Background: ‘Mainstreaming biodiversity’ aims to integrate biodiversity priorities directly into the policies and practices of production sectors, including the mining sector. In South Africa, the need emerged for a biodiversity guideline specifically relevant to the mining sector that would interpret a wide range of available spatial biodiversity information and frame it in a user-friendly format.Objectives: The aim of this article was to document and review the development of the Mining and Biodiversity Guideline. This serves as a case study of a product developed to assist in bridging the gap between available biodiversity information and use of this information by a production sector.Methods: We examined the development of the Mining and Biodiversity Guideline with reference to three factors known to be beneficial to creating policy-relevant science: a sound scientific foundation (credibility), relevance to decision-making (salience) and involvement of stakeholders (legitimacy).Results: The Mining and Biodiversity Guideline was developed through collaboration between the mining and biodiversity sectors. It provides a tool that contributes to the sustainable development of South Africa’s mineral resources in a way that enables regulators, industry and practitioners to minimise the impact of mining on biodiversity and ecosystem services. It includes a single integrated map of biodiversity priority areas summarised into four sensitivity categories relevant for the mining industry, with detailed guidance on how these should inform the application of the mitigation hierarchy.Conclusion: The Mining and Biodiversity Guideline has received political endorsement from the relevant regulatory government departments. A focussed training programme has promoted awareness and understanding of the Guideline. Preliminary reports indicate that the Guideline has been effective in influencing decision-making.

Career counselling is an important process in the personal and professional development of young professionals. In a continuously changing labour market, the graduates in the engineering field have been rapidly become conscious that the technical abilities are only the core of their professional profile, and the need to add a wide range of soft skills become mandatory prerequisites imposed by the human resources services in the recruiting companies. Our research investigated the impact of a soft skills training programme developed in the framework of a European Union funding project. The results revealed a vivid interest of young researcher in the engineering filed for the personal and professional growth especially for the development of communication and teamwork abilities. The professional counselling activities are a largely integrated component among the activities and the general intervention directions proposed by the European funding projects revealing a real need for the sustainable development of these support activites.

<p><b>The gold mining industry in Ghana is characterised by complexity in terms of its extended/sequential operations, its system-wide reach, its multiple stakeholders, and the variety of formal and informal organisations that constitute the industry. Perceptions of the industry differ considerably amongst stakeholders, depending on their stakes and interests, knowledge, understanding, involvement and agency within or without the sector. Studies of the industry to date have overlooked these diverse viewpoints and used limited-scope, single-frame analyses. However, they have highlighted wide-ranging industry issues that impact the diversity of stakeholders, which could benefit from a fuller and more comprehensive analysis.</b></p> <p>This study addresses this need by adopting a multi-framing systems-based approach. Data was examined and analysed through a variety of systems-based lenses and frames, including a stakeholder analysis (SA) frame, a causal loop modelling (CLM) frame, supply chain analysis (SCA) frame and the Theory of Constraints (TOC) Thinking Processes analytical frames lenses. First the Current Reality Tree (CRT) tool of the Theory of Constraints (TOC) was used to synthesise information from the literature examined, providing an initial provisional CRT model. Interview data was collected by sharing and seeking feedback to the CRT model at multiple levels of the industry, giving voice to stakeholders throughout the sector. Subsequent analysis used all the modelling frameworks mentioned above in a multi-framing analysis.</p> <p>In particular, the evaporating cloud (EC) tool from TOC was used to structure and develop potential solutions to conflict highlighted by the literature review, the SA, SCA and CLM. Building on this, a final CRT was developed, and a goal tree (GT) used to design the desired future whilst employing the future reality tree (FRT) to test the plausibility of solutions from the EC to deliver the desired future. The prerequisite tree (PRT) was then used to identify obstacles and intermediate objectives that must be overcome for successful transition to the desired future.</p> <p>Insights from the research shows a desire by multi-national large scale-gold mining companies and government alike to minimise adverse impacts and maximise the sector’s outcomes for key stakeholders, including those at the community level. However, the research has documented many instances of actions taken to address issues and improve outcomes that have instead resulted in unresolved dilemmas and paradoxes, failing to achieve desired outcomes.</p> <p>A number of factors have been identified as being responsible for these situations. Key amongst them is a limited understanding to deliver desired outcome for stakeholders without compromises, a focus on short-term goals, no collective effort, and arms-length/win-lose relationships amongst the Ghanaian stakeholders of the industry.</p> <p>The study’s concluding findings and results allow decision makers to benefit significantly from the study through its recommendations and showcasing of tools that may allow them to make sound decisions and address endogenous and exogenous cause-effect relationships limiting desirable outcomes from actions taken.</p> <p>Theoretical and knowledge-based contributions are made by conceptualising and offering evidence for three key factors or dimensions that can explain a significant number of issues limiting desirable outcomes for stakeholders of the gold mining industry. These include difficulty to transition from theory (espoused aims) to practice, a relative focus on local optima (silo thinking), poor monitoring (lack of evaluation), and a control culture. Methodological contributions are made by demonstrating the application of a multi-framing approach in a more organic and iterative manner as opposed to its use in a designed sequence, working down through layers of various systemic levels of an industry (in this case, the gold mining industry in Ghana). By so doing, the study builds on and extends the practicality of the multi-framing approach and stimulates further research in the field.</p> <p>In terms of its contribution to practice, the study provides Government, political and mining sector policy decision makers, and other interested actors, with a platform for understanding the sector in order to support their decision making about the industry to ultimately improve outcomes for key stakeholders. In particular, the study allows mining sector policy decision makers and other stakeholders to recognise complexity, uncertainty and conflicts that are embedded in the mining system and in their everyday decision-making activities about the industry. It also allows these stakeholders to become more aware that such issues can be addressed and improved by identifying and focusing on one or few underlying causes.</p> <p>This thesis draws on systems-based frameworks drawn both from functional management, for example, the supply chain and value chain frameworks of operations management and the stakeholder framework of strategic management, and from the broad domain of systems thinking (ST) and systems-based methodologies; and then focuses on the intersection of these frameworks in relation to the gold mining sector in Ghana. Since the early 2000s, there have been substantial efforts to transform the concept of ecosystem services into practice. Spatial assessment tools are being developed to evaluate the impact of spatial planning on a wide range of ecosystem services. However, the actual implementation in decision-making remains limited. To improve implementation, tools that are tailored to local conditions can provide accurate, meaningful information. Instead of a generic and widely-applicable tool, we developed a regional, spatially-explicit tool (ECOPLAN-SE) to analyse the impact of changes in land use on the delivery of 18 ecosystem services in Flanders (Belgium). The tool incorporates ecosystem services relevant to policy-makers and managers and makes use of detailed local data and knowledge. By providing an easy-to-use tool, including the required spatial geodatasets, time investment and the learning curve remain limited for the user. With this tool, constraints to implement ecosystem service assessments in local decision-making are drastically reduced. We believe that region-specific decision support systems, like ECOPLAN-SE, are indispensable intermediates between the conceptual ecosystem service frameworks and the practical implementation in planning processes.

Response time (RT) is a critical human factor that influences traffic flow characteristics and traffic safety, and is governed by drivers’ decision-making behavior. Unlike the traditional environment (TE), the connected environment (CE) provides information assistance to drivers. This in-vehicle informed environment can influence drivers’ decision-making and thereby their RTs. Therefore, to ascertain the impact of CE on RT, this study develops RT estimation methodologies for TE (RTEM-TE) and CE (RTEM-CE), using vehicle trajectory data. Because of the intra-lingual inconsistency among traffic engineers, modelers, and psychologists in the usage of the term RT, this study also provides a ubiquitous definition of RT that can be used in a wide range of applications. Both RTEM-TE and RTEM-CE are built on the fundamental stimulus–response relationship, and they utilize the wavelet-based energy distribution of time series of speeds to detect the stimulus–response points. These methodologies are rigorously examined for their efficiency and accuracy using noise-free and noisy synthetic data, and driving simulator data. Analysis results demonstrate the excellent performance of both the methodologies. Moreover, the analysis shows that the mean RT in CE is longer than the mean RT in TE.

The future direction of China's approach to energy policy making is, of course, difficult to predict. This is due not only to the opaque and fragmented nature of Chinese energy policy decision-making, but also to the fact that energy policy is a new topic for China's leaders and the individuals they rely on for advice to master that impinges on the interests of actors throughout the Chinese bureaucracy. The wide range of participants in the energy policy debate indicates that more diversified views on it probably reach the top leadership. The impact of the multiplicity of opinions is two-fold. It can result in more informed decision-making, but it can also delay the process as decision makers must assess a larger number of competing and sometimes contradictory views.

The purpose of the paper is to consider the mechanism of share repurchases in the context of the coronaeconomy and the COVID-19 pandemic. The English- and Russian-language publications discussing share repurchases from the perspective of the stakeholder approach in corporate governance are reviewed. The practice of the Russian firms implementing share repurchase programs is analyzed, with the focus on the companies included in the Sustainable Development Ranking-100. It is concluded that share repurchases should be studied with regard to the impact they have on the interests of a wide range of company’s financial and non-financial stakeholders, and to the mutual influence of buybacks and parameters of sustainable economic development.

The article is devoted to the issue of the possibility of economic development of the mining industry in the subjects of the Far Eastern Federal District (FEFD) and the impact of investment projects. With the vast wealth and diversity of mineral resources, their involvement in the national economy is an essential factor in the industrialization and successful development of the regions. In the case of the establishment of processing plants, for a number of minerals, the region could provide its own needs, as well as the countries, finished products from it, and develop an export focus. The article considers the export orientation of the mineral and raw materials complex of Russia and the constituent entities of the Russian Federation, as well as the commodity structure of exports of the regions of the FEFD. Special attention is paid to the implementation of major regional investment projects, which are important for the development of the regions. So, it is proposed to implement a major project in the form of an integrated mining and metallurgical complex due to the fact that the region needs its own ferrous metallurgy. The calculations carried out (in various versions: basic, in the conditions of the territory of advanced development (TAD), without the costs of infrastructure creation) showed that the implementation of the project is cost-effective, but due to the high costs, the support of the state is necessary.

<p>Over the last two decades, the redevelopment of the Wellington waterfront has become one of the most contested urban development projects in New Zealand, with the involvement of many varied interests. There have been a number of changes in planning, development concepts, rules, and regulations in order to manage its ongoing redevelopment. However, many development projects on the waterfront have been delayed and cancelled. It might be argued that regulatory and plan changes may be influencing the progress of this redevelopment. However, to date, no one has explored this relationship. Therefore, this study is aimed at filling this gap by using the Wellington waterfront as a case study and focusing on tourism development, the planning process, and the legislative framework surrounding this redevelopment. Its objectives were: (1) to explore the role of tourism in the redevelopment of the Wellington waterfront; (2) to identify the key players involved in the waterfront redevelopment, and specify their involvement and influence on planning and decision-making processes; and (3) to define the existing legislative framework for this redevelopment and examine the way in which it impacts tourism development in this area. This study adopted a qualitative research method. Data in this study was collected from a wide range of documents relevant to the Wellington waterfront and through face-to-face and semi-structured in-depth interviews. 18 representatives from local authorities, waterfront organisations, tourism entities, as well as urban planners, developers, community groups, and property owners were interviewed. Data triangulation was used in data analysis to validate and deepen the findings. The study found that tourism was not recognised as one of the key driving forces of the redevelopment of Wellington waterfront as a whole, although within specific development proposals tourism has been used as a rationale to support these developments. This suggested that to a certain extent tourism was considered in this redevelopment. In this research, while Wellington City Council (WCC) and its controlled entities were identified as the key players influencing the planning and decision making process, the involvement of the public may also play an important role in slowing down this redevelopment. There was firm agreement among participants about the impact of legislative framework on this redevelopment. This study found that there is a legislative framework within which the waterfront redevelopment works. However, the legislative framework tends to impact specific developments rather the waterfront redevelopment as a whole. Several implications and recommendations arise from this study, including the need of continuing research on impact of legislative framework on tourism from a legal perspective. Additionally, it is recommended that the extent to which legislative framework accommodates tourism should be emphasised in understanding its impact.</p>
