management of Intellectual Capital for obtaining satisfactory results from human resources and that only the investment for obtaining titration does not provide the enlargement of Intellectual Capital.

The article considers conceptual approaches to the development, formation and development of personnel potential of the region, analyzes its growing importance as a vector of economic development, interrelation of human potential, quality of labor resources and the efficiency of labor productivity. The multidimensional complex indicator «quality of life», which characterizes the social development of territories, is considered. The human development index of the country's regions is analyzed, which demonstrates the correlation between the quality of human potential and indicators of socio-economic development of the regions. An approach to the formation of human resources at the regional level is formulated. Factors of the socio-economic development of the region and their impact on the formation of human resources are analyzed.

The article presents a comparative analysis of the approaches of domestic and foreign researchers to the definition of the concept “human resources”. It has been found that in the scientific literature there is no single generally accepted definition of the concepts “human resources” or “human resources management”. As a result of insufficient study of the conceptual apparatus, the relationship, interconnection and place in the system of economic knowledge of many theoretical constructs in the field of personnel management, human capital, human and labor resources become unclear. The main stages of the study of the essence of economic phenomena proposed by the economist-theorist V.N. Belkin are the following: assigning a name to a phenomenon, using terms adopted in science; definition of the content of an economic concept; definition of political and economic essence of the concept under consideration; description of the relationship of the concept studied with other concepts adopted in this field of science. Based on the analysis, the system-forming elements of the concept “human resources” are highlighted, the author's approach to the definition of the concept “human resources” and its political and economic essence are formulated. It has been inferred that the definitions have the following common elements: a person as a subject of labor activity; physical and spiritual characteristics of a person that can potentially be used in his labor activity. There have been presented the author’s theoretical ideas about the relationship between the concept of “human resources” and the concepts of “labor force”, “human capital”, “labor resources”, and “organization personnel”. On the basis of the presented relationship, the position of the concept “human resources” in the system of traditional concepts of management and labor economics has been defined.

Introduction. The employment potential has been steadily declining in Ukraine for the recent decades. The number of economically active population, which is the basis of labor potential has been declining, so there are concerns about the prospects of providing the national economy with living labor resources. Today, the human factor has become a priority in the system of "man-economy" and therefore the problem of labor potential formation and its transformation into human capital has become especially relevant. Considering the labor potential as an opportunity for the economically active population to provide the national economy with living labor resources, the nature of demographic and migration processes in the country and in particular in most regions is a matter of concern. As a result of these processes, there is an undesirable for the society, deterioration of the quality structure of labor potential: the working age population is reduced, there is an increase in emigration, especially of young people, for favorable employment and training. In recent years, there is no simple reproduction of labor potential. The number of people retiring is higher than the number of those entering working age. Existing trends in the reproduction of labor potential, especially the process of depopulation, in the near future require increased investment in the economically active population and the introduction of labor-saving technologies is the main direction to prevent labor shortages. Goal. To pay attention of scientists and specialists to the need to deepen research on the peculiarities of human capital formation in the regions, taking into account the demographic situation and trends in the development of their labor potential. Results. Considering the labor potential as a natural basis of human capital, the authors conclude that in a demographic crisis, investment in human resources is the key to economic growth and overcoming labor shortages, strengthening the human resources of society. To draw the attention of scientists and specialists to the need to deepen research into the features of the formation of human capital in the regions, taking into account the demographic situation and trends in the development of their labor potential. The article considers methodological approaches to the economic evaluation of human capital, methodological approaches for calculating the human capital index are proposed. Areas of targeted investment in labor potential to ensure its expanded reproduction are proposed.
