This paper derived from the desire for a better understanding of the challengers faced by the green heart of Changsha-Zhuzhou-Xiangtan agglomeration, advancing the developing strategy of Green Heart from multiple aspects such as coordinated management of regional scale, the growing pattern of ecological layout, efficient composition and space optimization as well as “Green” industry operations. Based on regarding Yijiawan district as strategic core, Zhaoshan scenic resort as Green Lung, this visualization anticipates the spatial layout pattern of Green Heart in which the demonstration zone is surrounded by Muyun cluster, Tiaoma cluster and Longyunxian cluster in the form of circular sector. In comparing status quo with succeed domestic and foreign case, the conclusion “One heart with Eight Clusters” is drawn.

While cellular automata (CA) has become increasingly popular in land-use and land-cover change (LUCC) simulations, insufficient research has considered the spatiotemporal heterogeneity of urban development strategies and applied it to constrain CA models. Consequently, we proposed to add a zoning transition rule and planning influence that consists of a development grade coefficient and traffic facility coefficient in the CA model to reflect the top-down and heterogeneous characteristics of spatial layout and the dynamic and heterogeneous external interference of traffic facilities on land-use development. Testing the method using Nanjing city as a case study, we show that the optimal combinations of development grade coefficients are different in different districts, and the simulation accuracies are improved by adding the grade coefficients into the model. Moreover, the integration of the traffic facility coefficient does not improve the model accuracy as expected because the deployment of the optimal spatial layout has considered the effect of the subway on land use. Therefore, spatial layout planning is important for urban green, humanistic and sustainable development.

The article presents the key points of the development strategy of Orenburg State University with a focus on the criteria of the Strategic Academic Leadership Program “Priority 2030”. Transformations of popular models of university development in the historical logic are considered, actual models in an international and regional scale are highlighted. The article makes the case for transition from the adaptation strategy of the university development to the strategy of a driver of positive changes in the Orenburg Region. The resources of the OSU leadership strategy and tactical solutions for the implementation of the OSU mission – “Development of territory and human capital” in various types and scales of influence are determined.

Abstract. Low impact development (LID) was promoted as an alternative to conventional urban drainage methods. The effects of LID at site or urban scales have been widely evaluated. This project aims to investigate the impact of LID implementation on basin runoff at regional scale in a half urbanized catchment; especially the overlap of urban and rural sub-flows at peak times is concerned. A SUPERFLEX conceptual model framework was adapted as a semi-distributed model to simulate the rainfall-runoff relationship in the catchment for San Antonio, Texas as a case study. Scenario analyses of both urban development and LID implementation were conducted. Results show that (1) the infill urban development strategy benefits more from runoff control than the sprawl urban development strategy; (2) in non-flood season permeable pavements, bioretention cells, and vegetated swales decrease peak runoff forcefully and permeable pavements, bioretention cells, and green roofs are good at runoff volume retention; (3) contrary to the general opinion about the peak reduction effect of LID, for partly urbanized, partly rural basins and extremely wet conditions, the implementation of LID practices delays urban peak runoff and may cause stacking of rural and urban sub-flows, leading to larger basin peaks.

The current stage of world energy development is characterized by the creation of powerful, territorially unified energy systems under free market conditions as well as renewable energy integration. Such transactions challenge networks’ configurations and their operating modes. Electric power system (EPS) static stability could be considered one of the primary targets in this regard. The aim of this study was to evaluate the undergoing and expected modernization of the Latvian EPS in terms of static stability in a regional scale-based case study. In order to define static stability, a method based on a bus admittance matrix was proposed. A simplified Latvian EPS model was developed and assessed for the following three modes: past (2017), current (2020), and planned (2025), taking into account the Baltic States’ planned development scenarios including large wind farm integration. The evaluation of computation results provided an opportunity to visually inspect changes in the EPS’ sensitive elements such as lines and nodes. As a result, positive changes were observed (decrease of several weak points) for the planned mode (2025) as compared to the past mode (2017) under the considered modernization scenario. The detailed analysis and results are presented in the article.
