A Deputy does not have to inform the Marshal of the Sejm about an intention of being employed as an assistant professor in a higher education institution, because it is a creative activity of an individual nature. Such obligation would exist if a Deputy had to perform additional responsibilities (apart from a pure academic or didactic work). In such case a Deputy would lose the right to receive a salary. However, s/he could apply for a partial salary – in the sum equal to the difference between a full Deputy’s salary and an additional one (received as a result of an additional employment).

In the judgment with commentaries, the Provincial Administrative Court in Opole made a statement concerning the penalty of expulsion from a higher education institution as a disciplinary penalty declared only by disciplinary committees. From the point of view of the judgment with commentaries, it is of importance to specify that this penalty is not of “life-long” nature, nor dśs it result in deprivation of the right to study in other institutions. The author approves of the position held by the judgment with commentaries and claims it to be an accurate and significant voice of the judiciary, which may prove substantial in eliminating legal ambiguities (and absurdities) arising as a result of applying the provisions of law in regard to responsibilities of higher education students, drawing attention to the incomplete and insufficient form of the provision of the relevant legal regulation.

From the perspective of guaranteeing the right to defence to the person in question, we believe that the higher education institution, through the persons involved in the disciplinary activity and those who have access to the resulting documents has no obligation to keep confidential the identity of the sender of the complaint to the one indicated in the complaint (as being the one who would have committed an act that could constitute a disciplinary misconduct). Thus, de lege ferenda, we propose that the complaint in its entirety be communicated to the person in question and the identity of the person who notifies the higher education institution regarding the commission of an act that may constitute a disciplinary misconduct be recorded in the final report of the Review Commission to be attached, as appropriate, to the sanctioning decision. The arguments that support the above are detailed in this material, using as well already regulated best practice models. Thus, we believe that it will prove useful in the academic environment and will discourage those under the protection of "anonymity" to act even in bad faith.

The role of social networks in a higher education institution is important; It helps show what the university does, what services it offers, the achievements of its students, what achievements they get, etc. Social networks, with the right strategies, can create a great impact on how students see the university and what to do, and also they become an admission tool to generate interest in future students.

Advertising is more then just informing audience.  In conducting its marketing strategy, higher education institution use advertising as a tool to communicate information and shape perceptions. This study tried to analyze the impact of advertising campaigns against the formation of brand awareness and brand perception of the higher education institution which then affect the prospective student’s decision to choose the right higher education institution for them. Using a prospective student respondents, the study found that brand awareness does not have a significant influence on their decision, if not supported by brand perception of higher education institution. Educational system is the most important social institution, which provides the development of a personality and frames his/her worldview and the conception of subjective well-being. Despite the large number of studies on the issue of psychological and pedagogical security of educational environment, the sphere of higher education still remains underexplored. The available empiric material has not received sufficient methodological justification and conceptualization. This article aims to provide the conceptualization of the risk category as applied to the educational environment of a higher education institution, as well as empiric investigation of the risks within the educational environment as viewed by applicants and students.Materials and methods. 213 applicants and 547 students of the Kuban State Technological University took part in the survey. The following investigation methods were used: expert assessment, interview, questioning, content analysis, analysis of means method, cluster analysis and factor analysis.Investigation results. Comparative examination of the manifestation degree of risks within the educational environment as viewed by applicants and students of higher education institution showed significant differences in the assessment of risk by these groups of respondents. From the point of view of applicants, the main risks are connected with social and psychological aspects of the educational environment of a higher education institution, relations within student groups and interaction with teachers, as well as with the issues related to the educational management and leisure arrangement. As viewed by the students, the risks within the educational environment include external and social and psychological risk factors, motivating risks and risks arising from the learning process organization and management and the related issues. Applicants’ notion of the risks within the educational environment of a higher education institution was mainly influenced by information they received from media and by the opinion of their relatives and age mates.Consideration and conclusions. It was proved that the applicants’ idea of the risks within the educational environment of a higher education institution is determined by the opinion of people they know personally, however it changes during the process of studying in higher education institution and acquiring their own experience of being within the environment. The investigation results allow creating a model of psychological and pedagogical security within the educational environment of a higher education institution. This model makes it possible to forecast main risks of the educational environment, their development, and evolvement and find solution to them.
