Typical mobile distance learning system allows students to download and play the video of lecture, which lacks synchronous capability. Although a few synchronous mobile e-learning systems enable students to experience the video and presentation materials of a lecture in real time and real-time interaction with the lecturer, they still have the problem of not allowing students to navigate and re-experience the lecture session including video and slides with annotation. Thus, we present a mobile distance learning system that enables students to join the ongoing lecture, watch video and annotated slides, interacts with the lecturer with text in real-time as well as to store the lecture session on their mobile device and play them later. During the play of a lecture session, a student can navigate the session in terms of time and re-experience the video, slides with annotation, and text-based interaction among the lecturer and students.

Teaching and learning activities, especially in Higher Education, from time to time develop along with the development of technology, especially information technology. Initially, the teaching and learning activities at the Faculty of Science and Technology of the Buddhist Dharma University (FST-UBD) used a manual system in the form of face-to-face class. The system (for several courses and meetings) developed into distance learning (e-learning) where lecturers and students did not meet in teaching and learning activities in the classroom but through the internet media. This distance learning system uses computer or laptop facilities. The e-learning system was developed into a mobile learning system, which is a distance learning system using an Android-based smartphone. In the mobile learning system, lecturers can provide lecture material and assignments to students. Students can view lecture material via cellphone and can download the material. Students can submit assignments to lecturers via cellphone. The University can provide information about the seminar to be held. Students can choose the seminar to be followed and can register for the seminar via cellphone. This application system can be run well and can help facilitate the process of teaching and learning activities for lecturers and students. Lecturers can upload material and assignments for students. Students can view / download material and submit assignments to the lecturer. The university can provide information about the seminar and the seminar registration process.

The current pace of development of information technology has created the preconditions for the emergence of a wide range of tools for providing educational services using distance learning technologies. This is confirmed by the intensification of the use of distance learning systems in the conditions of sanitary and epidemiological restrictions and the need for acute cost savings. The existing scientific and methodological apparatus for studying the quality of functioning of distance learning systems is mostly based on approaches to separate assessment of the effectiveness of their elements and the relevant quality indicators. This limits the ability to take into account important factors in the decision-making process and requires comprehensive consideration of the contributions of relevant subsystems to the functioning of the distance learning system. In order to solve this problem, the article presents a comprehensive methodology for assessing the effectiveness of distance learning system, based on methods of probability theory and hierarchy analysis and describes the patterns of influence on the effectiveness of distance learning system of importance and contributions of its subsystems. Comparative analysis of the data obtained by monitoring and forecasting performance indicators based on the proposed method, shows an increase in the reliability of the assessment within 15-18%, which in contrast to the existing reduction of standard deviation of performance indicators by an average of 26% and ensures the adequacy of the results within certain assumptions and hypotheses. In such conditions, the choice of an appropriate option for the construction of the DN system is ensured by the reliability of the forecast of the results of its operation in the range of 82-85%, which is high enough to make appropriate decisions. The value of this study lies in the possibility of using the tested scientific and methodological apparatus in forecasting the outcome of the system and saving material, financial and human resources in the process of implementing the relevant recommendations in practice. This fact makes it possible to eliminate limitations in the practice of building distance learning systems and creates a new opportunity to cover a wider range of factors that affect the quality of operation. The application of this technique makes it possible to predict the results of the joint operation of the relevant subsystems of the distance learning system, taking into account their contribution to the overall result.

The inability of current Internet-based learning systems to deal with different kinds of learners and the high cost of developing a new learning system are well-known problems in e-learning. To overcome these problems, we have designed a learning middleware suite, called the Collaborative and Sharable Learning (CoSL) system. CoSL is a tool set for building e-learning systems and for developing course materials for an e-learning environment. Given the geographic distribution of the components of a Web-based e-learning system, it is crucial to support fast communication between providers and consumers of e-learning course materials. In this paper, a high performance Publisher/Subscriber communication system has been designed for real-time communication between participants. CoSL allows us to build and manage global real-time learning systems in a distributed and heterogeneous environment.
