The issue of climate change triggered a reflection on the traditional industry patterns of resource-based cities and thinking of traditional planning, the concept of ecological civilization city arises at the historic moment. This paper discusses the inevitability of the transformation from resource-based city to ecological civilization cities on the base of using modern one planning means which includes urban spatial organization, urban industrial restructuring and urban construction implementation these three strategies, then thoughts on Pucheng Eco-city planning and construction are proposed and be hoped to provide reference to other similar urban planning practice.

The political system in ancient China based upon Confucian philosophy and the advocation of Taoist philosophy once had profound influence on the urban planning and construction in ancient China, and a relatively complete urban planning and construction system had been developed accordingly. Under the “ritual system” in Confucianism, the central axis of urban roads, spatial sequence of architecture, rigid urban layout reflected the rigid hierarchy and ethical order of the society. Taoist philosophy emphasized the harmony between humankind and nature, and highly valued the protection of ecological environment during the urban construction process. These traditional urban planning system and thought summarized the experience in urban planning and construction in ancient China. We should discard the dross and assimilate the fine essence, and develop the unique cultural characteristics of urban construction in China.

In the process of urban construction in several thousand years, Chinese insisted on the principle of "man and nature co-existing in harmony", however, in recent years, due to blind pursuit of economic development, this principle was fading out. Taking advantage of urban resources without planning was confronting the city with an unprecedented crisis. This article reveals the problems in the guiding ideology of current urban planning and construction, and points out that we have to return to nature of urban planning and construction from the guiding ideology to realize rational development and utilization.

Urban planning and urban construction are two important aspects during the urbanization process. Dam, one of the common projects in urban planning and urban construction, has induced more and more interest by far. Negative ecological effect was the mainly view on the dam construction. Does all the plans and constructions of dam were destructive to ecosystem? In order to answer this question, a dam on the inlet of sea in Dongchong, Shenzhen City, China was chosen, field investigation and remote sensing analysis were carried out. Present study aims to test if the planning and construction of dam on the inlet of sea is beneficial to the mangrove ecosystem. Results showed that the planning and construction of dam on the inlet of sea had brought an environment hospitable to mangroves and increased the distribution area of mangrove ecosystem. Results indicated that the planning and construction of dam on the inlet of sea was beneficial to the mangrove ecosystem and not all the planning and constructions of dam were disadvantage to ecosystem. This study may contribute to knowledge of how to maximize favorable factors on the ecosystem in the future urban planning and urban construction.

The Environmental Impact Assessment system, referred to as the EIA system, is to evaluate the impact of the implementation of the plan or the construction and operation of the project on the environment, combine the surrounding environmental quality status, propose ecological or environmental protection measures,then evaluate the effectiveness of the measures, and draw a conclusion on the feasibility of the project(planning) in terms of environmental protection.This article summarizes the role and progress in environmental protection in the two aspects of planning and construction projects in recent years.Comprehensively selected cases found that both planning or construction project environmental assessment have played an important role in predicting the possible impact of planning or construction projects on the environment and ecology, and proposed feasible and effective environmental protection measures.After the planning or construction project adopts the conclusions and suggestions, as long as the "Three Simultaneous" regulations are followed, the impact of the planning or construction project on the environment or ecology can be prevented or effectively reduced. When it is necessary to conduct postevaluation of environmental impact, verify the actual conditions of the construction project, such as emissions and actual production processes.
