The article is devoted to the issue of the possibility of economic development of the mining industry in the subjects of the Far Eastern Federal District (FEFD) and the impact of investment projects. With the vast wealth and diversity of mineral resources, their involvement in the national economy is an essential factor in the industrialization and successful development of the regions. In the case of the establishment of processing plants, for a number of minerals, the region could provide its own needs, as well as the countries, finished products from it, and develop an export focus. The article considers the export orientation of the mineral and raw materials complex of Russia and the constituent entities of the Russian Federation, as well as the commodity structure of exports of the regions of the FEFD. Special attention is paid to the implementation of major regional investment projects, which are important for the development of the regions. So, it is proposed to implement a major project in the form of an integrated mining and metallurgical complex due to the fact that the region needs its own ferrous metallurgy. The calculations carried out (in various versions: basic, in the conditions of the territory of advanced development (TAD), without the costs of infrastructure creation) showed that the implementation of the project is cost-effective, but due to the high costs, the support of the state is necessary.

The Russian Far East possesses significant reserves of minerals. Mineral resources are rich in species diversity. The development of resources is faced with several problems, such as the depletion of active proven reserves in the exploited fields; high costs of transporting raw materials and finished products to processing sites or end-user markets; lack of availability of deposits; significant financial investments in the construction of new transport routes, etc. This means a transition from the extraction of raw materials to obtaining a product with a high stage of processing and the construction of transport routes. In this article, the authors examined the structure of investments in fixed assets by type of economic activity in the subjects of the Far Eastern Federal District. The values of the volumes of reserves and production of major minerals (for 2018) are presented, and resources are allocated based on which it is necessary to develop processing industries in the region. A comparison is made of the transport accessibility of options for locating a metallurgical plant in the Far East. The conclusion about the need for state support of resource projects and the development of measures to improve the conditions for investment has been substantiated.

The present paper analyses migration policy measures implemented in the Russian Far East, namely, State Programme to Assist the Voluntary Resettlement of Compatriots Living Abroad to the Russian Federation, the Far-Eastern Hectare Programme, establishment of Priority Development Areas (PDAs) and territories with a special regime of economic activity. The synthetic control method was applied to quantitatively assess how the adopted measures affect the migration outflow from regions of the Far Eastern Federal District. According to this method and relevant statistics, constituent entities of the Far Eastern Federal District were compared with control regions of the Siberian Federal District, where these policy tools have not been introduced. Comparable areas had similar socio-economic development trends and migration flows in the period preceding the implementation of the state programmes. To analyse the impact of migration policy changes in 2011–2018, the difference between outflow values of the Far Eastern and synthetic control regions was calculated. The results showed that the average estimated values are negative and significantly different from zero. This indicates a positive effect of new migration mitigation measures on reducing the outflow from the Russian Far East. Future research will separately assess the effectiveness of each migration policy tool implemented in the Far Eastern Federal District.

The article analyzes global strategic trends in the development of the fishing industry, whose most important role in terms of the successful development of society is increasingly recognized. For a number of priorities and indicators, the leading countries in the production, export and import of fish and fish products are indicated. The strategic vector of development of the fishing industry in Russia as a whole and, in particular, the Russian Far East has been substantiated. The competitive advantage of the region is the best resource base among all regions of Russia. The main objects of the fishing industry of Russia, determining its competitiveness in the global market, are concentrated in the Kamchatka Territory, Sakhalin Region, Primorsky and Khabarovsk Territories. The level of development of the productive forces of the fishing industry of the Far Eastern Federal District predetermines the role of  Russia in the most important economic space of the world – the Asia-Pacific region, where, since 1992, leaders of the fishing industry have been localized. The problem of realizing the strategic potential of the fisheries complex in Russia is complicated by the lack of capacity of the fishing fleet, port infrastructure, refrigeration and storage facilities onshore, and coastal fish processing plants.

The article focuses on the manifestations of the modern «pandemic» crisis in the key resource industries (mineral resources and forest complexes) of the Far Eastern macroregion. The features of the crisis dynamics of production are shown depending on the predominance of some types of natural resources in the structure of the regional economy, their connection with Russian and world markets, the character of the impact of market factors. The influence of external shocks and national institutional imperatives on the change in the parameters of different branches of the natural resource sector has been investigated. There were found new crisis manifestations associated with the peculiarities of staff formation in the resource sector («shift workers factor»), their consequences for the regional economy and raw materials companies, the need to update the relevant scientific and methodological assessments and management decisions. It was revealed that with all the novelty and multidirectionality of manifestations of the crisis in 2020, the key characteristics of the situation are determined by the traditional set of fundamental reasons that define the development of a region with a resource specialization both in crisis and recovery periods

Introduction. The presented paper is a study of political symbols in the Russian Far East. We are going to discuss not only memorials, but also state symbols, works of art, texts – all the things that shape a world view. The aim of the study is to find political symbols that are universal for the entire Far East region, and to assess their political mobilization capacity. Methods and materials. The article is based upon field study materials conducted in regional centers of the Far Eastern Federal District of the Russian Federation in the spring of 2019. In theoretical terms, the work is based on symbolic politics studies of O.Yu. Malinova, S.P. Potseluev, M. Edelman. Analysis. In the course of the study, we identified several groups of political symbols with mobilization capacity. The first corpus of political symbols is related to the Soviet symbols of victory over Japan. Struggle for the use of these symbols is between the regional branches of the Communist Party and regional authorities. To put things into perspective it is important to assess the impact of Japanophobia on the further development of regional partnership with Japan. The second corpus is the symbols of Russian expansion to the Far East (worship crosses, monuments to pioneers). These symbols are a focal point of struggle between representatives of indigenous peoples, on the one hand, and Cossacks and military-patriotic organizations, on the other hand. Results. In the course of the study of the Russian Far East, we found out that, despite the complicated transformations of the past thirty years, the region is still represented as a unified symbolic space. At the same time, a number of symbolic conflicts and the devaluation of meanings have been observed.

Economic crime is a factor influencing investment attraction. To identify the relationship between economic crime and investment, the Pearson correlation coefficient was calculated. It showed that a linear relationship is observed only in some regions of the Far Eastern Federal District. The lack of a linear relationship between economic crime and investment is probably due to the presence of sharp spikes in crime or investment. This leads to a distortion of the picture, and can also speak of some unaccounted factor, which makes it difficult to make an objective assessment.

Subject. The article addresses the tax liabilities of taxpayers registered in the subjects of the Far Eastern Federal District, which should be paid to the consolidated budget of the Russian Federation, as well as the factors of the said debt growth. Objectives. Our aim is to assess the level of tax debt of regions of the Russian Far East and identify the correlation between the factors and the amount of tax debt. Methods. The study rests on methods of analysis, generalization, grouping, systematization, and the correlation and regression analysis. Results. We analyzed the level of tax debt for the entire Far Eastern Federal District and by region, identified factors affecting the growth of tax debt therein. The paper assesses the structure of tax debt by type of taxes and activity of debtors. The unveiled factors may help control changes in the size of tax debt in the Russian Far East and develop effective measures to improve the debt collection. Conclusions. The study shows that there is an increase in the tax debt in the regions of the Russian Far East, in the VAT in particular. The factor analysis revealed that the volume of sales of wholesale enterprises, investment in fixed capital, the consumer price index have the largest impact on the amount of tax debt.

AbstractThis study investigates the impact of sea ice and snow changes on surface air temperature (SAT) trends on the multidecadal time scale over the mid- and high-latitudes of Eurasia during boreal autumn, winter and spring based on a 30-member ensemble simulations of the Community Earth System Model (CESM). A dynamical adjustment method is used to remove the internal component of circulation-induced SAT trends. The leading mode of dynamically adjusted SAT trends is featured by same-sign anomalies extending from northern Europe to central Siberia and to the Russian Far East, respectively, during boreal spring and autumn, and confined to western Siberia during winter. The internally generated component of sea ice concentration trends over the Barents-Kara Seas contributes to the differences in the thermodynamic component of internal SAT trends across the ensemble over adjacent northern Siberia during all the three seasons. The sea ice effect is largest in autumn and smallest in winter. Eurasian snow changes contribute to the spread in dynamically adjusted SAT trends as well around the periphery of snow covered region by modulating surface heat flux changes. The snow effect is identified over northeast Europe-western Siberia in autumn, north of the Caspian Sea in winter, and over eastern Europe-northern Siberia in spring. The effects of sea ice and snow on the SAT trends are realized mainly by modulating upward shortwave and longwave radiation fluxes.

Modern trends in the development of the oil and gas infrastructure of the Russian Far East are considered. The main threats in the operation of oil and gas pipelines are described. The technology of complex protection of pipeline surfaces is proposed. Protection of the inner surface is achieved through the use of silicate enamel coatings, protection of the external surface – through the use of foam glass. On the basis of local silicate raw materials the technology of the described materials is developed, and their main properties are determined. Recommendations on the application of the developed technology for the protection of pipelines are given.

Innovative processes of deep and complex processing of technogenic raw materials in the context of sustainable development of the mining industry and the economic challenges facing the mining industry should ensure the transition to a circular economy and the maximum use of natural resources. The article reflects the priority scientific and technological research on the involvement of technogenic mineral resources in efficient processing. Presented, developed at ICEMR RAS, including jointly with universities, research and production organizations and enterprises, modern innovative processes of deep and environmentally friendly processing of refractory mineral raw materials of complex material composition (tailings of enrichment of non-ferrous and noble metal ores, poor off-balance ores, slags ferrous and nonferrous metallurgy, sludge of metallurgical production) and hydro-mineral technogenic resources (acidic mineralized bottom-dump waters of mining enterprises of the copper-zinc complex of the Urals, saponite-containing circulating waters of diamond processing factories). Among other things, new directions in the field of selective disintegration of finely dispersed mineral raw materials based on energy effects and deep processing of slags are outlined; increasing the selectivity of enrichment processes; combined processing of technogenic raw materials; resource-saving processing of technogenic and hydro-mineral resources, obtaining secondary products from processing waste. It is shown that in the face of new economic challenges, Russia has sufficient scientific and technological potential in the field of deep and environmentally safe processing of technogenic raw materials in the form of developed and, to varying degrees, tested innovative resource-saving technologies that correspond to the world level, and in a number of technologies are superior to it.
