Protected areas are the most frequently used tool for the mitigation of threats to biodiversity. However, without effective management, the creation of new protected areas may be ineffective. In Brazil, protected areas must have both a governing body (consultative or deliberative council) and an official management plan. Here, we analyzed general trends and patterns in the approval of the management plans for Brazilian federal protected areas. We considered all federal protected areas, and compiled data on (i) the year the area was created, (ii) the type of protected area (integral protection vs. sustainable use), (iii) year its management plan was approved, (iv) year in which the management plan was revised after its approval, (v) total area (in hectares), and (vi) the biome in which the area is located. We stablished three groups of protected area: 1) Group A: protected areas created prior to 1979, 2) Group B: protected areas created between 1979 and 1999, and 3) Group C: protected areas created between 2000 to the present time. Finally, we tested whether time for the approval of the management plan suffered a simultaneous effect of the type of biome and type of categories of protected area (strictly protected vs. sustainable use areas). We found 211 (63.17% of the 334) protected areas with management plan. On average, the time taken for the creation and approval of a management plan far exceeds the deadlines (5 yrs.) defined under current Brazilian law. All Brazilian biomes are poorly covered by protected areas with effective management plans, with the highest and lowest value observed in the Pantanal (100%) and Caatinga (46.42%), respectively. Our results suggest that the effectiveness of many federal protected areas in Brazil can be reduced considerably by the lack of a management plan, with deleterious consequences for the country’s principal conservation strategies.

Background: Although formal protected areas in South Africa date back to the turn of the 19th century, requirements for protected area management plans only became mandatory a century later. Prior to the promulgation of the World Heritage Convention Act 49 in 1999, and subsequently the National Environmental Management: Protected Areas Act 57 in 2003, requirements for management plans were voluntary, and guidance to the plan’s content was fragmented across an array of international, national and provincial policy instruments.Objectives: As there has been little academic debate on the relevance and content of protected area management plans, an improved understanding of these plans, and the role they play in biodiversity conservation, is required.Method: This article explores the evolution of the management plan, revisiting its historical and current legal context at international and national scales.Results: Despite being the principal legislative framework for management plans, the World Heritage Convention Act and the National Environmental Management Protected Area Act did not consolidate the plethora of management plan requirements, and hence did not bring clarity when these conflicted or were ambiguous.Conclusion: Legal provisions for management plans are highly fragmented. This risks plans not being complete, falling short of the requirement to ensure that protected areas fulfil the purpose for which they were established. A consolidation of relevant provisions, as well as emerging best practices is recommended. This may require the revision of South Africa’s environmental law, to provide greater clarity on the contemporary understanding of the contribution of protected areas to conservation and the well-being of people (viz. the ‘purpose’).

ABSTRACT We analyzed the bat assemblages found in protected areas in the state of Rio de Janeiro, Brazil, which is the best-sampled region of the Atlantic Forest. We selected 24 strict nature reserves and nine sustainable-use protected areas. We used data from inventories and complemented with data from the literature. We compared strict and sustainable-use protected areas, and tested whether the bat assemblages varied between habitat types. We tested the effect of geographic distance on the dissimilarity between bat assemblages, as well as the relationship between species composition and the size, mean altitude of the protected area, and capture effort. We compiled a total of 34,443 capture records, involving 67 species. Three species were captured only once, which raises cause for concern. Bat assemblages did not vary between protected area categories, but did vary among habitats with less than 1,000 captures. Assemblages were more similar to one another in geographically proximate areas. The size of the protected area and capture effort did not affect the composition of the bat assemblages, but altitude did influence this parameter. The Atlantic Forest is a priority biome for research and conservation, and reliable data on species distributions are essential for the development of conservation strategies.

The wooded pastures arose from the colonisation of the valleys and high plateaux of the Jurassic Arc. They are the product of a mixed exploitation combining agricultural and silvicultural elements, and are dependent for their conservation on a form of management where a balance between cattle grazing and wood cutting is maintained. The abandon of farmland and fewer cattle at pasture in summer, the small returns from logging and the introduction of grants based on surface area of agriculturally used land (SAU) have together completely disturbed this balance. The necessity of an integrated management system which takes into account the interests of agriculture, silviculture, nature, landscape and leisure activities has led to the creation of interdisciplinary commissions on wooded pastures of the Bernese Jura and the Jurassic Arc. An Interreg IIIA project France-Switzerland has enabled the creation of a model integrated management plan. Due to the lack of funds from the Federal Office of Agriculture, the cantonal services promote the development of integrated management plans.

Across the globe, community-oriented protected areas are increasingly recognised as an effective way to support the preservation and maintenance of the traditional biodiversity related knowledge of indigenous peoples and local communities. We argue that guaranteed land security and the ability of indigenous and local peoples to exercise their own governance structures is central to the success of community-oriented protected area programs. In particular, we examine the conservation and community development outcomes of the Indigenous Protected Area program in Australia, which is based on the premise that indigenous landowners exercise effective control over environmental governance, including management plans, within their jurisdiction (whether customary or state-based or a combination of elements of both), and have effective control of access to their lands, waters and resources. Key Words: community-oriented protected areas, Indigenous rights, conservation, Australia

SUMMARYPrivate protected areas (PPAs) are a board category that includes reserves established and managed by non-government entities, including civil society organizations, businesses and private individuals. It was recently suggested that the creation of a system of PPAs in Brazil may act as a useful model for extending protected area systems internationally. While it is clear that RPPNs have an important role to play in the future development of Brazil's protected area system, there are several significant challenges that need to be overcome if they are fulfil their potential: (1) ensuring that RPPNs contribute to coverage and representation; (2) ensuring adequate governance; and (3) increasing the attractiveness of the RPPN model. While it is still too early to determine whether RPPNs constitute a robust PPA model that could (or should) be exported to other countries, they are creating new opportunities for innovation and novel management strategies that might eventually lead to a vibrant and distinctly Brazilian protected area movement.

This study demonstrates that the vascular flora of the Rangpur district area consists of 825 species under 537 genera and 139 families. The pteridophytes and gymnosperms are represented by 25 and seven species, respectively, whereas the angiosperms by 793 species including 582 species of dicotyledons (Magnoliopsida) and 211 species of monocotyledons (Liliopsida). Poaceae with 67 species, representing 8.12% of the flora, is appeared as the largest family, and followed by Asteraceae, Fabaceae, Araceae, Malvaceae and Euphorbiaceae that collectively constitute 17.94% of this flora. Persicaria comprising 10 species is recorded as the largest genus, and followed by Ficus, Euphorbia, Solanum, Albizia and Brassica. About 59.71% taxa of this flora are herbs, 21.71% trees, 14.72% shrubs and the rest are palms, lianas, and bamboos. Erect herbs forming 35.22% of the flora comprise the most common life-form. In this flora, almost 64.29% taxa are native and the rest 35.71% are exotic. Nearly 62.61% taxa of the flora are found in wild, 26.90% as planted and 10.49% as cultivated. About 35.46% of the species commonly occur throughout all upazilas of this district. Most of the species are harboured in fallow lands, roadsides, gardens, and homesteads. All species of this district flora are known as economically useful. Most of its habitats and ecosystems are exposed to different threats. Adequate measures with effective management plans should be adopted and implemented for the sustainable use, improvement and conservation of this precious flora. Bangladesh J. Biodiversity is valued for its intrinsic worth and for its role in generating ecosystem services, such as soil fertility, clean air, renewable bio-resources, and water quality and availability. While biodiversity outcomes are generally pursued by nations for land in various types of ownership, this article focuses on protected areas on publicly owned lands. Currently, the internationally agreed protected area classification used by the United Nation’s Convention on Biological Diversity differentiates them in terms of nature conservation objectives and ‘compatible’ human uses. This suggests that protected areas can be arranged along a spectrum of protection stringency, from reserves and wilderness areas at one end, to so-called ‘sustainable use lands’ at the other.

ABSTRACT The Hibiscus Coast Municipality assumed it had the authority to issue or amend bylaws to formalise an existing nudist friendly beach within the Mpenjati Nature Reserve. Following a complaint, the Public Protector concluded the same when she investigated the legality of the Municipality's actions. Two immediate questions arise. The first, whether the Municipality and the Public Protector were correct in their view that the Municipality has the authority over the beach irrespective of the presence of a protected area, and the second, whether nudism is a legal activity therein. Both the Municipality and the Public Protector overlooked the relevance of the nudist friendly beach being located within a protected area and the power of the management authority to determine the nature of the tourism that takes place therein. Nudism within a protected area appears not to be in conflict with the Sexual Offences Act 23 of 1969 and hence may be a legitimate activity within such area. The National Environmental Management: Protected Areas Act 57 of 2003 and the Regulations thereunder appear not to contain provisions that prohibit nudism or other niche nature based tourism activities. Provided that the activity conforms to the purpose of the Act and proteced area management plan and zonation and does not pose a significant physical risk to the integrity of the protected area, the conservation agency may be hard-pressed to refuse a request for a niche nature based tourism activity, such as nudism, to be included in the zonation - should one be received.1 Key words: Municipality, National Environmental Management: Protected Areas Act, nature based tourism, nudist friendly beach, protected area, Public Protector, Sexual Offences Act, zonation.

Nigeria like other countries has experienced rapid increase in number and sizes of protected areas in the last century. As a result, a number of policies, agencies and departments were established to ensure proper protection and management of these areas. To ensure management effectiveness, frequent evaluation is necessary. This paper is a review of relevant literatures on protected area management effectiveness and collaboration in management. The findings of the review indicated that the International Union for Conservation of Nature (IUCN) framework is the most widely used for assessing management effectiveness of protected areas. However, a limitation of the framework is its deficiency to integrate collaboration and motivation. These factors play vital roles in effective management of protected areas through promoting wildlife conservation particularly in developing world. Therefore, this paper proposes a hybrid framework for evaluating protected area management effectiveness, consisting of the IUCN framework, collaboration and motivation to be used in subsequent assessment of protected areas.

AbstractThe Republic of Guinea has one of the highest diversities of mammal species in West Africa. However, its protected area network is poorly developed and little quantitative information has been available to help guide national conservation strategies. I therefore examined the distribution of antelopes and related species (families Bovidae and Tragulidae) across 17 sites, including four protected areas, to determine how the existing protected area network contributes to the conservation of antelope species and where action should best be focused for the conservation of this group. A total of 21 species of antelope have been recorded in the 17 sites; four of these species are absent from the four protected areas. An iterative heuristic complementarity approach was used to determine an irreplaceability index, which accounts for both species richness and species rarity, for each of the sites. The Kankan Faunal Reserve and Nimba Strict Nature Reserve have the second and fourth highest irreplaceability indices, respectively. The two other protected areas have moderate to very low irreplaceability indices, showing that they protect species widespread throughout the 17 sites. The Ziama Forest has the highest index (because it contains a high number of species and of globally threatened species), highlighting the significance of this site. I discuss the importance of the other sites and the threats affecting antelopes in Guinea, and make recommendations to improve the study and conservation of antelope species in the country.
