This article attempts to verify the relevance of building a network of energy knowledge hub centres to tackle the priority objective in enhancing energy efficiency and energy saving management in higher education institutions. It is emphasized that the issues of careful and wise use of fuels and energy resources challenge more government efforts, active use of advanced projects to manage energy saving and energy efficiency through the integrated use of different energy sources. The study argues that to identify the potential for energy saving, setting regulatory indicators of energy consumption, determining the key energy saving measures and target objects in the public sector where energy saving programs are planned to be implemented, there is a need to conduct energy surveys with further developing of energy passports for buildings. In the frameworks of this study, the following research methods were used: abstract and logical analysis – to interpret the essence of energy saving concepts for universities; systemic approach – to identify the specifics of energy saving projects implementation in universities; in-depth analysis and synthesis – to forecast the university development priority area of the "Energy efficiency and energy saving"; system, structural, comparative and statistical analyses – to assess the energy consumption in universities; economic and statistical methods – to evaluate the level and the dynamics of the energy sources use before and after the implementation of project activities; graph-based and analytical methods – to facilitate visual representation and schematic presentation of forecasts for further development of energy efficiency and energy saving systems. The study offers a mechanism to shape a network of energy knowledge hub centres to forecast a priority development area of energy efficiency and energy saving programs in higher education institutions along with providing an overview on the process of energy saving based on energy knowledge hub centres by carrying out the following tasks: project identification, scanning, energy audit, implementation of an action plan, and monitoring. It has been verified that to enhance the energy supply system in the university buildings, the following objectives should be attained: using the energy knowledge hub to forecast the university energy efficiency and energy saving programme, implementing an automated individual heating station with weather regulation and installing new radiator heaters.

The global energy context of the year 2018 makes us pessimistic about the future. The geopolitical, environmental and socio-economic aspects are linked to the political tensions of countries that hold and manipulate the global energy market. These countries are haunted by the population growth, the depletion of fossil resources and the global economic crisis. Each country is trying to find reasonable solutions to deal with this crisis. Unfortunately, these solutions always have direct negative repercussions on the population and on the environment. In this paper we present a case study developed in Algeria and inspired by the current and critical socio-economic situation of the country, in particular, the application of energy-saving techniques to an existing building. The investigation was conducted by using both simulation software and real interventions. We analyse some of the major components, such as building’s orientation and exposure to daylight which have significant impact on energy consumption. We present the concept of Building Performance Simulation Analysis, using Autodesk ECOTECT Analysis and COMSOL Multiphysics software, and give full consideration to various ecological energy-saving methods. Using our models, we present a possible solution for retrofitting a building to minimize its energy consumption. The results are useful for both building energy conversation and creating a comfortable living environment in future.

The contradiction between the indoor environment and building energy consumption has been controversial. The design of building envelope involves many parameters such as window size and exterior wall material. These parameters have significant influence on building energy-saving design and indoor environment. In this paper, nondominant sorting genetic algorithm-II (NSGA-II) is utilized to calculate winter heat consumption, indoor total lighting energy consumption, and thermal comfort. The Pareto method is used to select the compromise solution and effective value of each building parameter. Different from other studies, we add more architectural design variables into the model calculation, which can bring architects more detailed energy-saving design content.

The merits of the rural human settlements environment is an important symbol of measuring the quality of peasants' living. Farmers begin to pay close attention to the quality of the rural residential environment, such as safety, comfort, convenience and a sense of belonging. This study with the Ningxia new rural as research object, from the living conditions, the new village construction situation, the living environment satisfaction in the process of optimization problems, explored the causes of problems of the rural residential environment, for the next phase of the new sformation to provide reference and help.

Introduction. Large cities are increasingly attracting the attention of investors. It is there that the main projects are being mastered, which are partly financed from the state budget, it is there that retail is actively developing and branches of Ukrainian and transnational companies are being opened. In addition, as a rule, these cities have a master plan that creates broad prospects for the competent and organic development of territories. The purpose of the study is to deepen the methodological approaches to assessing the effectiveness of energy-saving innovative projects in building development.Research methods. The article used general scientific and specific research methods, in particular: analysis and synthesis – to improve the interpretation of the concept of “innovative activity of the enterprise”; system approach – to clarify the economic meaning of the concepts of “management of innovative activities of the enterprise”, “efficiency of innovative activities of the enterprise”; graphic – for visual representation of statistical material and illustration of theoretical and practical provisions; expert assessment – to determine the effectiveness of innovative activities of the enterprise.Results. The study proves that evaluating the effectiveness of energy-saving innovative projects in building development contributes to integrated development and housing in Ukraine, improving the comfort of urban residents, building development using innovative solutions that are effective and beneficial to both public and private investment construction organizations; the project implementation period and investment costs and risks are determined, which often require diversification of project financing sources; the interdependent indicators of building - density and superficiality influencing characteristics of energy consumption are offered; proved that the building area, combining many residential, public buildings and infrastructure, forms essentially an ecological living environment for a large number of citizens, in connection with which environmental factors should be paid special attention when planning the building.Discussion. Prospects for further research include the study of foreign experience in ensuring standards for energy consumption, ecology, provision of socio-cultural facilities and providing comfortable living for future residents in the complex of development and development of methods for evaluating energy-saving innovations in building areas taking into account economic, energy and environmental factors.

In the countryside in Inner Mongolia, the indoor conditions in many residential houses are still very poor at present and the energy consumption is large. To improve the living conditions of the people in the countryside and reduce the energy consumption, besides considering energy saving of construction during new buildings construction, the energy saving reconstruction according to the existing structure is another major issue in front of us. The thesis will put light on the analysis and research about the energy saving reconstruction suitable for the existing buildings in Inner Mongolia.
