PurposeThe purpose of this article is to adhere to the construction of foreign print books. Of course, when the funds are limited or reduced, we can adjust the collection structure according to the utilization situation and reduce the subjects or languages that readers use poorly. Provide data support for library collection development plan.Design/methodology/approachThis paper analyzes the development and utilization of printed foreign language books based on the case of the National Library of China (NLC).The quality of library collection is analyzed by list checking method, and the utilization of library collection is analyzed by comparative analysis method and the statistical analysis method is used for language and subject areas, the questionnaire analysis method is used for users in NLC.FindingsForeign printed books plays a certain role in supporting domestic social users. The construction advantages of these print books need to be adhered to and developed. They should not be interrupted or cut down sharply because of many libraries are developing towards digital library or smart library nowadays. Libraries need to balance printed and digital resources in their collection and optimize their printed collection composition in terms of subject areas and unique resources to keep up with evolving needs of their patrons.Research limitations/implicationsIt is not compared with the utilization of e-books.Practical implicationsIn the transition period from traditional library to digital library, quantitative analysis of the construction and utilization of printed book resources can provide research support for the formulation of collection development planning, better service to users and better use of funds.Social implicationsIn the period of library transformation and development, it is of great practical significance to study the construction and utilization of printed books in NLC for resource transformation and service transformation. This paper gives the corresponding analysis and discussion on whether printed books should adhere to and whether they can be optimized.Originality/valueIn the period of Library Transformation and development, it is of great practical significance to study the construction and utilization of foreign language printed books in NLC. The printed book resources can provide research support for the formulation of collection development plan, better service to users and better use of funds.

The National Library of Indonesia launched a social inclusion-based library transformation program based on the library for all movement in collaboration with the Ministry of National Development Planning / BAPPENAS. In 2019, all libraries participating in this program totaled 359 public libraries spread across all provinces in Indonesia. The purpose of this study was to determine the perceptions of general librarians in Indonesia towards social inclusion-based library programs that have been implemented for the last two years. Two previous studies related to librarian perception research and the development of social transformation programs are the basis for the development of this research. The population in this study was 2477 librarians who work in public library institutions in Indonesia from various levels ranging from central to the village, while the determination of the research sample was carried out by simple random sampling technique with a confidence level of 94.5% and a margin of error of 5.7% so that 273 respondents were obtained. The research results are expected to provide input on national strategies and policies for the implementation of a social inclusion-based library transformation program.

Approximately 100 Intellectual Property Information Services Centres have been established in Chinese university libraries, more than 80% of them since 2017. The context of this boom in Intellectual Property Information Services Centres is the rapidly increasing number of patent applications in China, as well as an unacceptably low transfer ratio. Do Intellectual Property Information Services Centres represent a promising direction for university library transformation? This is the central issue addressed in this article. The characteristics of the Chinese evolutionary path and driving forces are discussed, and distinctive intellectual property information service practices are studied and summarized. Comparisons are made with the USA, the UK, Europe and India. With Intellectual Property Information Services Centres, university libraries can evolve from information providers to innovation catalysts, and establish closer connections between universities, communities and industries. The impacts of Intellectual Property Information Services Centres on university librarianship are multifaceted. The trends and challenges of intellectual property information services are also discussed in the article.

The term literacy continues to evolve from time to time according to the conditions of a society. At first, UNESCO in 1997 concluded that literacy is the ability to identify, understand, interpret, communicate, and count using printed or other materials, but the meaning of literacy is much more than that, which in the end a literate community can produce something that is beneficial to individuals or society. Therefore, the prosperity of a society can be seen from the number of literate people. National Library of Indonesia has recorded it in the concept of literacy for prosperity in the Social Inclusion-Based Library Transformation program. One of the programs carried out is for the prosperity of the literacy-based economic community that also aims to support SDGs. Until now, the National Library of Indonesia has succeeded in bringing about a positive impact on the community's economy with the concept of as well as support for SDGs. In the future, there are still many things that must be researched by the National Library of the Republic of Indonesia regarding literacy for inclusive prosperity.

Tujuan kebijakan transformasi perpustakaan berbasis inklusi sosial adalah untuk meningkatkan literasi informasi berbasis Teknologi Informasi dan Komunikasi, meningkatkan kualitas hidup dan kesejahteraan masyarakat  memperkuat peran dan fungsi perpustakaan, agar tidak hanya sekadar tempat penyimpanan dan peminjaman buku, tapi menjadi tempat pembelajaran sepanjang hayat dan pemberdayaan masyarakat. Perpustakaan harus  memfasilitasi masyarakat dalam mengembangkan potensinya dengan melihat keragaman budaya,  keinginan menerima perubahan, serta menawarkan kesempatan  usaha, melindungi dan melestarikan budaya dan Hak Azasi Manusia dan sesuai dengan tujuan pembangunan berkelanjutan. Transformasi perpustakaan berbasis inklusi sosial merupakan wujud perpustakaan sebagai pembelajaran sepanjang hayat. Di mana perpustakaan bukan hanya sebagai pusat sumber informasi tetapi lebih dari itu sebagai tempat mentransformasikan diri sebagai pusat sosial budaya dengan memberdayakankan dan mendemokratisasi masyarakat dan komunitas lokal,  dalam upaya peningkatan kesejahteraan masyarakat.   The objective of the library transformation policy based on social inclusion is to increase information literacy based on Information and Communication Technology, improve the quality of life and welfare of the community, strengthen the role and function of the library, so that it is not just a place for storing and borrowing books, but a place for lifelong learning and community empowerment. Libraries must facilitate the community in developing their potential by looking at cultural diversity, change, and offering business opportunities, protecting and preserving culture and human rights and in accordance with the goals of sustainable development. Transforming libraries based on social inclusion is a form of library as lifelong learning. Where the library is not only as a source of information but more than that as a place to transform yourself as a center for social culture by empowering and democratizing the community and local communities, in an effort to improve the welfare of the community.

The concept of «third place», formulated by R. Oldenburg, can be used as one of the tools for a library transformation. «The third place» is a multifunctional public space, that provides opportunities for intellectual and cultural communication, creativity, self-development and self-expression, a place where one wants to be and wants to return («the first place» according to this concept is home, «the second place» – work or study). The purpose of this article is to consider the concept of «the third place» in the context of its realization in the library and information sphere in Tumen (Russia). Various relevant documents regulating the work of libraries (first of all – public libraries) contain positions confirming the interrelation of library and information activity with the concept of «the third place». Many characteristics of «the third places» («humanitarian», technical and technological, etc.) determine the direction of work of libraries at the modern stage. For the study several similar characteristics were chosen: accessibility, locality; openness to all social categories; the possibility for leisure, entertainment; comfort, ease of interaction. The method of survey with elements of the semantic differential was used. The respondents were the users of the Information and library center for youth (Tyumen, Russia). The research was to identify the degree of severity of these characteristics in library.The results of survey analysis allow the confirmation that the activity of the Information and library center for youth corresponds to the characteristics of «the third place». Librarians work on their integration and development constantly. Also they preserve the major, document-information, content of activity of libraries.The concept of «the third place» is not the only option for the development of each library, but it provides the possibility of using a certain set of conceptual characteristics as a working tool for library and information activity.
