This procedures is discussed about development social welfare and justice through education transformation in the 21st century. The development of social welfare and justice particularly in the context of education transformation within the framework of the modern education system demand leadership of teachers and leaders adaptable with the changes and existing condition in the social welfare and justice recognize the needs to be effective education Leaders. In accordance to development social welfare and justice, the requirements to familiar with research findings on the knowledge, skills, implementation tools, methods, and strategies useful for formulating vision direction and positive learning in the 21st century are necessities. This paper also discussed an emerging role and challenging of the 21st century education teachers and leaders required to transform the social welfare and justice. Major transformations required the 21st century leader to be a powerful learner, visionary, instructional and influential people. The 21st century leader is essential to have tools and methods to expect, inspect, direct, respect and reflect. The development social welfare and justice will need to concentrate on curriculum development, formative assessment, instruction, technology adaptability, culture and climate, professional development as well as effective supervision to make a massive improvement in development social welfare and justice

This paper is focused on mitigating the challenge of inequality in educational systems of the four Nordic states: Denmark, Norway, Finland, and Sweden. Although many other countries invest significantly in education, the Nordic states accommodate lower level of child poverty and smaller scales of such negative social processes as criminality, child preg-nancies, substance abuse, etc. The author summar-ies modern research findings revealing that equal societies with the smallest property gap between the richest and the poorest are safe, healthy, and there-fore competitive. The experience of the Nordic states suggests inter alia that competition between pupils, as a manifestation of inequality, does not benefit anyone. From inequalities, the society suffers as a whole. It can thus be approximated equality in the Nordic states which explains their leading position in international education rankings and the overall high level of social welfare.

This article discusses localised forms of social innovation in social services in relation to social policy and welfare issues. It draws upon research findings from the EU project ‘Welfare Innovations at the local Level in favour of Cohesion’ (WILCO), which takes in social innovations in twenty European cities. First, we argue why there is currently a significant gap between the debate on social innovation and the debate on social welfare reforms. Second, we present attempts that have been made to identify and interpret recurring approaches and instruments in the social innovations studied in relation to various dimensions of the debate on social welfare and services, such as the search for new ways of addressing users and citizens; the emphasis on new risks and related approaches to the issues of rights and responsibilities; and finally the concern with issues of governance. We argue that the features of the local innovations we identified may be significant for welfare systems at large, going beyond the introduction of special new items in special fields. However, the degree to which this will come about in reality will depend on building more bridges of shared understanding between concerns with social innovation on the one hand and welfare reforms on the other hand.

Purpose: The aim of this work is a study of the existing structure of social buildings in the Russian Federation and determination of the main directions of social space development for several generations on social welfare. A number of social problems is discussed as well as the improvement of living conditions of poor people on social welfare due to modernization of the existing social building typology. A new structure of social building development is proposed for several generations on social welfare.Design/methodology/approach: The development of the social space structure for several generations is based on the data collection. Theoretical and practical studies include the existing experience of social buildings formation for younger and older generations as well as the experience of creating living environment for several generations in common. Apart from the analysis of the existing experience, a socio-economic analysis is conducted, which will determine further demands for investigations of the issue.Research findings: It is shown that the problem of interest is underexplored, especially in the Russian Federation. However, the research findings in the field and related fields demonstrate the suppositions of the social space exemplification for several generations on social welfare. The problem of lonely people on social welfare, a lack of unity and understanding between people are the most important problems in the modern society. Thus, from the architectural viewpoint, it is crucial to build a social space for communication and interaction of people in the Russian Federation.Practical implications: The research results will assist in the formation of a new type of social buildings which will be further designed and constructed in the cities of Russia. The structure of social buildings will consist of subtypes depending on the needs discovered. The needs of people who live in a specified area will contribute to the formation of the functional structure. In this lies the potential to create the structure which will lead to the implementation of certain stages in the social buildings construction.Originality/value: It is possible to determine and rationalize basic principles of social space exemplification for several generations. The proposed strategy can be used to create a social space for several generations in cities of Russia. However, the process will be unique for every single area. The basic steps of the social space development are shown for several generations. The detailed analysis will allow using these steps to solve the problems posed. As there is a variety of factors in the social buildings formation which influence the existing stages, it is essential to study them. This will lead to eliciting some stages and modernization, or using just one of the stages, according to a structural scheme of a certain area. Finally, this research is a tool for further strategy development. The research results will help lonely people to find a family and, secondly, become meaningful members of the society. Moreover, it will provide them with comfortable accommodation.

Difficult to capture in precise strokes of a definition of entrepreneur is not only linguistic but also chronological connotations. Entrepreneur or business leader or intraprenor, designer or manager, are all "hats" of entrepreneurship or a mood that is creating new business at risk pressure to obtain the expected profit. This explains the need to recognize such a character profile, characteristics and mode of action creates situations that they face. Amplification of entrepreneurship and thus increase the number of people who create their own business, own business have as motivators: independent lifestyle, consider entrepreneurs as heroes, demographics, increasing share of services, new technologies, cultivating entrepreneurship, development of the Internet and globalization. The transformation of a person into an entrepreneur is influenced by four variables: the situation, psychological, sociological and economic. These are all plans that are designed impregnated cultural entrepreneur personality in which it evolves and you need entrepreneur must assume. In Romania, entrepreneurship even encouraged, financed and newer - educated, is just beginning. Who is Romanian entrepreneurs who are its features and are accomplishments are some of his recent studies and research findings at the last minute. To what extent can help individual entrepreneur and social welfare are some of the questions answered theoretically predictable. Practically answer is incomplete.

SYNOPSIS We review and assess research findings from more than 120 papers in accounting, finance, and law to evaluate the impact of the Sarbanes-Oxley Act. We describe significant developments in how the Act was implemented and find that despite severe criticism, the Act and institutions it created have survived almost intact since enactment. We report survey findings from informed parties that suggest that the Act has produced financial reporting benefits. While the direct costs of the Act were substantial and fell disproportionately on smaller companies, costs have fallen over time and in response to changes in its implementation. Research about indirect costs such as loss of risk taking in the U.S. is inconclusive. The evidence for and social welfare implications of claimed effects such as fewer IPOs or loss of foreign listings are unclear. Financial reporting quality appears to have gone up after SOX but research on causal attribution is weak. On balance, research on the Act's net social welfare remains inconclusive. We end by outlining challenges facing research in this area, and propose an agenda for better modeling costs and benefits of financial regulation.

Purpose The current investigation is a follow-up from a previous study examining child language diagnostic decision making in school-based speech-language pathologists (SLPs). The purpose of this study was to examine the SLPs' perspectives regarding the use of evidence-based practice (EBP) in their clinical work. Method Semistructured phone interviews were conducted with 25 school-based SLPs who previously participated in an earlier study by Fulcher-Rood et al. 2018). SLPs were asked questions regarding their definition of EBP, the value of research evidence, contexts in which they implement scientific literature in clinical practice, and the barriers to implementing EBP. Results SLPs' definitions of EBP differed from current definitions, in that SLPs only included the use of research findings. SLPs seem to discuss EBP as it relates to treatment and not assessment. Reported barriers to EBP implementation were insufficient time, limited funding, and restrictions from their employment setting. SLPs found it difficult to translate research findings to clinical practice. SLPs implemented external research evidence when they did not have enough clinical expertise regarding a specific client or when they needed scientific evidence to support a strategy they used. Conclusions SLPs appear to use EBP for specific reasons and not for every clinical decision they make. In addition, SLPs rely on EBP for treatment decisions and not for assessment decisions. Educational systems potentially present other challenges that need to be considered for EBP implementation. Considerations for implementation science and the research-to-practice gap are discussed.
