At present, the environment of a large modern city is technologically saturated to the limit, urbanized, and the most important task is a competent system of improvement and greening of urban areas. The article discusses the key projects of the city of Rostov-on-don to improve the quality of the urban environment from 2007 to the present. Existing projects included in the system of Federal projects operate only on small sections of the city territory, and do not solve the entire set of tasks within the entire city budget. This study shows that in urban planning there is no unified system of improvement and landscaping, implemented throughout the city according to a single plan. The article points out that modern systems and technologies are not used in the city, and if they are used, they are not used in a complex way, but only in fragments. The article focuses on the prospects for the integrated application of modern systems. The final part contains conclusions based on research materials. A comprehensive solution based on the collaboration of science and technology, all existing problems in the city territory will improve the main indicators of comfort and investment attractiveness of Rostov-on-don.

In order to create an environment favorable for human development and preservation of the natural environment of the city by means of architecture and urban planning, the need for theoretical justifi cation of urban planning and urban development practices, taking into account the new requirements for the mechanisms of formation of the urban environment. Based on the fundamental principles of the concept of biosphere compatibility, an algorithm for assessing urban development was developed, criteria and indicators for assessing the quality of the urban environment were determined. Using the developed algorithm, the analysis of the feasibility of the principles of biosphere compatibility in urban development of the city of Orel. It is concluded that it is necessary to create an innovative system of employment and strategic planning for the development of urban areas on the principles of biosphere compatibility.

Recently, more and more often urban abandoned and depressed spaces that were previously used as industrial facilities or temporarily used are becoming the sphere of architectural and landscape transformations. These territories can occupy a significant part of the city. This paper examines the features of the formation of urban planning systems, as well as the impact of depressed spaces on the quality of the urban environment. This paper studies such depressed spaces as abandoned industrial areas and objects of unfinished construction. The paper assesses the impact of depressed spaces, identifies criteria that reflect the nature, scale and features of their impact on the environment, on the safety and quality of the urban environment, as well as their role in the structure of the city as a whole. The principles and features of the formation of such urban depressed spaces, as well as the patterns of their development are revealed. The features of the formation of open public space of urban systems, as well as ways of transforming depressed spaces, aimed at increasing their social significance, integrating them into the general urban development, and improving the ecological and social situation are considered. The paper concludes that the problem of restoration of depressed spaces is very important and urgent today. The creation of a continuous urban tissue is impossible without the reorganization of such spaces, as well as the creation of an integral compositional, functional and communication urban planning system.

Due to the development of communication information networks in contemporary cities, and without the interconnection of space units, the quality of the overall urban environment is declining. Simultaneously, the awareness of people sharing such an environment is being lost. In this paper, we address Tsukishima, Tsukuda, Higashiueno, and Tsukiji areas in the historical city of Edo-Tokyo. investigate the district blocks and the environmental recognition of the residents to clarify how cognitive region coalesces as space. The results of our analysis show that the cognitive region will shift from the area where residents live due to the passage of time. There is some concern that the awareness of sharing in the area is decreasing. Based on survey data conducted in 1996 and 2011· 2012, the area of Tsukishima, Tsukiji, Tsukuda, and Higashiueno from the analysis of the resident's environmental perception to evaluate the change process over time, and it was possible to clarify the spread and change of the composition of environmental recognition of residents in historical urban areas (Downtown).

O trabalho em questão analisa, segundo o prisma da Geografia, a importância do patrimônio natural em ambiente urbano. Como objetivo principal, pretende compreender a percepção que os residentes na cidade de Coimbra (Portugal) têm da natureza e do papel que o património natural pode desempenhar na qualidade de vida da cidade. Para alcançar esses objetivos, inicia-se o texto com uma reflexão teórica que percorre conceitos como a topofilia e os olhares sociais sobre o ambiente e a natureza em contexto citadino. Depois, seguem-se dois procedimentos diferentes, mas complementares: (1) Como forma de registro da presença e do estado de conservação da natureza em Coimbra e da interação entre os cidadãos e o patrimônio natural naquele espaço geográfico, fez-se uma análise de campo com a montagem de um banco de dados fotográficos que representam excertos deste território; (2) Inquéritos por meio de entrevistas, em dois bairros da cidade – Vale das Flores e Monte Formoso – privilegiando adultos com idades superiores aos 30 anos. Apesar de a pesquisa ter revelado algumas contradições entre a prática e o discurso na percepção e na relação topofílica para com as áreas verdes urbanas, concluiu-se que a presença do patrimônio natural no ambiente urbano ainda se apresenta como uma questão secundária. Contudo, também se verificou que, para reforço desta relação simbólica e/ou funcional, o patrimônio natural deve estar presente em todo o contínuo urbano e não ficar restrito aos bairros mais elitizados ou aos parques. Abstract THE CITIZENS TOPOPHILIA AND THE NATURAL URBAN PATRIMONY: COIMBRA’S CASE STUDY This paper analyzes the importance of natural patrimony in the urban environment, under the prism of geography. The main objective of this study is to understand how nature is perceived in the city of Coimbra (Portugal) and the role that green areas and natural patrimony has in the quality of urban life. To achieve these objectives, this article discusses the conceptual argument about environmental perception, topophilia and the nature in the city. For this, it was used two different procedures: (1) Field analysis on the city of Coimbra with purpose to setting up a photographic database, to verify the presence, conservation and relationship to the natural patrimony inserted in urban environment; (2) Investigation through interviews in two neighborhoods of the city – Vale das Flores and Monte Formoso. The data revealed that the perception and the topophilic relationship to urban green areas are marked by the contradiction between practice and discourse. It was concluded that the presence of natural patrimony in the urban environment still present itself as a secondary issue. Moreover, it was concluded that to strengthen this relationship symbolically and/or functionally the natural patrimony must be present throughout all the continuous urban areas and should not be restricted to elite neighborhoods or parks.

Resumen: El crecimiento de la población en las zonas urbanas es una dificultad que se genera a nivel mundial y que requiere de tácticas que permitan contrarrestar sus efectos. Las ciudades inteligentes son vistas como una excelente solución a esta problemática ya que genera soluciones viables al apoyarse en la tecnología para gestionar diversos aspectos dentro de los que se incluye el entorno urbano. Este trabajo presenta una revisión de investigaciones que involucran la gestión urbana dentro de las ciudades inteligentes. Analizando el papel que cumple la gestión urbana dentro las ciudades inteligentes, lo que nos muestra que la gestión urbana apoyada de las TIC coopera visiblemente en la conformación de las ciudades inteligentes logrando mejorar la calidad de vida de sus habitantes. ___Palabras clave: ciudad inteligente, gestión urbana, planificación urbana, TIC. ___Abstract: Population growth in urban areas is a wordwide-generated difficulty and requires of tactics to counteract its effects. Smart cities are seen as an excellent solution to this problem, because they generate viable solutions to rely on technology to manage various aspects within which the urban environment is included. This paper presents a review of research involving urban management in smart cities. Recently, housing construction in cities has been carried out at a high rate. Increasingly, urban abandoned and flooded depressive spaces near water bodies (often rivers), which were previously used as industrial facilities or temporarily used, are becoming the sphere of architectural and landscape transformations. The restoration of such territories helps to improve the quality of urban space and improve its ecological properties. Correct development of territories near rivers and various water bodies has a great health-improving effect on the urban environment, improves its natural and climatic conditions. In addition, social and economic factors play an important role in this process, since such transformed territories and territories adjacent to them significantly increase investment attractiveness. This paper examines modern approaches to the development of urban public spaces, based on the formation of architectural environments that ensure the relationship of urban development with water bodies and adjacent territories. The paper notes that water bodies are not only an important component of the natural-ecological framework, but are also the basis for the framework of urban-planning natural-technogenic systems as a whole. And the creation of a continuous urban fabric is impossible without the organization of a ‘water’ line of development, provision of compositional, functional and communication interconnection of open urban and water spaces, which is actively being introduced today in architectural and urban planning practice. The paper examines the role of water bodies in the ecological system of the city, as well as in its structure as a whole. The aim of the study is to identify the features of the formation of a public urban space, to determine the patterns of its development, to identify criteria that reflect the nature, scale and features of the impact of urbanization on a water body. Some principles of revitalization of coastal areas, as well as the creation of a system of publicly accessible, compositionally expressive spaces are considered. The principles of space transformation aimed at the formation of a holistic image of the city, as well as the impact of such a spatial arrangement of urban and water bodies on the safety and quality of the urban environment are considered.

The present article is devoted to studying history and conservation problems of historical cemeteries in the city of Omsk, taking into account the constantly changing urban environment. In the last ten years archaeological research has uncovered seven new heritage sites, and the location of two other heritage sites has been precised. Four of these nine sites are cemeteries belonging to the 18th - 20th centuries. The present article summarizes our research, and in our conclusion we raise the question of the possibility of conserving such heritage sites. Even though the basic principles of conservation are aligned with the current methodology of field archaeological work, it is possible to encounter problems of ethical nature both from researchers and developers while working with historical necropolises. Despite the fact that the article is based on materials related to the city of Omsk, the problems outlined in it are relevant for any large modern city, since they all tend to grow and modernize. In the last decade, the issue of forming a green framework system during the development and organization of cities, the structure and principles of its formation has been widely discussed. Meanwhile, the concept of a green framework in urban planning and ecology is different, which requires the synthesis and analysis of these concepts in urban ecology. The article is devoted to determining the role of the natural framework in the structure of the modern urban environment, it also highlights key issues related to urban development features of the formation of the green framework in the structure of the city, at the same level with the problems of its organization. This article reflects various approaches to the development of a green framework in an urban environment and the problems in its formation in modern conditions. The role of the green framework as the basis for ecological planning of the territory and optimization of the quality of the urban environment is considered. In the process of analysis, we conclude that the main aspects of compensation in urban areas are the preservation and development of the gardening system, the determination of their size and connectedness, ecological and urban planning functions that provide ecological compensation for the city, as well as the creation of green architecture. The preservation and growth of green spaces in cities is one of the main environmental tasks. The indifferent attitude of citizens to their environment is a serious urgent problem. The article raises the issue of increasing the civic activity of residents of megacities in the field of preserving the green frame of cities. The successful experience in the conservation of natural resources and the development of green public areas is described on the example of 5 European cities. The obtained results can be used by architects for the theory and practice of the formation of green frames in a modern urban environment.

The idea of creating a comfortable, truly convenient city for all residents excites the minds of architects and urban planners for hundreds of years. A modern city, both a megalopolis and a district center, should be a comfortable environment in terms of functionality, ecology, aesthetics and safety. The article analyzes the methods for assessing the comfort of the urban environment, considers the parameters of a comprehensive assessment of the urban development complex. Modern urban planning concepts, such as smart development and the program of sustainable development of territories, are considered. A critical approach to modernism and constructivism in urban planning is applied. The analysis of urban planning theories based on the historical and cultural uniqueness of the city, as well as "free spaces" in the modern city is carried out on the example of the cities of Chandigarh (India) and Brasilia (Brazil). The ideas of a new urbanism, the humanization of urban space, the concept of the city for people, not for cars are explored. The possibilities of using the balance of social interests in the organization of the urban landscape are considered. The ratio of functionality and privacy of the urban environment is shown by the example of multi-storey and quarter buildings. The parameters necessary to create a comfortable urban environment are offered.
