For many years, the indigenous peoples had been experiencing various acts of marginalisation and discrimination. However, to this day, the definitions and rights of the indigenous peoples in certain jurisdictions are still left ambiguous. These rights includes the right to self-determination which, on the surface, is linked to freedom to choose political status and cultural or economical development and can be considered as one of the vital rights for indigenous peoples as it allows the community to decide on various aspects of their lives. Looking beyond that, this concept can be further classified into external and internal self-determination and each country may adopt a different approach to this right. As Greenland has a relatively higher population of indigenous peoples, the laws and regulations on indigenous peoples can be distinct. Therefore, this study examines the availability of self-determination policies and possible issues on it’s implementation in Greenland in comparison to the rights of the Orang Asli in Peninsular Malaysia. By using critical legal analysis, this study provides an insight to the exercise of self-determination rights of the indigenous peoples in other jurisdiction and the relevancy of the same right in Malaysia which can help to identify certain aspects to be improved on in the existing national indigenous peoples’ rights laws.

The article is devoted to examine Russian-Turkish relations in the historical retrospective review. The regional and geopolitical goals which Russia had to realize in XVII – beginning XX centuries and which is stipulated the necessity to ensure Russia security and further economical development are revealed. The factors which led to push of Russia and Turkey interests and which became the cause of Russian-Turkish military conflicts which is occurred at interval of cooperation and partnership in this period are represented. The results of Russian military and political efforts which allowed realize the tasks to liberate Crimea, for Russia passage to Black Sea and to Mediterranean Sea basin, to support Balkan peoples to win their national independence, what strengthened Russian regional and geopolitical positions considerably are examined. The character of Russian-Turkish relations in Soviet period which passed the stages of the cooperation and confrontation which caused “Cold War” is revealed.The main attention is allotted to analyze in details the recent stage of Russia – Turkey relations. The character of the actual Turkish ruling elite, which is represented of the Justice and Development Party (JDP), which is confessing the ideology of the moderate Islamism and Neo Osmanism is exposed. The internal social and economical politics of JDP is examined. The goals and intentions, which Turkish leadership pushed forward, are analyzed and their influence on Russian-Turkish relations is inspected. The activity of the Turkish foreign politics on the different directions in the Arab World, Europe, countries of CIS, Moslem regions of Russian Federation is examined. In the conclusions the differences and common interests in the foreign politics of Russia and Turkey and the possibility of their cooperation are analyzed.

Эта статья посвящена вопросам, связанным с особенностями формирования муниципальных бюджетов Финляндии после принятия Муниципального Кодекса 1995 года. Авторы анализируют новые источники поступления доходов в муниципальные бюджеты. Также они анализируют особенности налогообложения муниципальных концернов и консорциумов, которые были созданы некоторыми муниципалитетами при взаимном сотрудничестве. Также тут сказано об экономической помощи и попытках государства стимулировать развитие муниципалитетов во время экономического кризиса, как в краткосрочный, так и в долгосрочной перспективе. Кроме того, в этой статье авторы также анализируют новые общегосударственные долгосрочные программы по выравниванию экономического развития муниципалитетов с низкими и высокими доходами. This article deals with questions peculiarities of Finland’s municipal budgets formation after passing the Municipal Code of 1995. Authors analyze new sources of revenue return into municipal budgets. Also they analyze peculiarities of taxation to municipal concerns and consortiums, which were created by some of municipalities under mutual cooperation. It also talks about economic assistance and the state's attempts to stimulate the development of municipalities during the economic crisis, both in the short and long term. There also was said economical aid about and attempts by the state to stimulate development of municipalities at the time of economical crisis as in shatters as in long term perspective. Beside that in this article authors also analyze new common to whole state bong term programs about equalization of economical development of municipalities whit high level and low level incomes.

EUROPA stamps underline cooperation in the posts domain, taking into account the promotion of thematic philately. They also build awareness of the common roots, culture and history of Europe, and its common goals. As such, EUROPA stamp issues are among the most collected and most popular stamps in the world. Europa Stamps 2016 are very special stamps with the “Think Green” theme aimed to create awareness and give a wakeup call - its time to protect our environment for the better future of the new generations, and to contribute to socio-economical development. In this paper, we propose an insight into the history of European preoccupations for natural heritage conservation and for environmental protection and bring into the discussion only the significant concerns in promoting ecological educational via thematic issues (in this case, Think green! issues). In this context, the main objective was to identify, index, and describe the main philatelic pieces - in particular first-day covers - issued in European countries (starting with Italy and ending with the Vatican), from the beginning of issuing.
