Since the British first proposed the concept of "low-carbon economy", the international community had made a great effort in controlling greenhouse gas emissions and developing a low-carbon economy. However, the development of low-carbon economy is a top-down economic transformation driven by policy, which is different from the bottom-up economic transition driven by technology progress in the past. The influence of policy-making in low-carbon economy is everywhere, so the study of policy formulation and decision-making can be significant for low-carbon economy transition. This paper delivers a policy influence research method by constructing a regional low-carbon development model based on System Dynamics, and validates this model by comparing the simulation data and the Chinese calendar year statistics. Finally, some policy making suggestions based on the research are provided.

Abstract The development of green finance helps to promote the transition to a low-carbon economy. Using data from 30 provinces in China from 2001-2019, we empirically examine the impact of green finance on the transition to a low-carbon economy and further explore the mediating role of low-carbon technological innovation in this facilitation process. The study finds that (1) green finance can significantly contribute to the transformation of the low-carbon economy from China as a whole. However, when China is divided into four regions: east, central, west and northeast, the contribution of green finance to the low-carbon economic transition in the west is not significant. (2) After adding low-carbon technologies to the model, green finance still has a significant contribution to the low-carbon economic transition, but this contribution decreases with the intervention of low-carbon technologies. (3) There is a strong spatial dependence between green finance development and low-carbon economic transformation in 30 Chinese provinces. However, the dependence among provinces tends to weaken after 2011. And the overall green financial development in China shows a positive spillover effect on the low-carbon economic transition. Based on the analysis results, several countermeasures are proposed to promote the further development of China's low-carbon economy.

The relevance of the research topic is justified by the currently emerging trend of transition to a low-carbon economy all over the world. The purpose of the article is to consider the theoretical aspects of this process, as well as the barriers that stand in the way of the Russian Federation in the implementation of the principles of low-carbon development. The analysis of international agreements in this area and Russian documents on their ratification is carried out. The author has proven that Russian enterprises must take action by introducing innovative technologies to reduce carbon emissions and raising product quality standards in order to provide priority opportunities for future economic development.

Facing the pressures of international carbon emission reduction, the transformation into a low-carbon economy has become a common issue of all countries. The core of developing a low-carbon economy is to increase carbon productivity, which can be measured as the economic benefits of unit carbon emissions. Therefore, using province-level panel data in China from 2009 to 2017, we analyze the carbon productivity level of each region, and empirically investigate the threshold effect of clean energy development on carbon productivity under different technological innovation levels. The results show that the carbon productivity is rising, and China’s economic development pattern has been shifting towards low-carbon and sustainable development. Furthermore, the driving force of clean energy development on carbon productivity is not monotonously increasing (decreasing) but is a “double threshold effect” of technological innovation capability. Finally, based on the research conclusions and realistic requirements of China’s low-carbon economic transformation, this paper proposes improving carbon productivity from the aspects of innovation capability improvement and institutional guarantee.

In response to global climate change, how to develop low-carbon economy in the longer term has become a hot topic in current research. The realization of low-carbon economy is not simply been technical but policy-making methods need to be conducted in-depth research. A social orientation would only display its deviation after being practiced, but we may not have the chance to bear the cost. So the inevitable choice could be that we simulate and predict the possible consequence and analyze possible scenarios before the orientation being developed. In this paper, a regional low-carbon economic system has been developed based on the innovation of existing research on sustainable development.

Introduction. Environmental and climatic problems of the Russian Federation have attracted considerable attention from scientists, politicians, as well as the general public. Human activities are a major cause of pollution and global warming, which necessitates the search for a new way of economic development reducing the adverse impact on the environment. The authors consider a low-carbon economy aimed at simultaneously solving economic, environmental, and climatic problems as such a guideline. Based on the research conducted the article identifies the constituent entities of the Russian Federation in which pilot projects for the transition of enterprises and cities to low-carbon development are most expedient to implement. The gained experience should be applied in other regions of the country in the future. Materials and Methods. Data from the Federal State Statistics Service and the Ministry of Natural Resources and Environment of the Russian Federation on 20 most populated constituent entities of the country were analyzed. In order to identify the regions with the largest volumes of various types of pollution, the data ranking method was applied. The authors have also carried out an analysis of relative indicators of natural resource intensity associated with emission into the atmosphere, discharges of polluted wastewater, and production of municipal solid waste. Results. The performed analysis has shown the heterogeneity of the environmental and economic development of the constituent entities of the Russian Federation. It has been concluded that among the regions considered, it is most expedient to implement pilot projects for low-carbon development in cities and in “polluting” industries located in the Kemerovo, Sverdlovsk, and Chelyabinsk Regions, as well as in the Krasnoyarsk Territory. Discussion and Conclusion. The results of the study can be used in the development of environmental programs, as well as in the development of directions for mitigating the environmental impact in the most polluted regions of the country and in industries with high natural resource intensity.
