The political system in ancient China based upon Confucian philosophy and the advocation of Taoist philosophy once had profound influence on the urban planning and construction in ancient China, and a relatively complete urban planning and construction system had been developed accordingly. Under the “ritual system” in Confucianism, the central axis of urban roads, spatial sequence of architecture, rigid urban layout reflected the rigid hierarchy and ethical order of the society. Taoist philosophy emphasized the harmony between humankind and nature, and highly valued the protection of ecological environment during the urban construction process. These traditional urban planning system and thought summarized the experience in urban planning and construction in ancient China. We should discard the dross and assimilate the fine essence, and develop the unique cultural characteristics of urban construction in China.

Every city has its own special “niche”. The inborn geological environment, local conditions and customs, building style, historical cultural traditions, esthetic tastes, and historical human culture have formed the basis for the special “niche” of a city. The basic principle in urban planning and construction is to find out the right “niche” of the city and make full use of the natural conditions and respect the historical unity and coherence in building the city.

Urban residents worldwide express a desire for contact with nature and each other, attractive environments, places in which to recreate and play, privacy, a more active role in the design of their community, and a sense of place identity. However, the spatial and urban planning system does not provide conditions for a such way of urban development. It is often completely opposite, so cities are going developing without meeting the needs of their citizens and neglecting so much needed relation between spatial resources, system of planning and process of construction. The roots of this problem arise in the period after World War II, so the work represents a theoretical critique of modernist city and physical planning. Since 25 years after the fall of socialism and the transition period, there has not yet been estabished a system of planning that would correspond to the needs of the contemporary context of a new urban age, this analysis calls for re-thinking of spatial and urban planning, considering the relationship between the context, the planning and construction process. The focus of consideration are space as the basic potential and resource, and the role of planner as of the main actor of process.

Abstract The article explores the impact of Jesuit missionary reports from China on the work of the English freethinker Anthony Collins. It considers his use of accounts of Confucian philosophy in his own writings on materialism and atheism, and in his discussion of the role of the state in relation to religion. It suggests that despite the difficulties he faced in assessing missionary reports he made use of them in his philosophical writings and may have been encouraged by his knowledge of Chinese philosophy to explore the question of emergence and the self-organization of matter. China features in his comments on metaphysics as well as political and moral philosophy. The article argues that China became a model state for Collins, representing for him a level of religious toleration largely unknown in Europe.

The article is devoted to the definition of certain aspects of the territorial-spatial development of urban planning systems. The article identifies the basic centers of attraction by analyzing the main economic indicators of Ukraine's development. Based on the analysis of migration links, centers of attraction of the population were identified, which have high indicators of the economic block of functions of the urban planning system. Analyzing the systems of population settlement and spatial-territorial planning, it is advisable to note that meeting the needs of the population and the processes of socio-economic development of territories is determined by determining the zones of influence of individual centers that perform a number of economic, social, environmental and spatial functions. The boundaries of the influence of such centers are determined by a set of socio-economic ties and depend on the scale of the center of influence of its economic development and the degree of urbanization. The largest center of attraction for the population in Ukraine is the capital Kiev. The next cities in terms of attractiveness that significantly affect the migration processes of the population are the cities of Kharkov, Lviv, Odessa and Dnipro. These cities have similarly high indicators of the economic block of functions of the urban planning system. Analysis of economic indicators of the development of territories showed the dependence of the development of the level of wages. The higher the indicators of economic development of territories, the more attractive it is for the population and acts as a center of gravity. However, it should be noted that for further analysis of territorial development, it is advisable to introduce indicators of the efficiency of economic systems, providing workers with social guarantees and analysis of the level of wages, are important indicators of the impact on territorial attractiveness.

Taking advantage of urban resources without planning was confronting the city with an unprecedented crisis. This article reveals the problems in the guiding ideology of current urban planning and construction, and points out that we have to return to nature of urban planning and construction from the guiding ideology to realize rational development and utilization.
