This paper aimed at assessing the availability, accessibility and utilization of Information and Communication Technology (ICT) resources in content delivery among lecturers of FCEs in Nigeria. Three research questions were drawn to guide the study. A Survey research design was adopted in conducing the study. The population of the study comprises of all the lecturers in Federal Colleges of Education in Nigeria. They are five thousand and seventy one (5,071) in number. A sample size of eight hundred and forty three (843) lecturers was used for the study. They were selected using cluster, simple random and proportional sampling techniques. A modified questionnaire tagged Teachers ICT usage survey from the ICT Survey Indicator for teachers and staff developed by both UNESCO (2004) and the New Zealand Ministry of Education (MINEDU) (1999) was used for data collection. Frequency count was used to answer research questions. The findings of this study revealed that ICT resources are not available in Federal Colleges of Education in Nigeria. It was also revealed that ICT resources which were supposed to be used in content delivery in FCE were not accessible. This study recommends, among others, that the Government, NCCE and the managements of FCE should join hands to ensure that computer laboratories are available in FCE in Nigeria with adequate functional computer hardware and software and functional internet facilities that will enhance the standard of content delivery.

Abstract The study explored the availability of information and communication technology (ICT) resources for instruction in selected colleges of education based on institutional ownership in Kano State. The study used a survey research design. A researcher-designed questionnaire and an adapted checklist from the National Commission for Colleges of Education, Minimum Standard (2012) for data collection. Mean and simple percentages were used to analyze the research questions. A total of 286 lecturers were proportionately sampled from Federal College of Education, Kano and Sa’adatu Rimi College of Education, Kumbotso, Kano, which were purposively selected for the study. A reliability value of 0.72  was obtained for the frequency of utilization instrument using Cronbach Alpha. The findings revealed that the two Colleges of Education have almost all of the ICT resources required by National Commission of Colleges of Education (NCCE) in Nigeria. The findings also revealed that lecturers’ frequency of use of ICT resources for instruction was not fully encouraged. The study concluded that Colleges of Education in Kano state have basic ICT resources as required by NCCE. The study therefore recommended, among others, that government and school management should provide an enabling environment, such as the provision of infrastructure facilities, internet connectivity, and stable power supply, among others.

This study discusses the implementation of information technology-based learning media to increase interest in learning on the subjects of PAI. Media serves as a tool that also plays an important role. In today's technological advancement enables students to learn from anywhere and anytime and anywhere by utilizing technology results. Therefore, teacher roles and tasks shift from role as a learning resource to role as manager of the learning resource. Through the use of various sources, it is expected that the quality of learning will increase. Information Technology as a medium of learning is a media set of tools and technology resources used to communicate, create, disseminate, store and process information or technology that can reduce space and time constraints to retrieve, move, analyze, present, store and transmit data information into information. Where The development of information and communication technology has an influence on the world of education, especially in the learning process. By using information technology-based media is expected to increase or develop student interest in the subject of PAI.

The research objective is to analyze information and communication technology resources in online learning systems. This research method is carried out starting from studying the literature related to the research topic then identifying the ICT resources used for online learning. The results showed that the information managed by the online learning system was 84.72% on average, the applications used were LMS Moodle (100%), Moodle runs on infrastructure with various specifications, and ICT human resources in higher education are on average as much as 54.55%. This article provides an overview of the current development of information and communication technology (ICT) utilized in Chinese education since China joined the World Trade Organization (WTO). Specifically, the article describes and discusses the positive impacts ICT has on Chinese basic education (grade one to grade nine), as well as the existing problems in the application of ICT. The article also discusses ICT’s application in higher education and the issues that have to be dealt with. The potential for further developing distance education with ICT is considered. In addition, recommendations are made with regard to providing better distance education with ICT. The target audience of this article is policy makers, educators, ICT professionals and researchers.
