Government-invested construction projects have their own characteristics, and effective management can be achieved only by adopting corresponding appropriate management approaches. The characteristics of government-invested construction project management and corresponding serious problems existed in present management are analyzed and summarized at first. Secondly, the countermeasures to above problems are put forward. Then, an information management system framework for government-invested project management is proposed on the basis of the foregoing work. This framework can realize the fusion of project information management system and E-government system and achieve the institutionalization, standardization, informatization and lifecycle management for government-invested project by means of multiple modernized information technologies and professional software. Finally, the development and application of the developed information system validate the effectiveness to promote the management level of government-invested construction project. The work involved in this paper can provide reference for the management of other similar construction projects.

Construction projects are risky in both physical implementation and management. The characteristics of the risk reinforce the necessity of efficient management to increase the chances of success without commitment to its goals. This study explores the correlation of delay and the schedule performance index (SPI) to evaluate the risk of a construction project completed with time overruns. The hypothesis that the SPI of projects with a delay is distinct from those projects without a delay is assumed. A database with 19 elements was used to test this hypothesis and to calculate limit values to the SPI. Therefore, the risk of delay will be small when the observed SPI is greater than the superior limit and large when the SPI is below the inferior limit. The simplicity involved in the calculation of these values showed an advantage in comparison with other methods of risk evaluation. Another strong point observed is that any company can determine the value of risk by considering its own history and support decisions like doing corrective actions.

The study aims to develop an effective BIM-project information management framework (BIM-PIMF) and associated assessment model for construction projects with a view to enhancing the functional management of project information. An explanatory case study technique and case study evidence from four BIM construction projects form the study’s research design. The study identified and established the three sub-criteria of the BIM-PIMF model which are the BIM process level factors, BIM product level factors, and the key indicators for a successful BIM deployment on construction project sites. These criterias were semantically linked to the development of the BIM-PIMF framework on a five-point metric scale. The deliverables of this study include the development of the BIM-PIMF framework, together with its analytical scoring system. The findings of the study will improve the information channels of and ease the integration of technological innovations in construction processes while improving the technical competencies of project staff. The study highlighted a basket of effective recommendations and strategies to enhance the deployment of BIM throughout a project lifecycle. Policymakers and government departments can utilize the model in assessing the level of usage of BIM in a construction project as one of the useful measures in gauging which construction firms to be provided subsidies.

The practical premise of the study is that the existing practice of diagnosing the state of rehabilitation of enterprises is, to some extent, satisfactory for industrial enterprises, but is unsatisfactory for organizations and contractors who are the subjects of investment and implementation of construction investment projects. Thus, there is a need for fundamental adaptation and updating of scientific and methodological and analytical approaches to the content of rehabilitation processes for developers and other participants in the construction and investment process to the peculiarities of interaction of these entities within the microenvironment of the construction project. Theoretical approaches to the classification of changes in the activities of enterprises, theoretical substantiation of the development of approaches to enterprise management, differentiation and definition of the concepts of adaptation of enterprises to change and the management system of adaptation of enterprises to change are studied and systematized. Innovative is the criterion-calculation basis, the content of analytical modules and the special adjustment of the tools of preventive rehabilitation to the functional and economic features of the operating activities of the enterprise-developer of housing (EDH); on the economic content and regulations of interaction of EDH with investors and other stakeholders of the project; on the content of the life cycle of housing construction projects that in the process of creating value have transformational effects on the level and structure of operating assets and mutual obligations of EDH and its business counterparties. The theoretical and methodological approach to the creation of a comprehensive system for assessing the prerequisites for the formation of a management system for adaptation of the enterprise to change is formed. Created on the basis of theoretical developments, a set of applications successfully coordinates the processes of administration of the construction project cycle with the content and regulations of economic, organizational and managerial rehabilitation measures for the developer, in order to prevent EDH and its institutional partners from losing liquidity and insolvency crisis.

The paper deals with claims in construction projects in Iraq and studies their types, causes, impacts, resolution methods and then proposes a management system to control the impacts of claims. Two parts have been done to achieve the research objective (theoretical part and practical part). The findings showed that the main types of the claims are extra work claims, different site condition claims, delay claims and the main causes of the claims are variation of the orders, design errors and omission, delay in payments by owner, variation in quantities and scheduling errors. The claims have bad impacts on the cost by increasing (10% to 25%) and also on the duration of the project by increasing from (25% to 50%).The negotiation is the main method which is used to resolve the claims in the construction project in Iraq. Finally, the proposed claims management system is developed to control the causes of the claims during the preconstruction phase and construction phase.

The importance of bringing contractor know-how into early construction project phases has long been recognized by the construction industry. Although experts and practitioners have considered new forms of procurement and management for construction projects, no significant solutions have been identified until now. It should be mentioned in this context that the Austrian government initiated the implementation of a new procurement approach in 2015 by reducing the opportunity for public clients to award the contract to the bid with the lowest price in conformity with the European guidelines. Austria's infrastructure industry is thus seeking new approaches that are able to implement the know-how of all parties involved in a project. The aim of this paper is to identify possibilities for early contractor involvement and its potential for optimizing the project management in the Austrian infrastructure industry.

A pressure injury is a common and painful health condition, particularly among people who are elderly or surgical patients. In order to explore how to use the information management system to optimize the pressure injury management process of surgical patients, this work establishes an integrated pressure injury management information platform for surgical patients, which can effectively control the key links in the process and realize the multistep full-process monitoring of surgical patients from admission to discharge. A total of 578 patients before the operation of the information platform were selected as the control group (CG), and after the operation of the information platform, 662 cases became the observation group (OG). Various evaluation metrics are employed to evaluate pressure injury in terms of single-pass rate, high-risk pressure injury, transfer skin condition description matching rate, hospital pressure injury incidence, and incidence of pressure injury in surgical patients at various stages. The results showed that the qualified rate of the pressure injury assessment in the OG was 99.2%, the accuracy rate of high-risk pressure injury screening and reporting was 100.0%, and the matching rate of the transfer skin description was 100.0%, which was higher than that of the CG. The integrated pressure injury management information platform for surgical patients based on the information management system realizes the full, continuous, accurate, and dynamic evaluation and monitoring of patients’ skin. Furthermore, it can effectively improve the quality of pressure injury care and facilitate care management.

The cost of construction materials forms a large proportion of the total cost of construction projects Thus, the lack of a sound time and cost management planning for construction materials procurement will lead to deficiencies in the supply and flow of construction materials, not to mention its negative consequences of delays and financial losses which are often cited as major causes of product degradation. This research will present the development of an applicable procurement management system model particularly for UPVC & Ductile pipes used in water and sewage water infrastructure Projects in Iraq. Actual data are collected from seven Iraqi infrastructure projects. These data are analyzed by using SBSS v. 23 statistical analysis programs. On the bases of analyses results, four mathematical relationships have been developed by using MATLAB R2015B & CurveExpert Basic software to be used on building a realistic procurement management system with accurate, acceptable, and appropriate results for the construction materials procurement conditions in Iraq, the system was finally tested by using actual data from Al-Latifiyia sewer project in Baghdad governorate, where the system showed an accuracy results of 86%.
