With the continuous development of our society and economy, urban planning plays a more and more indispensable role in modern city management. And the planning and construction of disasters emergency shelter and emergency evacuation road is a very important part of urban planning. By using ArcGIS software, spatial data can be stored, edited, managed, analyzed and so on. Using ArcGIS software, this paper focuses on the disasters emergency shelters, emergency evacuation roads and sources of secondary disasters in Laoshan district, Qingdao by referring to the national standard related the construction of disasters emergency shelter. What is more, it points out some unreasonable aspects of the existing disasters emergency shelter planning. At last, it puts forward some relevant advices regard to emergency evacuation roads and disasters emergency shelter.

Geographic information systems can be defined as a intelligent tool, to which it relates techniques for the implementation of processes such as the introduction, recording, storage, handling, processing and generation of spatial data. Use of GIS in urban planning helps and guides planners for an orderly development of settlements and infrastructure facilities within and outside urban areas. Continued growth of the population in urban centers generates the need for expansion of urban space, for its planning in terms of physical and social infrastructures in the service of the community, based on the principles of sustainable development. In addition urbanization is accompanied with numerous structural transformations and functional cities, which should be evaluated in spatial context, to be managed and planned according to the principles of sustainable development. Urban planning connects directly with land use and design of the urban environment, including physical and social infrastructure in service of the urban community, constituting a challenge to global levels. Use of GIS in this field is a different approach regarding the space, its development and design, analysis and modeling of various processes occurring in it, as well as interconnections between these processes or developments in space.

Information platform can connect all the urban management links and it is a key tool to improve the efficiency and quality of urban comprehensive management. In recent years, the construction of the urban management information platform has progressed rapidly, but problems such as insufficient resource sharing within the platform, poor information communication between departments, active supervision and monitoring are still outstanding and difficult to adapt to the city. From the perspective of urban comprehensive management needs, it is proposed that the ideal platform should consist of a city management sub-platform responsible for the necessary administrative permits, a city operation sub-platform responsible for information processing, and a city service sub-platform that serves citizens, with comprehensive information and rights. Features such as clear responsibilities, functional linkage, and real-time active monitoring serve the maintenance of urban basic functions and public space management. It is proposed that the guarantee mechanism should be straightened out, the rights and responsibilities between various departments should be clarified, and various resource data should be incorporated on the basis of the spatial data base map to activate and integrate three sub-platforms of urban management, operation and service to support urban management decision-making.

Full implementation of green urban planning and development has become the main theme of urban revival and development, but the construction and development of green infrastructure occupies a very important position in green urban development. Green infrastructure includes the micro-energy, high efficiency and low pollution engineering-form infrastructure and the urban green space network, which has at least the functions of improving urban environment and saving energy and reducing consumption. Factors restricting the planning and construction of green infrastructure have the changes in the philosophy of urban planning and design, green technological innovation and grant investment costs. However, because China is at the stage of urbanization and low carbon strategy development, there are still many opportunities. To accelerate the planning and construction of green infrastructure, it is necessary to take policies and measures on relevant standards and specifications, green assessments and audits, taxation and financial support and other aspects.

At present, the environment of a large modern city is technologically saturated to the limit, urbanized, and the most important task is a competent system of improvement and greening of urban areas. The article discusses the key projects of the city of Rostov-on-don to improve the quality of the urban environment from 2007 to the present. Existing projects included in the system of Federal projects operate only on small sections of the city territory, and do not solve the entire set of tasks within the entire city budget. This study shows that in urban planning there is no unified system of improvement and landscaping, implemented throughout the city according to a single plan. The article points out that modern systems and technologies are not used in the city, and if they are used, they are not used in a complex way, but only in fragments. The article focuses on the prospects for the integrated application of modern systems. The final part contains conclusions based on research materials. A comprehensive solution based on the collaboration of science and technology, all existing problems in the city territory will improve the main indicators of comfort and investment attractiveness of Rostov-on-don.

Underground pipelines are blood vessels of a city. However, ongoing urban drain pipe accidents, especially the urban flooding accidents hit cities in recent years. One important reason is lack of mastery of underground pipeline information and its operation condition in cities and necessary urban underground drain pipeline information as decision support for planning and management. This leads to loss of scientific and rational evaluation of urban drain pipelines and eventually results in urban planning and construction to a certain unbridled extent. This paper addresses the construction and application of Kunming's urban drain pipeline information model to scientifically simulate and rationally analyze the urban underground drain pipeline capacity. The study results have positive effect in promoting scientific planning and construction of urban drain pipelines.
