Invasive species issues in Canada - How can ecology help?

The field of invasive species biology has been growing rapidly in the past decade, spurred on by the US Executive Order on invasive species in 1999. Despite calls to deal with invasive alien species under the International Convention on Biological Diversity in 1992, Canada has been slow to act. Part of the difficulty in managing alien invasive species effectively lies in the lack of ecological knowledge. The Canadian strategy on invasive alien terrestrial plants developed recently by the Canadian Food Inspection Agency sees research as a critical component of the strategy, including study of the biology and ecology of invasive plants. A symposium on ecology and invasive plant species at the Plant Canada meeting in 2007 in Saskatoon served to explore some emerging research in Canada, particularly focusing on Canada’s prairie region. Papers derived from five of the presentations are presented here and illustrate well the continuing challenge of applying ecological principles to the complex issues surrounding invasive plants. Canadian ecologists have made a significant contribution, but much remains to be done along the lines of the simple studies provided in this symposium. The phenomenon of invasive alien species has become one of the greatest threats to the biological diversity of the planet, placing major constraints on development. In order to provide the tools needed to address this pervasive issue, the current knowledge on invasive species must be further developed with a cross-sectoral and multidisciplinary approach. Recent theories of invasion propose that exotic plants probably produce secondary metabolites which can be allelopathic, antiherbivore, antimicrobial and which are either unique or underrepresented in the plants’ new range. This review attempts to attract the attention of phytochemists to study either the mechanisms of plant invasion or to use this widespread plant resource for humans.

Invasive plants were planted in Bangladesh to improve the stand stock quickly and meet the country’s rapidly growing demand for timber. Although invasive species have negative impacts on local ecosystems, but some species are useful too. Therefore, the present study was conducted in and around two protected forests of Bangladesh to assess the status, species diversity, and curative uses of invasive plants. A total of 60 sample plots were surveyed from 5 habitat types, for example, forest, roadside, homestead, fallow land, and others. Plants uses data were collected through interviews and focus group discussions. Study recorded 43 invasive medicinal plant species belonging to 28 families, of which Asteraceae constituted the highest family importance value (21.9). Among the habitat types, fallow land (32 species) and roadside (29 species) possess the highest number of species. Based on people’s perceptions, plants were categorized into three level of invasion: low (11 species), moderate (19 species), and high (13 species). The use of aerial plant parts was higher (68%) than the whole plant (17%). Consensus of local community’s (ICF) was high in managing gastrointestinal (0.65) followed by respiratory (0.60) diseases. A number of biological diversity indices were applied to quantify definite diversity. Therefore, a national programme must be initiated to increased invasive plant inventory, monitoring, and research on distinguishing the harmful from the harmless species and identifying the potential uses of invasive species.

The year 2020 and the next few years are critical for the development of the global biodiversity policy agenda until the mid-21st century, with countries agreeing to a Post-2020 Global Biodiversity Framework under the Convention on Biological Diversity (CBD). Reducing the substantial and still rising impacts of invasive alien species (IAS) on biodiversity will be essential if we are to meet the 2050 Vision where biodiversity is valued, conserved, and restored. A tentative target has been developed by the IUCN Invasive Species Specialist Group (ISSG), and formally submitted to the CBD for consideration in the discussion on the Post-2020 targets. Here, we present properties of this proposal that we regard as essential for an effective Post-2020 Framework. The target should explicitly consider the three main components of biological invasions, i.e. (i) pathways, (ii) species, and (iii) sites; the target should also be (iv) quantitative, (v) supplemented by a set of indicators that can be applied to track progress, and (vi) evaluated at medium- (2030) and long-term (2050) time horizons. We also present a proposed set of indicators to track progress. These properties and indicators are based on the increasing scientific understanding of biological invasions and effectiveness of responses. Achieving an ambitious action-oriented target so that the 2050 Vision can be achieved will require substantial effort and resources, and the cooperation of a wide range of stakeholders.

Invasive plants had raised lots of concern about the environment and biodiversity. Many members of Asteraceae are notorious invasive alien species across the world. In Taiwan, Emilia (Asteraceae) contains one native and two naturalized species. Recently, we found some morphologically intermediate individuals between the native E. sonchifolia var. javanica and the alien E. praetermissa from northern Taiwan where the latter two grow sympatrically. Based on morphological comparisons, pollen viability and flow cytometry information, we confirmed the fact of natural hybridization. Herein, we describe a new hybrid Emilia ×latens J.-Y Wang & J.-C. Wang and provide a key to Emilia species in Taiwan.

Invasive alien species are a threat to biodiversity and food security, health and economic development. These species are causing enormous damage to biodiversity and the valuable natural agricultural systems upon which we depend. Globalisation, trade, travel, and transport of goods across borders they have facilitated the spread of invasive alien species. The spread of invasive alien species is now recognised as one of the greatest threats to the ecological and economic well being of the planet. The aim of the article is to analyze and attempt to assess the legal regulation relating protection native species against alien invasive species and alien species.

This article is devoted to highlighting the international, European and Ukrainian experience encompassing legal regulation dealing with the invasive alien species that represent the second largest threat to global biodiversity, right after habitat destruction. It has been proved that, at the international level, primarily within the framework of the Convention on Biological Diversity, the ecosystem approach is recognized as the basis in dealing with such species. It is also gradually being reflected in the regulatory framework of the European Union. The provisions of the EU on nature protection and the relevant regulations of the European Commission define invasive species, which are prohibited from activities that may contribute to their dissemination in the environment. In the Ukrainian environmental law, a positive trend towards the recognition of the ecosystem approach in dealing with invasive alien species is observed primarily among national strategic documents, while in current national environmental legislation, these issues are regulated fragmentarily and inconsistently, which indicates the need for its early reform.

The present paper is devoted to the problems of legal regulation of protecting biological diversity from the harmful effects of invasive alien species (hereinafter, IAS) with regards to climate change. Taking into consideration the fact that one of the main principles of environmental protection is the preservation of spatial and species diversity, legal understanding of the interconnectedness between climate change and harmful biological influences, is of great scientific and practical significance.  Notably, the protection of the environment from the adverse effects of IAS and climate change is interconnected with the conservation and sustainable use of biological resources, as stated by the provisions of the Convention on Biological Diversity (Rio de Janeiro, 1992) and its protocols and decisions. Thus, one should acknowledge that climate change and invasive alien species are not only two of the key threats to biodiversity, but are directly interrelated and can act synergistically, presenting additional pressure for conservation and sustainability.  Meanwhile, current legal regulation of both, climate change and IAS is relatively new to Ukrainian legislation, mostly done by means of international legal instruments. The existing national legal acts are generally of a strategic nature and address these issues separately with few legal provisions mentioning their interconnection. The paper substantiates the need to acknowledge and legally define the interrelation between climate change and invasive alien species. Thus, the development of appropriate regulatory framework for prevention and control of IAS should be carried out with consideration of climate change issues. In turn, national environmental legislation, in particular national framework law ‘On Environmental Protection’ as well climate change policy and laws should be complemented by provisions incorporating IAS management as a tool for reducing pressure on ecological services and enhancing ecosystem resilience.

With the international economic and trade exchanges, biological invasion has become an important factor in the threat of biological diversity and ecological environment. In order to prevent and control exotic species invasion, using of GIS-based geospatial technology to the potential distribution of invasive species risk assessment can provide the basis for ecological management of invasive alien species better, thus reducing the economic losses due to invasive alien species caused to our country. To this point, the study had done a secondary development based on ArcGIS Engine component. It used niche model to analysis and study potential suitable distribution of alien pests in China, conduct a risk assessment to them. The receiver operating characteristic curve was applied to access the prediction accuracy Analyzed the impact of the distribution of invasive alien species` main environmental variables. It provided a theoretical basis for ecological management of invasive alien species.

Butterfly diversity was recorded from Nov (2013) - May (2014) in Pookode region. A total number of 128 species recorded from the five families; Nymphalidae (46 species) Lycaenidae (28 species), Hesperiidae (22 species), Pieridae (17 species) and Papilionidae (15 species) respectively. During the survey invasive plant species were also recorded. There were 36 species of invasive plants from 18 families identified from the study area. More butterflies were attracted towards nectar offering invasive plants. Chromolaena odorata, Ipomea cairica, Lantana camara, Merremia vitifolia, Mikania micrantha, Mimosa diplotricha, Pennisetumpolystachyon, Pteridium aquilinum, Quisqualis indica and Sphagneticola trilobata were the major invasive plants found in the Pookode region and their flower attracts butterfly for pollination. Even though nectar offered by the plants are supportive for growth, in long run these species can affect butterfly population bydeclining native host larval plant species for butterfly reproduction. Invasive species compete with the native flora and reduce its population. Management practices like physical, chemical and modern bio control measures could be used for eradicating of invasive plants. Wise use of invasive plants for other economical purpose such as bio-fuel, medicinal purpose, bio-pesticide and handicraft could be suggested. Successful management of invasive species are needed for conserving Lepidoptera fauna and other native biota of the area.
