Since reform and opening up for more than 30 years,tremendous progress in human development has been made,while also facing the double pressure of energy shortage and environmental pollution. Based on this situation,government has introduced a series of energy conservation and emission reduction policies.Therefore, energy saving has aroused widespread concern. Policy research on the implementation of energy saving has become a hot issue of academia.In this context,evaluation of energy-saving emission reduction policies has important theoretical and practical significance.It can provide theoretical support and decision for the state making energy-saving emission reduction policies.

Energy conservation has become an important topic of social development. The assessment of the energy utilization results is meaningful, which is the springboard of the paper. Taking Wuhan city in China as an example, lots of in-depth investigations are accomplished, hierarchical analysis and fuzzy computation are made, so as to build a set of evaluation index to estimate the actuality of energy saving and emission reduction in Wuhan. The result is also available to appraise the energy conservation in other cities.

Since the reform and opening up, China has made unremitting explorations of a transition to green development and promoted economic development to get rid of dependence on high consumption, high emissions and environmental damage, and shift to a green development mode that can help in the mutual promotion between economic growth and resource conservation, emission reduction and environmental improvement. This paper elaborates China’s progress and challenges in its transition to green development and provides responsive measures for future green transformation with Chinese characteristics.

Thermal power industry promotes economic development in a high speed, and it also brings the problem of resources and the environment. Building the evaluation index system of the thermal power plants’ ability of energy saving and emission reduction, we made use of the analytic hierarchy process to determine the weight. And the fuzzy comprehensive evaluation was applied to a thermal power plant in Shandong Province. We obtain following conclusion: the primer factor which confines its ability of energy conservation and emission reduction is pollutant emission. On this basis, we put forward the specific implementation measures from fiscal policy, tax policy and monetary policy, aim is to accelerate the development of China’s energy saving and emission reduction.

The per capita annual energy consumption of colleges and universities is much higher than the national per capita annual energy consumption, and the difference in energy consumption level among colleges and universities is also large, and the building energy conservation potential of colleges and universities is large. Taking a university in a cold region as an example, this paper made a statistical analysis of the comprehensive energy consumption in the past four years, and found that the proportion of energy consumption in the building environment energy system was the highest, accounting for 68.9%. This paper puts forward the construction strategy of campus energy emission reduction for building environmental energy system, which not only provides support for scientific assessment of energy consumption level and energy saving, but also promots the policy of building energy saving transformation in existing universities.

Energy saving and emission reduction are becoming strategic issues in China. Evaluation indicator of energy conservation efficiency and emission reduction is established in the paper. Fuzzy clustering analysis is used to build the evaluation model of energy conservation efficiency and emission reduction in the paper. The case is analyzed in the paper. It shows that the evaluation system of energy saving and emission reduction is scientific and objective.
