Research on Knowledge Change Rate-Based Attribute Importance Measure Method

For the problem of attribute importance measure, basing on the decision information system, and according to the characteristics and shortcomings of the existing measure modes, we discussed the associated features between the lower and upper approximation of decision classes and the knowledge in system. Then, we constructed an attribute importance measure mode based on the knowledge change rate, and analyzed the features of the constructing measure mode from different angles. Theoretical analysis and example calculation show that the established mode is a supplement and perfect for the existing measure modes, and it not only can effectively use the existed information to reveal the associated features among each attribute, but also have a good structural characteristic and strong interpretability. It has a broad application prospect among information fusion, fuzzy decision, comprehensive evaluation and so on.

To solve the problem of attributes interdependence and correlation in comprehensive evaluation, the paper proposes to identify the relationships among the attributes from the decision information system based on the covering rough sets. It first shows a metric with the characteristics of fuzzy measure to measure the hidden importance of attributes, which can be seen as a reflection of the attributes correlation. Then the synthetic importance measure is given by incorporating it into the basic importance. Furthermore, the comprehensive valuation model is constructed by taking Choquet integral as an aggregation operator.

<p>One of the applications of e-government in Indonesia is the Assessment Information system implemented in the city of Bandung since 2014 where. This e-government innovation is technology-based which makes assessment instruments for leaders and the people of Bandung to assess the performance of the sub-district and village heads. It's just that the lack of community participation makes this application not work according to its function, with qualitative research methods and using the theory of the author's vision to see the readiness of the apparatus and society in implementing this program. This research shows that the performance of the SIP application has not provided the maximum expected output. The not optimal SIP application is due to several factors.
