Purpose Copyright law supposedly brings a balance between copyright owners and information users as a way of creating a harmonious relationship. The purpose of this paper is to examine the relationship between Kenya’s Copyright Act and the provision of information services in public university libraries in Kenya. Design/methodology/approach The study was informed by both the organization theory and the social systems theory which, respectively, provided a base for discussion on the library and its basic functions, and an interdisciplinary approach that accommodate library services and law. Data were collected from a sample of 77 librarians from public universities libraries, and analyzed using the qualitative method. Findings The study established that librarians were reasonably aware of the copyright Act. However, they were apprehensive and uncertain about copyright effect on the library. Evidence from the study showed that librarians needed to extend their knowledge and understanding of the copyright law for the effective provision of information services. The paper concludes that there is scope for librarians, using their wealth of knowledge and expertise, to make relevant and useful suggestions on copyright. Such contribution would assist in bringing harmony in the use of copyrighted materials. Originality/value These findings are original and will be useful in giving general direction on copyright. The study highlights the important issue of universities as parent institutions providing needed leadership in the copyright area.

Approximately 100 Intellectual Property Information Services Centres have been established in Chinese university libraries, more than 80% of them since 2017. The context of this boom in Intellectual Property Information Services Centres is the rapidly increasing number of patent applications in China, as well as an unacceptably low transfer ratio. Do Intellectual Property Information Services Centres represent a promising direction for university library transformation? This is the central issue addressed in this article. The characteristics of the Chinese evolutionary path and driving forces are discussed, and distinctive intellectual property information service practices are studied and summarized. Comparisons are made with the USA, the UK, Europe and India. With Intellectual Property Information Services Centres, university libraries can evolve from information providers to innovation catalysts, and establish closer connections between universities, communities and industries. The impacts of Intellectual Property Information Services Centres on university librarianship are multifaceted. The trends and challenges of intellectual property information services are also discussed in the article.

The study investigated leadership styles, promotion opportunities, and salary as correlates of turnover intention among librarians in Nigerian academic libraries. It applied the correlational survey design, and data was gathered with a questionnaire. The entire 115 librarians in three (3) universities in South-South, Nigeria formed the population of this study. The data was analyzed with mean and Pearson Moment Correlation (2-tailed). The findings show that the turnover intention of the librarians was high; leadership, promotion opportunities, and salary positively correlate with the turnover intention. The major implication of the findings of the study is that the issue of leadership style, promotion, and salary should be carefully planned by the management of the library, otherwise, the librarians will leave the library whenever the opportunity shows up. These findings provide new data for planning the management of library staff to achieve effective information service in the library.

Library of a university considered as an important entity of a university and employees of the library have a key role to play in disseminating knowledge to the academic clientele in the university. This study conducted to comprehensively investigate the job satisfaction of employees as the main objective and followed by identifying the main factors and finally to provide suggestions to overcome the dissatisfaction level of jobs of staff serving in respective universities. Study sample comprised with 510 respondents representing all professional, para-professional and support staff categories working in 14 university libraries in Sri Lanka. Semi structured questionnaire with five point likert scale used to collect quantitative data for the study. The study findings indicates that university library employees were moderately satisfied with their jobs and in general and co-workers, salary and benefits, physical working condition, career development opportunities, work itself, appreciation and feedback identified as the main factors of job satisfaction. The present study recommend to take immediate measurements to enhance the level of job satisfaction among employees by enhancing a collaborative working atmosphere, provide more career development opportunities, establish a proper mechanism for provide appreciation and feedback to enrich the current level of job satisfaction of library staff.

Wildfire-potential information products are designed to support decisions for prefire staging of movable wildfire suppression resources across geographic locations. We quantify the economic value of these information products by defining their value as the difference between two cases of expected fire-suppression expenditures: one in which daily information about spatial variation in wildfire-potential is used to move fire suppression resources throughout the season, and the other case in which daily information is not used and fire-suppression resources are staged in their home locations all season. We demonstrate the method by constructing a hypothetical wildland management unit calibrated to represent a region typical in the US West. The method uses estimated suppression costs and probabilities of significant fire, as provided by an information service, to estimate expected suppression costs. We analyse differences in expected suppression costs for a range of risk scenarios. Economic savings occur for the majority of risk scenarios. This approach can be used to evaluate investments in wildfire-potential information services, and for assessing the value of investing in new resources.

Purpose – This paper aims to suggest performance evaluation of university libraries in India using qualitative and quantitative parameters provided by librarians to be collected, analysed and disseminated by a national agency apart from LibQual user surveys. Design/methodology/approach – The status about the university libraries in India provided by the Association of Indian Universities publication Universities Handbook would help to assess the quantity and quality of collection and services offered by these libraries. The framework for performance evaluation of university libraries is presented in three heads: parameters, players and procedures. Parameters cover the various qualitative and quantitative data to be collected for the purpose of evaluation. Players include a vast network of institutions involved in this exercise. Among these, the first and foremost is the individual libraries. There should be a national agency to be identified for collecting, analysing and disseminating the consolidated evaluation reports on a national scale. There may also be international agencies or services involved to support and guide user survey such as LibQual. Procedures involve the processes, actions and activities undertaken by the various players to achieve the basic objective of performance evaluation of these university libraries. Findings – The performance framework suggested when implemented every year by university libraries present the qualitative and quantitative outcome of their functioning and reveal their worth in the university landscape. This may also aid in planned and organised development of university libraries in the country. The results provided by this exercise should influence judicious collection development decisions and pragmatic information service planning. Originality/value – India, perhaps, has the largest number of higher education institutions in the developing world. The national directory Universities Handbook only presents information about library of a university without any attempt to analyse the statistics collected to arrive at national trends or patterns. This may be the first attempt to provide a holistic picture to assess the performance of a varied spectrum of libraries as far as infrastructure, resources and services are concerned.
