This article examines the essential issues in the economic development of Nigeria in the 1960s as shown in all the budget speeches presented to the parliament by her first indigenous Finance Minister, Festus Okotie-Eboh. The study highlights the Minister’s efforts to obtain parliamentary approval for the Appropriation Bills laid by his government before the Nigerian House of Representatives in Lagos. The purpose being to underscore the role of the individual in shaping the course of the development of any nation. Hence, the study identifies the fiscal policy orientation upon which the key programmes and projects reflected in such speeches were built. It also establishes the extent to which the projects were achieved. The study concludes that Chief Okotie-Eboh’s parliamentary speeches on Nigeria’s federal budget, though loaded with oversized literary niceties, were still, rather than depictive of a mere display of endless parliamentary filibustering, indeed, a veritable part of the sources of Nigeria’s public history.

This paper discusses the role of social scientific expertise in the emergence of poverty as a problem and a priority for public intervention in the United States during the 1960s. That the social scientific experts defined “the poverty problem” narrowly, as a problem of individuals lacking income or otherwise caught in a “cycle of poverty,” can be understood in terms of a series of historical transformations that played out in overlapping processes of disembedding: of social science from social reform; of economic from social and political knowledge; and of poverty from the study of structured patterns and experiences of stratification and inequality. The structurally disembedded, individualized concept of poverty that emerged from these transformations presented Great Society liberal reformers with a legible problem that they could fix without recourse to major reforms. It would eventually be recast by neoliberal reformers to justify a more ideological form of disembedding that shifted the boundaries of responsibility for dealing with poverty from the social and the public to the individual and personal.

Este artigo tem como objetivo analisar os edifícios sedes dos órgãos públicos federais construídos na cidade de Fortaleza durante os anos de vigência do “Regime Militar”. Parte da compreensão de que a arquitetura, enquanto objeto de fruição coletiva, assume o papel de meio de comunicação de massa no espaço urbano e, como tal, foi um dos instrumentos de divulgação ideológica dos governos militares dirigidos aos setores sociais urbanos; veiculando principalmente idéias de modernização, desenvolvimento, racionalidade, onipotência do poder estatal e autoritarismo. Analisa igualmente as influências, neste processo, da cultura de classe do setor burocrático-estatal, e propõe que estas edificações, ao estabelecerem novos padrões estéticos e de utilização de materiais e equipamentos de procedência tecnológica estrangeira, se constituíram em elementos importantes do processo de abertura da economia nacional ao capital multinacional, em particular no que diz respeito ao mercado da construção civil.Abstract This paper presents the arquitectural critique of a specific group of edifications built in the city of Fortaleza during the period of the military governments in Brazil. The character of the architecture developed by the military government in public buildings in this period is common all over the country: the facilities were built to with the intention to occupy the cities as out-doors of the military governments, diffusing images of modernization, rationality, economic development and the power of the state.   Through the use of architectural language, by the means of design, project, materials, forms and other ways, the architecture of the public sector played the role of ideology, besides introducing imported materials and equipment previously unused in the building sector of the country.

Migration has reciprocal economic implications between the origin and host countries. While scholars draw attention to the globalization of migration, since the 1960s there is a perpetual debate about the migration and development nexus. The role of international migrants and their financial remittances are identified as having a highly positive effect on the home country’s development. Emigrants’ remittances tangibly benefit the income for the families in the home country and investments in different sectors (housing, education, health, entrepreneurship, etc.). Next to remittances, returned migrants, especially those highly skilled are recognized as actors and drivers of significant economic development in the homeland. The contribution of return migrants to the development in origin countries can be beneficial not simply by investing the financial capital they accumulated during the migration cycle but also by the transferring of expertise, knowledge and new skills acquired abroad, and acting as social change agents in the home society. Empirical studies indicate a positive relationship between return migration and entrepreneurial activity, therefore enterprises can be a substantial contributor, among others, to economic growth and alleviating poverty of the origin country. Governments and policymakers are increasingly interested in the issue of return migration and return migration policies that attract and facilitate the returnee’s reintegration. Reintegration programs, especially those in the business sector, benefit the development of the origin country through savings, investments, easing of entrepreneurial opportunities and the expertise of returnees. This paper aims to identify whether return migration is beneficial for the origin country and especially to analyze the role of return migrant’s in the economic development of the origin country through engaging in entrepreneurial activity

The paper argues that the original normativity that provides the basis for Habermas’s model of the public sphere remains untouched at its core, despite having undergone some corrective alterations since the time of its first unveiling in the 1960s. This normative core is derived from two individual claims, historically articulated in the eighteenth-century’s “golden age” of reason and liberty as both sacred and self-evident: (1) the individual right to an unrestrained disposal of one’s private property; and (2) the individual right to formulate one’s opinion in the course of public debate. Habermas perceives the public sphere anchored to these two fundamental freedoms/rights as an arena of interactive opinion exchange with the capacity to solidly and reliably generate sound reason and public rationality. Despite its historical and cultural attachments to the bourgeois culture as its classical setting, Habermas’s model of the public sphere, due to its universal normativity, maintains its unique character, even if it has been thoroughly reformulated by social theories that run contrary to his original vision of the lifeworld, organized and ruled by autonomous rational individuals.

Alternative action organizations (AAOs) are collective bodies engaged in carrying out alternatives to dominant socioeconomic and cultural practices through actions that aim to provide people with alternative ways of enduring day-to-day difficulties and challenges in hard economic times. They are often interpreted as merely “philanthropic” actors, although it is not rare to see them go beyond the provision of direct services to people in need and end up pursuing political goals through political means. This article focuses on the process of politicization, that is, the transition of issues from the private to the public sphere and thus the use of public forms of contention (e.g., protest) proposing public solutions at the collective level instead of private solutions at the individual level. We argue for the role of the crisis in the politicization of AAOs. In particular, we show that the appropriation of the context as a context of economic crisis in the discourse of AAOs has a visible effect on their politicization, in terms of both repertoire of actions and goals. Furthermore, we show that social solidarity organizations, those that are not inherently politicized, are the main protagonists of this crisis-triggered transition. The article draws on statistical analysis of the data collected through the coding of AAOs’ websites in Greece, Italy, and Spain.

This chapter examines the role of foster parents as workers, an idea rooted in the nineteenth century role of the “boarding mother.” Child Welfare professionals, foster parents, and the public struggled over the proper balance between paying adequate board to foster parents while ensuring that desire to nurture a child remained the paramount motivation. By the 1960s, foster parents began organizing themselves, culminating in the formation of the National Foster Parents Association in 1971.

This issue of Public History Review discusses aspects of the distinctive role of public historians that goes beyond an approach simply aimed at bringing in people to exhibitions or making historical knowledge ‘accessible’. As James Gardner argued in the last issue of Public History Review, ‘We are often our own worst enemy, failing to share what we do. If we want the public to value what we do, we need to share the process of history’. Opening up the premises underpinning different forms of historical representation can assist in widening the historical process and facilitate a way of understanding and making meaning.

Public history practise in South Africa holds out much promise of further things to come. It can close the gulf between history and heritage. This chapter argues that the role of the public historian should not be conflated with the dynamics of the heritage sector, but suggests how trained academics can indeed put their skills to work in a society that is passionately interested in understanding itself and how its pasts created the present. The student movement sharply raised the image of universities in crisis, requiring a whole new, relevant curriculum and rethinking the ways that universities relate to their publics. Public historians can work towards creating invented spaces for co-production of knowledge, moving beyond the traditional oral history interview. The divide between academia and communities is huge and needs to be constantly tackled, providing access to the secluded information of the professional world. I suggest that due to their privileged place in society, many historians have been unable or unwilling to engage with the recovery agenda – the massive need for affirmation of African identity, capacity and culture. A handful of dedicated public historians do not fit this mould and have been exemplary in rolling up their sleeves and boldly engaging with the messy complications of dealing with non-academic communities to produce new forms of historical knowledge, based on inclusiveness.

We all take risks, but most of the time we do not notice them. We are generally bad at judging the risks we take, and in the end, for some of us, this will prove fatal. Eating, like everything else in life, is not risk free. Is that next mouthful pure pleasure, or will it give you food poisoning? Will it clog your arteries as well as filling your stomach? This lecture weaves together three strands—the public understanding of science, the perception of risk and the role of science in informing government policy—as it explains how food risks are assessed and managed by government and explores the boundaries between the responsibilities of the individual and the regulator. In doing so, it draws upon the science of risk assessment as well as our attitudes to risk in relation to issues such as bovine spongiform encephalopathy, dioxins in salmon and diet and obesity.

Legal coherence and predictable decision-making are the cornerstones of Finnish administrative law. The aim of this research is to analyze the factors that make administrative decisions unpredictable in Finland today. Why is the challenge so significant for the authorities? The factor analysis revealed six main features affecting predictability in the legal regulation of Finnish public governance: the increasing use of soft law, the devolution of government, deregulation, the changing role of the individual, the blurring of the division between the public and the private sector and the influence of international and EU-law.
