In order to ensure sustainable development of seaboard city, it needs to pay more attention to Strategic Environmental Assessment. It is a realistic choice for establishing a set of index system for environmental impact assessment of seaboard city planning. Based on theories and practice both home and abroad, the principles and technical procedure on SEA system of seashore city planning are discussed. The index system suitable for seaboard city is established. The index system includes three levels. The first level is divided into 4 categories, which are natural environment, resource and energy utilization, ecological environment and social-economic index. The second level is divided into 11 categories, such as surface water, atmosphere, acoustic and soil environment. The third level includes more than 90 indexes.

soil environment functional area is for the protection of the soil ecological and human utility functions, divided the environmental similarity soil area unit. Soil environmental functions include production security functions, ecological protection function, bearer maintain function. Soil environmental function regionalization ideas are: proposed index system based on the concept of clear soil environmental function regionalization, then functional evaluation, and finally the formation of soil environmental regionalization map. Soil environmental function regionalization indicator framework should include three aspects: production security index system, ecological protection index system, the bearing to maintain index system.

In order to guide and standardize energy efficiency benchmarking in cigarette enterprises, promote energy-saving emission reduction work, this paper researches on how to structure the energy efficiency index system reasonably and scientifically. The index system is established from the enterprise, process, equipment aspect, which includes all links, such as conversion, purchase storage, delivery distribution, terminal energy consumption. The energy efficiency benchmarking can be implemented according to the energy efficiency index system, and the energy saving potential can be found out by discovering the problem of energy utilization in each link and each energy level. The application practice shows that the energy-saving rate can reach over 18%, and continue to promote energy-saving emission reduction of cigarette enterprises through carrying out the energy-saving reform on the basis of reasonable application of the energy efficiency index system.

Background: With the rapid development of the Internet, the number of web spam has increased dramatically in recent years, which has wasted search engine storage and computing power on a massive scale. To identify the web spam effectively, the content features, link features, hidden features and quality features of web page are integrated to establish the corresponding web spam identification index system. However, the index system is highly correlation dimension. Methods: An improved method of autoencoder named stacked autoencoder neural network (SAE) is used to realize the reduction of the web spam identification index system. Results: The experiment results show that our method could reduce effectively the index of web spam and significantly improves the recognition rate in the following work. Conclusion: An autoencoder based web spam indexes reduction method is proposed in this paper. The experimental results show that it greatly reduces the temporal and spatial complexity of the future web spam detection model.

Effectiveness evaluations are one of the important ways to guide grid investment and to improve investment efficiency. Improving the effectiveness of grid investment evaluations is studied based on the optimization of the investment evaluation index system and the utility evaluation model. The index system is optimized by establishing an evaluation index system of grid investment effectiveness, considering the redundancy between the indices, and constructing an ISM-DEA model. The utility function model was introduced to fully consider the different risk appetites of decision-makers, and a utility evaluation model that takes risk appetite into account was established. An improved weight integration model based on multiobjective optimization was established by considering the minimum deviation and the trend-optimal objective function when setting the index weights. The calculation results show that the feasibility of the index system optimization model and utility evaluation model constructed in this study is verified under the premise of satisfying the assumptions. By adjusting the risk preference coefficient of decision-makers, the dynamic optimization of the grid investment utility evaluation results can be realized.

Strategic environmental assessment (SEA) can support decision-makers in constructing more sustainable plans, programs, and policies (PPPs). To be more coherent with new frontiers of sustainable cities, PPPs need to include conservation objectives and to increase ecosystem service (ES) strategies. The ES concept is not intrinsic to the SEA process; therefore, it is necessary to develop an approach and methodology to include it. In this paper, we propose a methodology to integrate the concept of ecosystem services in all phases of the SEA process for a sub-urban plan, including the design of mitigation measures. The case study is represented by a peri-urban development plan in the municipality of Gallipoli in South Italy, characterized by a strong tourism economy and valuable agro-ecosystems. The analysis shows the priority ecosystem services that are selected considering the sustainable development and environmental goals, the context of referment, and the aims of the peri-urban plan. After, we highlight the potential ecosystem services developed considering the design of mitigation actions like green infrastructure, which could be implemented in the peri-urban plan. The capacity to develop green infrastructure in SEA processes can configure the SEA as a tool for ecological urban design that is integrated with urban planning. This requires the ability to transfer ecological and planning theories into practical actions and the capacity of different disciplines to work in a transdisciplinary approach.

Some strategic environmental assessment (SEA) pilot cases in China strive to integrate environmental issues into the planning from the beginning. One of them is the SEA for development strategy of Tianjin Binhai New Area. The SEA adopted an interactive assessment mode with the decision-making process and predicted the environmental impacts of the development strategy on land resource, water resource, energy, surface water, atmospheric environment, and ecosystem of land area and offshore area. The future development strategy of circular economy and low-carbon economy in Tianjin Binhai New Area was also analyzed. Finally, experience from the SEA case was discussed. The case study shows that support from non-environmental agencies, early integration of SEA process and planning process, interactive assessment mode, and sensible environmental protection strategy facilitate the integration of environment into decision-making.
