If the resources-environment-economy coordinated development is in good mode in China?In this article, DMU were various provinces, municipalities and autonomous regions. Operating for our DEA analysis model using math software LINGO8.0, we obtained the DEA relative efficiency value of every DMU including scale efficiency and technology efficiency.We consider reducing environmental pollution under the premise of ensuring economic development must to adjust their energy consumption structure.

This paper examined the relationship between the energy efficiency and the environmental pollution. By using the data of energy intensity and economic loss caused by environmental pollution (ELP) in China from 1989-2009, a simultaneous equations was developed. The result of two-stage OLS estimation suggested that the energy had exerted positive influences on the decreasing of the environmental pollutions. By enhancing the energy efficiency and adjusting the industrial structure and energy consumption structure, China is exploring a road for sustainable development in the energy conservation.

After World War Ⅱ Japanese economy has undergone three periods: the rapid industrialization period, the industrial structure adjustment period and the economy depression period. Affected by the speed of economic development, industrial structure and other factors, Japanese energy consumption has shown different features during specific period of time. This article use the LMDI model, analyze the effect of different factors on Japanese energy consumption which include economic development, energy intensity, energy consumption structure and population size, research on the weight of specific factors during each developing period. The results show that all the factors show positive effect in the rapid industrialization period; in the industrial structure adjustment period, economic development factor shows positive effect while energy consumed factor shows negative; and in the depression period, the trend of all the factors contribution rate are slowly, economic development and energy consumption structure also show negative effect besides the energy intensity factor.

Economic transformation and industrial structure upgrading are critical to achieving environmentally sustainable development. Based on the inaccurate data analysis of the VEC model and the logarithmic average exponential decomposition method, this paper proposes an analysis of the two-way coupling relationship between natural gas energy consumption and environmental pollution. Through the identification of conceptual models of the re-linking and decoupling relationship between energy consumption and environmental pollution, two-dimensional endogenous variables and exogenous variables are determined. The research results show that both energy consumption and CO2 emissions are on the actual data statistical line, with an error of 0. At the end, the article puts forward policy recommendations to promote the coordinated development of urban agglomeration environmental pollution and industrial structure upgrading.

The Beijing-Tianjin-Hebei (B-T-H) region, who captures the national strategic highland in China, has drawn a great deal of attention due to the fog and haze condition and other environmental problems. Further, the high carbon emissions generated by energy consumption has restricted its further coordinated development seriously. In order to accurately analyze the potential influencing factors that contribute to the growth of energy consumption carbon emissions in the B-T-H region, this paper uses the carbon emission coefficient method to measure the carbon emissions of energy consumption in the B-T-H region, using a weighted combination based on Logarithmic Mean Divisia Index (LMDI) and Shapley Value (SV). The effects affecting carbon emissions during 2001–2013 caused from five aspects, including energy consumption structure, energy consumption intensity, industrial structure, economic development and population size, are quantitatively analyzed. The results indicated that: (1) The carbon emissions had shown a sustained growth trend in the B-T-H region on the whole, while the growth rates varied in the three areas. In detail, Hebei Province got the first place in carbon emissions growth, followed by Tianjin and Beijing; (2) economic development was the main driving force for the carbon emissions growth of energy consumption in B-T-H region. Energy consumption structure, population size and industrial structure promoted carbon emissions growth as well, but their effects weakened in turn and were less obvious than that of economic development; (3) energy consumption intensity had played a significant inhibitory role on the carbon emissions growth; (4) it was of great significance to ease the carbon emission-reduction pressure of the B-T-H region from the four aspects of upgrading industrial structure adjustment, making technological progress, optimizing the energy structure and building long-term carbon-emission-reduction mechanisms, so as to promote the coordinated low-carbon development.

With peoples growing awareness of green economy, low-carbon economic development has been increasingly demanded. The relationship of energy consumption structure and economic growth can be an important indicator for an economic entitys ecological economy process. With the implementation of the Shandong peninsula blue economic zone in 2011, Shandong Province has been developing rapidly in recent years. Taking Shandong economic entity as the research object, the paper analyses the correlation between the economic development and different kinds of energy consumption, including coal, oil, electricity and new energy, with the grey correlation model using the data from 2000 to 2009 that representing the economic development and energy consumption. The result of the study shows that new energy consumption has the great correlation with economic development indicating that Shandong emphasizes on the development and utilization of new energy to reduce the excessive consumption of non-renewable energy in its economic growth.

Haze pollution has a serious impact on China’s economic development and people’s livelihood. We used data on PM2.5 concentration, industrial energy consumption structure, economic development and transportation in Beijing-Tianjin-Hebei and surrounding cities from 2000 to 2017, and analyzed the spatial effect of industrial energy consumption structure and traffic factors on haze pollution by using spatial autoregressive model (SAR) and spatial error model (SEM). The results indicated that: (1) The global spatial correlation analysis showed that haze pollution had a significant positive spatial correlation, and the local spatial correlation analysis showed that the high-high clusters of PM2.5 were located in the south and middle of the region; (2) The change of industrial energy consumption structure was highly correlated with haze pollution, namely, the increase of industrial energy consumption led to the deterioration of environmental quality; (3) The change of economic development was highly correlated with haze pollution. There was no clear EKC relationship between haze pollution and economic development in Beijing-Tianjin-Hebei region and surrounding cities. However, the relationship was similar to inverted U-shaped curve; (4) The change of traffic jam was highly correlated with haze pollution, namely, the increase of fuel consumption per unit road area led to the deterioration of environmental quality. Based on the above results, from the perspective of space, the long-term measures for haze control in Beijing-Tianjin-Hebei and surrounding cities can be explored from the aspects of energy conservation and emission reduction, industrial transfer, vehicle emission control, traffic restrictions and purchase restrictions.

Based on the results of SSM, regional natural endowment conditions, the stage of economic development and the industrial structure evolution determine the energy consumption structure, while the changes in total energy consumption determine the changes in amount of carbon emissions. Under the premise of the total energy consumption is determined, the optimization of energy consumption structure will reduce the carbon intensity (emissions per unit of GDP), that is to achieve low-input, low-emission energy, high output, which is the essence of the low carbon economic development model. Hebei Energy consumption is heavily dependent on coal; however, coal utilization efficiency is low and unit energy carbon emissions are huge, therefore, energy structure dominated by carbon-based energy is a long-term constraint of the development of low carbon economy. Energy consumption structure is composed of regional natural endowments, the stage of economic development and industrial structure, and it is difficult to change in the short term.
