With the rapid development and mature of information technology, the teaching management system also needs to actively explore how to use the new technology to further enhance the level and quality of educational management. In this paper, based on the J2EE theory framework, it builds the basic model of network teaching management system, and implements the development of safety and usability function of the management system by using JSP dynamic management technology. Then it establishes the mathematical model of multi-level target algorithm, and the model is applied in the process of OperationDAO components connection, which has improved the efficiency, safety, and universal applicability of the teaching management system. Finally, the network teaching management system is tested. Through the testing, it indicates that the transmission of system data is stable, which meets the needs of the system function design, and provides theoretical reference for the development of teaching management system.

With the rapid development of China's economy in recent years, the scale of students has expanded gradually, which has led to many new problems, including the problems of the quality and the quantity of teachers, and the teaching facilities being insufficient. The assessment of teaching quality is one of the most important aspects of teaching management, which come to the attention of every university. Therefore, it has become the current focus in the research of university teaching. At the same time, the traditional method of teaching quality assessment has not been able to deal with the phenomenon of big data in the field of education. As a new technology, cloud computing provides a broad space for the development of a new model in the aspects of hardware environment construction, software resource development, network teaching implementation and personal knowledge management. In order to effectively deal with the challenges of big data processing in the field of education, this paper proposes a GA-SVM teaching quality assessment algorithm which is based on MapReduce. Through the design of a map function and reduce function, this paper realizes the parallelization of the GA-SVM algorithm and the selection of the main parameters. Secondly, this paper uses a genetic algorithm to optimize the penalty coefficient and kernel parameters of SVM, and then solves the problem of difficulty in determining the parameters of support vectors. In addition, we improve the sensitivity of the search through the method of logarithmic transformation, and speed up the convergence rate of the GA model. Finally, we compare the parallel algorithm and the serial algorithm on the Hadoop platform. The results of experiments show that the GA-SVM based on MapReduce is suitable for teaching quality assessment under the environment of big data.

Science and technology incubator, as an organization dedicated to serving science and technology enterprises, has many functions, such as cultivating small and medium-sized science and technology enterprises, transforming science and technology into productivity, adjusting regional and national industrial structure, promoting the development of high and new technology industries, and promoting employment. Since the emergence of the first business incubator in the United States in the 1950s, this new form of social and economic organization has been developing rapidly all over the world, and has cultivated a large number of successful enterprises, which initially made great contributions to promoting the development of the world economy. However, with the increasing number of science and technology incubators and the rapid development of science and technology enterprises, various problems in the management system and operation mode of science and technology incubators are gradually exposed, which seriously affects the sustainable development of science and technology incubators in China. In view of this, based on the analysis of the current situation of science and technology incubator management in China, this paper puts forward the construction strategy of standardized management system of science and technology incubator in order to promote the scientific development of science and technology incubator in China.

Along with the popularity of teaching ideas such as quality-oriented education and comprehensive education, colleges and universities are paying more attention to the art teaching and art training of students. Besides, the rapid development of computer technology and its extensive penetration in many fields promote the de-velopment of art teaching management model towards standardization and sche-matizations. Therefore, a university art teaching management system based on JAVA technology is designed. The system chooses JAVA as the main pro-gramming language, eclipse as the development tool, and SSH of Open Source as the basic framework. MVC pattern is used to design the Struts architecture to en-sure the data processing capability of the system, and SQL is used as the backend database to ensure the integrity of the data and the storage efficiency of the sys-tem. After testing, the system meets the expected requirements, changes the tradi-tional university art teaching model, and enriches the dimension of art teaching. What’s more, the system expands the thinking of art teaching work for teachers in colleges and universities, and also satisfies the urgent demand of university students for art training.

Sports network teaching management greatly improves the efficiency and efficiency of school sports teaching, which is a great change of the traditional mode., it provides a solid foundation for the establishment of Sports Network Teaching in Colleges and universities(CAU). This paper mainly studies the application of computer management system(CMS) in physical education teaching(PET). This paper studies and analyzes the method of university teaching computer management resources integration, studies the architecture of sports teaching CMS from four aspects of computing resources, storage resources, backup resources and network system, and uses ant colony algorithm to design and use sports teaching CMS. This paper also uses charts to analyze students’ attitude towards the use of CMS in PET, and the proportion of CMS in PET. The experimental results show that in the CMS of PET, the computing resources account for 38.33%, the storage resources account for 31.76%, the backup resources account for 14.62%, and the network system account for 15.29%.

In order to improve the level of education development in remote areas of China, help minority schools to better play the advantages of multimedia network teaching resources provided by the state, and further improve the level of multimedia network management, a multimedia network teaching management system is studied and developed. The teaching information and business process of the school is analyzed, the division of the structure of the film and television multimedia information management system is completed, and the overall structure, functional structure, and database of the system are designed; Tornado technology, NoSQL database technology, jQuery technology, and Ajax technology are used to complete the development of the system. The results show that the real system can provide a highly automated platform for the school multimedia network-teaching management. The system makes the teaching staff work more efficiently and accurately. The results show that the system studied has a significant effect on the multimedia teaching of minority films and television. Using the characteristics of the combination of pictures, text, sound, image, and shadow, the knowledge can be shown to students intuitively, which is helpful to relaxed and happy learning of students and stimulate their desire to learn. Multimedia teaching has become an important teaching assistant tool. This exploration can provide theoretical support for the design of the network teaching information management system based on artificial intelligence, decentralize the complex network environment, and carry out decentralized management.

Background:Telemedicine counseling (TMC) has gained rapid development during the COVID-19 pandemic. The prospect of using this technology in rheumatology was based on the possibility of getting maximum information about the patient during the survey, examination and interpretation of laboratory and instrumental data, that is excepting direct contact with the patient. Several rheumatological clinics have reported on the success of using TMC. However, there is very little data of the difficulties that can be encountered when organizing this process.Objectives:To characterize the identified problems during TMC in rheumatology, to suggest potential directions for their elimination.Methods:Since June 2021, on the basis of the Medical Association “New Hospital”, Yekaterinburg, Russian Federation, 76 TMCs have been performed on the profile of rheumatology in patients aged 29 to 71 years. Of these, 13 applied to the primary TMC, the other patients were preliminarily examined in person. The consultation included the preliminary acquaintance with the examination results, a 20-minute video communication and writing of a conclusion. After each TMC, a survey was conducted between the doctor and the patient, including the identified deficiencies in counseling. The frequency of identified problems is presented as an absolute indicator and as a percentage of the total number of TMCs performed.Results:We noted a high degree of patient satisfaction: 74 (97.4%) responded that they received answers to all. However, according to the doctor, the following groups of problems were identified.[1]Technical problems in 29 (38.2%): most often there were various problems with the Internet, but there were also registered: the end of the charge on the patient’s tablet, the patient was not registered in the electronic queue. Elimination of these violations depends on the work of IT-specialists, but each consulting physician should be prepared for an immediate transition to an alternative form of communication (for example - telephone).[2]Lack of objective examination, leading to the impossibility of correct remote diagnosis - 8 (10.5%). This problem was identified due to the inability to establish the presence or absence of arthritis during the initial diagnosis (6 cases) and to clarify the nature of the rash (2 cases). All patients are invited for a face-to-face consultation.[3]The need to write prescriptions for psychotropic drugs - 12 (15.8%), which under the conditions of national legislation cannot be done in the TMC regime.[4]The time spent directly on remote communication with the patient was 17.2 minutes (from 8 to 31), however, taking into account the study data and writing the conclusion, the total time was 40.7 minutes (from 21 to 73). Thus, it turned out that the average time for remote and face-to-face consultations is the same, while TMC’s payment is only about 50% of the face-to-face consultation. This situation reduces the doctor’s interest in carrying out TMC. The solution to the problem is associated with reducing the time for the documentation process through technical improvements. In addition, of the 9 patients in whom the TMC process lasted 60 minutes or more, 5 were diagnosed with fibromyalgia. It is possible that with a previously established diagnosis of fibromyalgia, only face-to-face counseling should be recommended to patients.Conclusion:The TMC system is promising, however, there are a number of problems that need to be improved, since they can reduce the doctor’s interest in using this technology.Disclosure of Interests:None declared
