Purpose: The aim of this work is a study of the existing structure of social buildings in the Russian Federation and determination of the main directions of social space development for several generations on social welfare. A number of social problems is discussed as well as the improvement of living conditions of poor people on social welfare due to modernization of the existing social building typology. A new structure of social building development is proposed for several generations on social welfare.Design/methodology/approach: The development of the social space structure for several generations is based on the data collection. Theoretical and practical studies include the existing experience of social buildings formation for younger and older generations as well as the experience of creating living environment for several generations in common. Apart from the analysis of the existing experience, a socio-economic analysis is conducted, which will determine further demands for investigations of the issue.Research findings: It is shown that the problem of interest is underexplored, especially in the Russian Federation. However, the research findings in the field and related fields demonstrate the suppositions of the social space exemplification for several generations on social welfare. The problem of lonely people on social welfare, a lack of unity and understanding between people are the most important problems in the modern society. Thus, from the architectural viewpoint, it is crucial to build a social space for communication and interaction of people in the Russian Federation.Practical implications: The research results will assist in the formation of a new type of social buildings which will be further designed and constructed in the cities of Russia. The structure of social buildings will consist of subtypes depending on the needs discovered. The needs of people who live in a specified area will contribute to the formation of the functional structure. In this lies the potential to create the structure which will lead to the implementation of certain stages in the social buildings construction.Originality/value: It is possible to determine and rationalize basic principles of social space exemplification for several generations. The proposed strategy can be used to create a social space for several generations in cities of Russia. However, the process will be unique for every single area. The basic steps of the social space development are shown for several generations. The detailed analysis will allow using these steps to solve the problems posed. As there is a variety of factors in the social buildings formation which influence the existing stages, it is essential to study them. This will lead to eliciting some stages and modernization, or using just one of the stages, according to a structural scheme of a certain area. Finally, this research is a tool for further strategy development. The research results will help lonely people to find a family and, secondly, become meaningful members of the society. Moreover, it will provide them with comfortable accommodation.

Subject. The article addresses the implementation of socially oriented development in the Russian Federation and in the countries with traditional models of the social welfare State. Objectives. The aim is to perform a comparative analysis of traditional models of the social welfare State and the Russian Federation on the basis of socio-economic indicators (annual average growth in gross domestic product, inequality, unemployment, migration, the share of tax revenues in gross domestic product, indicators in the sphere of education and healthcare), and reveal the specifics of socially oriented development of the Russian Federation. Methods. The study employs methods of statistical analysis, comparative analysis, and graphic interpretation of statistics. Results. The study unveils similar trends in the social development that exist in traditional models of the social welfare State, the focus of public policy on providing at least minimal social guarantees, the use of social insurance, and extended accessibility of quality social services. It also emphasizes differences that are connected with historical principles of social policy, the level of decommodification due to modern economic development. Conclusions. The comparative analysis enabled to identify the presence of elements of considered models in the model of socially oriented development of Russia and directions of further measures for increasing socio-economic indicators, including the increase in life expectancy and quality of life for citizens, improvement of the quality of social services, reduction of inequality, promotion of high rates of economic growth, renovation of equipment and facilities, and training highly qualified specialists.

The article is devoted to an attempt to analyze and compare the concepts of social security of the regions of the Russian Federation, including the concept of “unity” and the concept of “regionality”. The authors of the article seek to resolve the contradiction between these concepts using the simulation of social security of the Russian Federation on the basis of the complementary principle and synthesis of the concepts of “unity” and “regionality”. The result of the article is the a dynamic model formation of social security of Russian regions, under which the process of continuous designing of regulatory and value ideas, instilled in the regional community, through the impact of its society surrounding it, as well as social agreements aimed at achieving conjunction within the social framework of Russian regions. The second result is to determine the social security of Russian regions, as a process in which, depending on the situational influence of objective and subjective factors, or centrifugal or regional trends are dominated.The third result is the statement of the fact that, for a long time, despite the significant difference in the civilization nature of the regions, the Russian social framework maintains integrity, which indicates the predominance of unifying trends and the absence of the desire among Russian regions to the exit from the All-Russian social space


Currently, the professional construction community information field is largely filled with the topic of creating a comfortable living environment. However, architectural and engineering design that corresponds to the concept of sustainable development is currently hindered due to the lack of a formed conceptual framework that reveals the meaning of the term "comfort", as well as a criteria list that determines the indoor environment quality in the Russian Federation regulatory and technical framework. The article offers some components of a comfortable living environment, within which the parameters of designing the internal environment of premises are highlighted. A comparative analysis of the national standards of the Russian Federation regulating the design of the internal space of residential and public buildings, with international "green" standards for a number of parameters was carried out. It is concluded that it is necessary to update the Russian regulatory and technical base taking into account the international experience of "green" standards.

The author's interpretation of the concept of «socio-economic system of the region» is given in the article. The main stages of methodologies for assessing the socio-economic system are considered. The methodology developed by the authors for assessing the development of the social and economic system of the region is based on the implementation of certain principles, compliance with a number of requirements and consisting of 8 stages. The developed methodology was tested in assessing the development of SES regions in the Central Federal District of the Russian Federation.

The article presents an analysis of the state and problems of implementing the socio-economic rights of population of the Khabarovsk territory as a priority area for reducing poverty. Attention of the authorities was drawn to the situation of poverty in a number of northern municipalities, where the population is experiencing difficulties in realizing their socio-economic rights due to the lack of jobs. Concern was expressed about the socio-economic rights of persons released from the places of deprivation of liberty. The Commissioner for human rights in the Khabarovsk territory, taking into account the study of situation in the region, sets out his vision for solving the problem of reducing poverty in the Khabarovsk territory and makes proposals that, in his opinion, can be used by the regional state authorities to achieve the indicators set by the President of the Russian Federation.

В статье приведены данные уголовно-правовой характеристики осужденных, отбывающих наказание в виде лишения свободы в Российской Федерации. Цель исследования заключается в том, чтобы показать влияние изменений в уголовной политике государства на изменение численности осужденных, распределение их в зависимости от квалификации совершенных преступлений, по количеству судимостей, назначенному сроку наказания в виде лишения свободы и по другим показателям. Установлено, что произошли существенные изменения в распределении осужденных в зависимости от числа судимостей и по срокам назначенного судом наказания, в распределении по видам исправительных учреждений. Анализ статистических данных ФСИН России демонстрирует, что в исследуемый период значительно возросла доля женщин, осужденных к лишению свободы, а численность несовершеннолетних осужденных сократилась в несколько раз, существенно возросли доля осужденных за преступления, связанные с незаконным оборотом наркотиков, и численность осужденных на срок наказания свыше 10 лет лишения свободы, а также произошли другие изменения. Знание и учет особенностей уголовно-правовой характеристики осужденных в деятельности научных и практических работников будет способствовать повышению эффективности деятельности уголовно-исполнительной системы в решении задач по исправлению осужденных и предупреждению совершения новых преступлений как осужденными, так и иными лицами, - достижении основных целей уголовно-исполнительного законодательства Российской Федерации. The article presents the data of criminal-legal characteristics of convicts serving a sentence of imprisonment in the Russian Federation. The aim of the study is to show the impact of changes in the criminal policy of the state on changes in the number of convicts, their distribution depending on the qualification of the crimes committed, the number of convictions, the appointed term of imprisonment and other criteria. As a result of the conducted researches it is established that there were essential changes in distribution condemned depending on number of criminal records and on terms of the punishment appointed by court, in distribution by types of correctional facilities and other indicators. The analysis of statistical data of the Federal Penitentiary Service of Russia reflects the fact that during the study period the proportion of women sentenced to imprisonment increased significantly, and the number of juvenile convicts decreased several times, the proportion of those convicted of crimes related to drug trafficking and the number of those sentenced to more than 10 years of imprisonment, as well as other changes. Knowledge and consideration of the features of the social and legal characteristics of convicts in the activities of researchers and practitioners will contribute to improving the efficiency of the penal system in solving problems of correction of convicts and preventing the Commission of new crimes by both convicts and other persons, which is the main objectives of the Penal legislation of the Russian Federation.

The article discusses the formation of the demographic situation in Russia, considering the influence on them of the parameters of the development of social infrastructure. Today, most regions of the country are characterized by a decrease in population. Moreover, it is the level of development of medicine, education and other components of social infrastructure that determine the living conditions of the population and, as a result, the processes of natural and migration movement of the population. The study aims to determine the quantitative parameters of this relationship and the formation based on the results of the received rating of the administrative entities of the Russian Federation. In the framework of the work, we used methods of retrospective analysis, grouping, cluster analysis, correlation and regression analysis, and other methods. Further, we formed a list of indicators characterizing the level of development of the social infrastructure of the territory and highlighted groups of indicators. We proposed An approach to the formation of integral indicators of the level of development of social infrastructure for individual components of the population movement. The regions of the Russian Federation were grouped by the totality of the parameters of the demographic situation and socio-economic factors. As a result of testing the approach, we formed private and integral ratings of the regions of Russia according to the ratio of the parameters of the demographic situation and the level of development of social infrastructure. The results can be used in the development of the state demographic policy.
